About this file

This is a Statement of Work (SOW) for the procurement of Barrier Arresting Kit (BAK)-12 Brake Carrier Assemblies by the Air Force Civil Engineer Center (AFCEC/COMX) at Tyndall AFB, Florida. The contractor must supply 80 brake carrier assemblies (National Stock Number 1710-01-189-4161, Part Number 52-E-901-1) with three rollers/sheaves per assembly. Each assembly must comply with USAF Drawing 52-E-901, Revision G, and meet ASTM B633 SC3 Type II coating specifications for severe weather protection. The contractor must deliver revised drawings that consolidate and fix any discrepancies, subject to AFCEC/COMX approval prior to production.

Prior to manufacturing, contractors must satisfy one of two qualification pathways: possess existing FAT (First Article Test) approval from the Air Force Life Cycle Management Center (AFLCMC) as an authorized vendor with successful production deliveries within three years of solicitation issuance, or successfully complete the FAT process. Those pursuing FAT must adhere to strict specifications and tolerances per ASME Y14.1 and Y14.5 standards, produce CAD drawings, fabricate precision parts using water jet or laser cutting systems (no freehand methods), and follow American Welding Society (AWS) D1.1 welding and inspection processes with certified welders and inspectors. FAT submission requires delivery of the first article no later than 180 calendar days after government drawing review, with complete FAT approval required within 285 calendar days of contract award. PDF drawings must be submitted within 60 days of award, with government review completed within 15 days of receipt. The contractor bears all costs for third-party verification testing if deficiencies are identified, and the approved first article is retained by the government as the first production item. Delivery must be coordinated 30 days in advance to AFCEC/COMX at 1001 Mississippi Road, Building 1141, Tyndall AFB, FL 32403-5318, with equipment rejected if it shows structural, component, or excessive paint damage during shipment.
