The Offeror shall provide four sets of Safe High Voltage (SHV) cable assemblies plus some additional replacement cable connectors and parts for the high voltage distribution of the DUNE (Deep Underground Neutrino Experiment) vertical drift (VD) far detector (FD) in strict accordance with Enclosure 1, Draft Contract 471924.

3.0 BASIS OF AWARD

BSA will make award to the responsive and responsible offeror who submits the lowest total price and meets all BSA’s technical requirements and RFQ Qualifiers, as stated herein. Total price including options (if applicable), will be evaluated to determine the lowest price. Any offeror that fails to provide information to show they meet all technical requirements and RFQ Qualifiers may render the offer as non-responsive.

Note: Simply submitting a price quote or stating the offeror understands and will comply with the requirements is not sufficient. The quote provided must include all necessary descriptive information to clearly demonstrate how the proposed item meets all the salient characteristics and requirements specified in this solicitation. BSA is not responsible for locating or securing any information that is not furnished with the offer.

The resulting firm fixed price order shall be subject to the terms and conditions of Enclosure 1, Draft Contract. The Offeror shall clearly note its acceptance in full. Any exceptions shall be noted by redlining the Draft Contract and Terms and Conditions document with “tracked changes” turned ON. The Offeror shall not construe any noted exceptions to be accepted by BSA.

3.1 QUALIFIERS:

The following criteria establishes the minimum mandatory requirements for this solicitation. Offerors must meet every requirement to be considered responsive. Failure to provide the requested evidence for any item will not be considered for award.

The offeror shall provide reference documentation demonstrating 10 years or more of working experience in the assembly of high voltage cables with voltage ratings at a minimum of 10kVdc.

3.1.2 The SHV cables in this purchase order will be used in the DUNE far detectors in a deep underground cavern. The environmental conditions in the cavern differ significantly from those of typical laboratories. High temperature, humidity and airborne dust are typical in this site. To ensure reliable operation of the high voltage system for over 20 years, BSA requires stringent Quality Control tests to be performed by the vendor on these cable assemblies.

The offeror shall provide a document describing the Quality Control procedures including pass/fail criteria to be performed on the cable assemblies to ensure the products meet the requirements.
