About this file

This is a Statement of Requirements for fitness equipment to support the Squadron Officer School (SOS) at Maxwell Air Force Base, Alabama. The project aims to provide scalable, multi-purpose human performance equipment to meet physical readiness and curriculum requirements for approximately 4,200 officers attending SOS annually. The existing base fitness center is critically undersized and cannot accommodate the required throughput, creating a gap in the Air Force's ability to enforce and train to fitness standards as mandated by DAFI 36-2686. The equipment directly supports integrating physical readiness into the Professional Military Education curriculum and aligns with Air University's strategic goal to develop resilient leaders prepared for future operational demands.

The required items consist of: 10 PowerBlock Dumbbells (Commercial Use, Part No. PB-IB-U32), 5 Concept2 SkiErg units with PM5 monitors and wall mounts (Part No. C2-PN2715-US), 25 Black Concept2 RowErg Rowers with PM5 monitors and standard 14-inch seat height legs (Part No. C20003-5), and 5 Rogue Echo Bike V3.0 units (Part No. IP0895). All items must be brand new and match specified descriptions for consistency with existing equipment; refurbished items are not authorized. Delivery must be to S Lemay Plaza, Building 1444, Maxwell AFB, AL 36112, with the vendor responsible for all transportation, loading, and unloading. The contractor must provide Original Equipment Manufacturer standard commercial warranties at no additional cost, along with all manufacturer documentation and written warranty service procedures prior to project acceptance. No training is required. Security requirements apply for on-base performance, including contractor notification 30 days prior, base identification and vehicle pass requirements, REAL ID-compliant credentials, and compliance with base traffic and installation access control regulations.

Statement of Requirements SOS Weights and Cardio Equipment

1. PURPOSE: This project provides scalable, multi-purpose human performance equipment to meet the physical readiness and curriculum requirements for the 4,200 officers attending Squadron Officer School (SOS) annually. New fitness standards require daily fitness for military members, but the existing base fitness center is critically undersized and cannot support the throughput required for the SOS student population.

This creates a significant gap in our ability to enforce and train to Air Force fitness standards.

This equipment will function to support the integration of physical readiness into the Professional Military Education (PME) curriculum as mandated by DAFI 36-2686 (Officer Development). It directly supports the development of the "Human Weapon System for the DAF" (SOS OPORD 23-04) and the Air University's strategic goal to "Forge Expert Joint Warfighters" (Air University Strategy 2026) by providing the necessary infrastructure to build physically and mentally resilient leaders.

In addition, this prevents a direct and ongoing "Risk to Force" and "Risk to Mission" (SOS OPORD 23-04) by ensuring SOS students meet the physical readiness standards mandated by the Department of the Air Force and guarantees the physical preparedness of its graduates, increases the quality of company grade officers delivered to the force and enables SOS to prepare them for the rigors of the "Future Fight" (DAF TASKORD).
