Jerald Thompson at 702-652-0307, accomplished during standard 8-hour days Monday through Friday between 7:00 AM and 4:00 PM local time, excluding federal holidays, with potential off-duty and weekend work as coordinated by the government point of contact. The contractor must provide 48-hour advance notice before beginning installation, submit electronic devices for security evaluation at least 48 hours prior to use, arrange final acceptance testing demonstrating compliance with all requirements, conduct training for designated personnel, remove all equipment and debris upon completion, and comply with all Air Force, Nellis AFB, federal, state, and local regulations including OSHA standards and security protocols for controlled or restricted areas.

STATEMENT OF WORK

FOR

INSTALLATION, INTEGRATION AND CONFIGURATION

OF

AUTOCRIB

ON

NELLIS AFB (NAFB)

1. DESCRIPTION OF WORK: The contractor shall provide all labor, transportation, materials, and equipment to install, program, and test a Bench Stock Management System. The system will provide real-time inventory tracking, automated low-stock alerts, kitting, and user access controls. The expected outcome is a fully functional, turn-key system that integrates with the Integrated Maintenance Data System (IMDS) for automated reordering. The system will be installed for the 355th Aircraft Maintenance Squadron in their facilities located at 5165 Ellsworth Ave, Bldg. 61686, Nellis AFB, NV. Work shall be scheduled through 355th AMXS AGE’s office by contacting SSgt. Jerald Thompson at 702-652-0307.

2. STANDARD WORKDAY/WEEK: Whenever possible, work shall be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 7:00 am and 4:00 pm local time, excluding Federal legal holidays. Work may be required during off-duty hours and weekends to meet special mission requirements, as coordinated by the government

POC.

3. USE OF EXISTING SERVICES: The contractor shall be permitted reasonable use of existing government-furnished services, including electrical and network connections. The contractor will be provided with access to the Integrated Maintenance Data System (IMDS) for integration purposes.

4. BASE AND SAFETY REGULATIONS: The contractor shall comply with the most stringent requirements of all applicable federal, state, and local regulations. The contractor shall comply with all provisions of the Occupational Safety and Health Act (OSHA). The contractor shall conform to all Air Force and Nellis AFB regulations and directives pertaining to security, safety, fire, traffic, and personnel clearances. The contractor shall brief all employees on relevant safety and fire prevention regulations before commencing work.

5. PERFORMANCE REQUIREMENTS: The contractor shall provide all equipment, software, labor, and materials to deliver a complete and functional bench stock management system. The contractor shall perform the following services:

a. The contractor shall provide, install, program, integrate, and test a complete Bench Stock Management System. Upon successful implementation, the contractor will be responsible for training designated personnel in all aspects of the system. The system must provide the following core capabilities:

i. Provide real-time visibility of all parts, including quantities on hand and specific locations, utilizing barcodes, RFID, or similar technologies.

ii. The system must be integrated with the Integrated Maintenance Data System (IMDS) to automatically generate reorder transactions. No other system integrations are required.

iii. Provide and integrate scales for automated tracking of small parts by weight.

iv. The system shall allow users to group individual parts into kits for specific maintenance tasks.

v. The system must allow administrators to define roles and permissions to control access to inventory data. It must be scalable to support a variable number of users.

vi. The system must provide automated notifications when stock levels for any item fall below a user-defined threshold.

b. The contractor shall notify the government POC 48 hours prior to beginning installation or service. Work shall be scheduled on dates acceptable to the government. Government personnel shall accompany contractors as required in secure or controlled areas.

c. Inspection Control: All material, equipment, and personal belongings entering Nellis AFB are subject to search. Any electronic devices required to perform the work must be submitted to the security office responsible for evaluation at least 48 hours prior to expected use.

d. When installation is complete, the contractor will arrange for final acceptance testing with the government POC. The system must be demonstrated to meet all requirements outlined in this PWS to the satisfaction of the government.

6. FINAL CLEANUP/MANIFEST: Upon completion of the installation work, all equipment, packaging, and debris shall be removed from the site, and the area shall be left in a neat and clean condition acceptable to the contracting officer’s representative.

7. PROTECTION OF GOVERNMENT PROPERTY: The contractor shall be held liable for any government property damage caused as a result of contractor activity.

GENERAL INFORMATION:

1. NON‐PERSONAL SERVICES AND/OR INHERENTLY GOVERNMENTAL

SERVICES: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. These services shall not be used to perform work of a policy/decision making or management nature.

2. CONTRACTOR CONSENT TO BACKGROUND CHECKS: The contractor and, as applicable, subcontractors must not employ persons for work on this contract if such employee is identified as a potential threat to health, safety, security, general well-being, or operational mission of the installation and its population. All contractors and subcontractors must consent to background checks. Contractor and subcontractor personnel who do not consent will be denied access to the installation.

3. BADGES: The contractor is required to provide identification badges for their employees.

All contractor personnel must wear these badges while on duty on the government site.

Badges are required to identify the individual and company name and be clearly and distinctly marked as "CONTRACTOR".

4. CONTRACTOR REGISTRATION OF VEHICLES ON NELLIS AFB: All contractor or contractor employee vehicles used for the performance of this contract shall comply with all local, state, and federal regulations and Nellis AFB entry requirements.

5. ACCESS TO INSTALLATION DURING FORCE PROTECTION CONDITIONS

(FPCONs): Contractor access during elevated FPCONs will be determined by the installation commander based on mission-essential designation.

6. PROPERTY PROTECTION: Property protection for the facility where the contractors’ work is performed will be the responsibility of the local facility manager and local Government Security Manager.

7. SAFEGUARDING CLASSIFIED OR UNCLASSIFIED INFORMATION: The contractor shall meet Air Force standards for storing, processing, and handling information and systems.

All resources (e.g., maps, publications, instructions, photos) provided by the government will be surrendered upon termination of the contract.

8. NON-DISCLOSURE AGREEMENTS: To safeguard information, the contractor may be required to enter into non-disclosure agreements with the responsible local security manager.

9. PRIVACY ACT: Work on this project may require that personnel have access to Privacy Act information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a, and applicable agency rules and regulations.

10. CONTRACTORS WORKING IN CONTROLLED OR RESTRICTED AREAS: The unit requesting contract support will provide an escort for contractors at all times when within a controlled or restricted area. Contractors shall not escort other contractor employees.

11. ACCESS TO GOVERNMENT FACILITIES WITH CONTROLLED OR RESTRICTED

AREAS: The contractor shall comply with all security regulations. The government may direct the contractor to leave controlled or restricted areas at any given time due to mission requirements.

12. CONTRACTORS' RESPONSIBILITIES WHILE WORKING WITHIN CONTROLLED

OR RESTRICTED AREAS: Only contractor personnel with proper authority shall enter a controlled or restricted area. Contractors shall fulfill, maintain, and comply with all security requirements.
