About this file

This is a Statement of Need for the 60th Maintenance Squadron/Wheel & Tire at Travis Air Force Base, California. The 60 MXS/MXMTW requires a Bauer Model 8071 Wheel Build-Up stand and Bauer Model 8731 Wheel Assembly Torque System to assemble aircraft wheels for C-17, C-5, and KC-46 aircraft. The current torque system is inoperative with unavailable replacement parts, and the existing wheel build-up stand has reached end of life. The new equipment will increase production capacity and serve as redundancy to maintain production standards and prevent supply chain delays.

The contractor must deliver and install the equipment at 269 Ellis Road, Travis AFB, California 94535, within 120 days after contract award. The torque system must simultaneously torque two nuts with 2% accuracy at maximum torque and 1-degree torque angle accuracy, with a torque range of 45-225 ft/lbs. The build stand must lift and align wheels with diameters from 16" to 24" and tire diameters from 37" to 50". Deliverables include on-site installation and training services, an end-user manual with operational instructions, and a one-year standard equipment warranty. Points of contact are TSgt Zavaien McBride and SSgt Raygene Ladia at 707-424-2164.

Statement of Need

For

60 MXS/MXMTW

60th Maintenance Squadron/Wheel & Tire has a requirement to assemble multiple types of aircraft wheels to include C-17, C-5 and KC-46 main and nose wheel assemblies. To perform this task, we use a tilt cylinder wheel build-up stand paired with a twin-spindle torquing system meant for aircraft wheel assemblies. The current torque system is inoperative and requires upgrade due to replacement parts being unavailable. The wheel build-up stand in use has come to its end of life and requires replacement/upgrade. With this new unit matched side by side with our other replacement system Wheel & Tire’s production could increase exponentially. Additionally, this unit would act as a fail safe if the other unit once again went down for an extended period, allowing us to still maintain production standards, reducing the chances of any supply chain delay.
