Salient Characteristics Project Overview: This project requires the supply and delivery of sterile compost for use on the golf course greens for Cannon Air Force Base, New Mexico. The compost must meet the following specifications:

1. Sterility:

• The compost must be 100% sterile and free from weed seeds, pathogens, and harmful contaminants. Furthermore, the compost must meet or exceed all applicable industry standards for compost utilized in the construction and maintenance of golf course putting greens.

2. Materials:

• Acceptable: Organics may contain but are not limited to Wheat Straw, Peat, Gypsum, Manures, Meals, and Wood (usually chips or sawdust).

• Unacceptable: May not contain lime.

3. Quantity:

• The total quantity required is 865 cubic yards. The compost needs to be individually bagged and palletized.

4. Soil Compatibility:

• The compost must be compatible with the native soil conditions in Clovis, NM, to ensure optimal plant growth and establishment. Please refer to the below soil profile pictures for reference.

Please provide a detailed proposal including:

• Please confirm your compost's compliance with the stated requirements, including a detailed breakdown of its composition.

• While the target delivery date is 21 March 2025 for the entirety of the compost, if your company cannot provide the full amount by this date, please provide the amount of compost that you can provide by this date. Proposals with expedited delivery timelines will be evaluated favorably in accordance with the criteria outlined in the attached Combined Synopsis and Solicitation document.
