Solicitation - 36C25020B0020 Project - Replace CARES Tower Roof and Overhangs (541-18-103)
RFI Tracker with VA Responses (Updated as of 05/21/2020)
KEY
RFI = Black; VA Response = Purple
1. RFI – Will the VA allow the below adhesive in addition to the product listed in Section 075216.13, Part 2 – Products, 2.4 Cold-Applied Adhesive Materials? The products are very similar in characteristics which are outlined below.
· Modified Membrane Adhesive – low odor, zero VOC, polyether, and 100% solids. (See 541-18-103 RFI Question 1 & Question 2 Attachment)
· The requested substitution will not adversely affect the contractor’s construction schedule.
· The requested substitution does not require revisions to the Contract Documents.
· The requested substitution is compatible with other portions of the work.
· The requested substitution has been coordinated with other portions of the work.
· The requested substitution provides the specified warranty.
· The requested substitution has been coordinated with other portions of the Work, is uniform and consistent, is compatible with other products, and is acceptable to all contractors involved.
VA Response – RFI #1: Specification 07 52 16.13, paragraph 2.4 requires urethane adhesive, submitted product does not meet this requirement, submitted product is not approved.
2. RFI – Will the VA allow the below Fluid Applied Roofing Membrane Coating in addition to the product listed in Section 070150.74, Part 2-Products, 2.4 Fluid-Applied Roofing Membrane Coating?
· Fluid Applied Roofing Membrane Coating – low odor, zero VOC, 20-year, aliphatic polyurea, Class A Fire Rated, ASM D-6947 (1,000 hour accelerated weather testing), and 100% solids. (See 541-18-103 RFI Question 1 & Question 2 Attachment)
· The requested substitution will not adversely affect the contractor’s construction schedule.
· The requested substitution does not require revisions to the Contract Documents.
· The requested substitution is compatible with other portions of the work.
· The requested substitution has been coordinated with other portions of the work.
· The requested substitution provides the specified warranty.
· The requested substitution has been coordinated with other portions of the Work, is uniform and consistent, is compatible with other products, and is acceptable to all contractors involved.
VA Response – RFI #2: Specification 07 01 50.74, paragraph 2.4 requires polyurethane membrane coating, submitted product does not meet this requirement, submitted product is not approved.
3. RFI – I am hoping to determine if Soprema Roofing Materials will be considered for the project?
(See 541-18-103 RFI Question 3 Attachment) VA Response – Per section 1.4 of specification 07 52 16.13, “Contractor may submit for consideration a roofing system of comparable quality, as determined by the Contracting Officer. Contractor shall include sufficient documentation for the Contracting Officer to render a decision including but not limited to: Detailed comparison of significant qualities of proposed substitution with those of the Work specified. Include annotated copy of applicable Specification Section.”
The Interested Party submitted a substitution request for a complete roofing system and did not identify the products that differed from the contract requirements along with a comparison between the significant qualities of the substituted roofing system and the contractual roofing system. As a result, the Contracting Officer is unable to determine the scope of the substitution request and unable to determine if the substitution request is acceptable.
It is the responsibility of the Interested Party to determine if their proposed roofing system meets the requirements of the contract documents, drawings, and specifications.
4. RFI – As part of 4.22 VAAR 852.236-72 PERFORMANCE OF WORK BY THE CONTRACTOR (APR 2019), can the contractors work percentage be made of materials only, or does it have to include labor and materials?
VA Response – As stated in the paragraph 4.22 VAAR 852.236-72 PERFORMANCE OF WORK BY THE CONTRACTOR (APR 2019) paragraph (a)
“In accordance with FAR 52.236–1, the contract work accomplished on the site by laborers, mechanics, and foreman/superintendent on the Contractor’s payroll and under their direct supervision shall be used in establishing the percent of work to be performed by the Contractor. Cost of material and equipment installed by such labor may be included.”
5. RFI – As part of 4.10 FAR SUPPLEMENTAL INSURANCE REQUIREMENTS, is the Prime required to have insurance without an exclusionary clause for asbestos, if the sub conducting the tear off has it in their insurance coverage?
VA Response – As written in the solicitation, “the Prime (Bidder) must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.”
This is a requirement of the Prime (Bidder), regardless of what the subcontractors have or do not have in their insurance coverage.
6. RFI - Specification Section 075216.13 SBS Roofing, 3.14 Surfacing and Coating Installation.
Does this section apply to the specified roof system? If it does, please clarify where this is to be applied?
VA Response – Specification 07 52 16.13, section 3.14 is not applicable to this project.
7. Ref drawing A0.0, A1.1, A1.1A, A1.2- Demolition general note 8 calls out a separate line item on schedule of values for 2000 sqft. for concrete deck rehabilitation on roofs 1,3,4,5 and 6. Are the square footages provided in demolition general note 7, 8 and 9 the total square footage to be considered in bid? Also, costs vary greatly depending on size of each repair area. For example do we base cost on repair of 20- 100sqft areas or 80- 25sqft areas. The same variation existing in the metal deck as described in demolition general note 7 or the leveling required in demolition general note 9. What size and how many areas should be considered for estimating when referencing demolition general note 7, 8 and 9?
VA Response – For drawings A1.1, A1.1A, and A1.2, the square footage values establish a maximum quantity of work in the construction contract for each respective material as listed below:
1,000 sq ft Metal deck removal/replacement with spray-on fireproofing repair 2,000 sq ft: Concrete deck rehabilitation 1,000 sq ft: Concrete deck leveling 2,500 sq ft: Tapered insulation replacement
The number and size of the work locations is unknown at this time.
8. Ref drawing A0.0, A1.1, A1.1A, A1.2- Demolition general note 7 requires spray fireproof repair on a total of 1000sqft. What type of ceiling is currently in place in the rooms below? Will the areas be vacated with all furniture and equipment removed from the spaces? Are there MEP obstructions that will require removal or relocation? What type of finishes are in each room?
VA Response – For Roof #1 and #2, the ceilings below are exposed to structure with no ceiling system installed.
For Roof #3, the ceilings below are painted gypsum board.
The VA will relocate furniture and equipment, unless specified otherwise in the contract documents.
Sprayed fireproofing is required to be installed above ductwork, piping, and conduits.
9. Ref Drawing A2.1 General Note 8- When will roof davits be tested? Before or after new roof is installed? There is concern of potential delays for installing each days new roof system if the intent is to have testing done by others immediately after roof and insulation removal.
VA Response – The contractor is responsible for testing the one new roof davit. Please see the VA response to RFI #13 for additional information on roof davits.
The VA testing of the existing roof davits will not interfere with the contractor’s construction schedule.
10. Ref drawing A1.1A- Keynote 13 is illustrated with a diamond symbol requiring a moisture survey. Drawing A2.1A illustrates keynote 13 on detail 01 using both circle and diamond symbols. Can clarification be provided?
VA Response –
For drawing A2.1A:
a. The circle symbol coded note 13 refers to the lightening protection system, as stated in the coded notes listing.
b. The diamond symbol coded note 13 refers to the moisture testing required per specification 07 01 50.19.
11. Ref drawing A1.1 & A2.1- Keynote 1 calls out curb mounted mechanical equipment to remain. Drawing A3.3 detail 8 identifies as “TYP Removable HVAC Unit Base Detail” which requires 8” min flashing height. Does any mechanical equipment or roof hatches require the unit to be removed and raised? If so which pieces of equipment?
VA Response – No mechanical equipment is to be temporarily removed.
12. Ref drawing A3.2 detail 5, Roof 4 and 5- What type and color of glazed tile may need to be cut, removed and replaced at the 226lnft +- of wall flashing? Is there a fluid applied air/vapor barrier that could be affected?
VA Response – The existing structural glazed tile units are Elgin-Butler, 8W series (8x16 inches), Stack Bond Sailors pattern, 7500/Ivory color. Submit product data and physical sample after award of construction contract.
For as-built detail, see attached CARES Tower record drawings AE-531 (detail E1) and AE-520. Maintain existing air/vapor barrier.
13. Ref drawing S1.1- A roof davit relocation detail is provided with reference to architectural drawings. Architectural drawing A1.1 keynote 5 indicates davits to remain. Are any davits to be relocated and if so how many? If relocated who is responsible for testing the relocated davits?
VA Response – One existing roof davit is to be removed, and one new roof davit is to be installed in this project. The existing roof davit interferes with the construction of the new louver #1 weather screen. Relocation is not possible due to the cast-in-place securement method of the existing roof davit.
As a result, revise coded note #5 on drawings A1.1; A1.1A; A1.2; A2.1; A2.1A; A2.1B; A2.2 to state, “Remove one existing roof davit and install one new roof davit. For new location, refer to drawing A2.1B, partial roof plan #02. All others existing to remain.”
To remove existing roof davit, cut flush with concrete roof deck.
The basis of design for the existing roof davits is Pro-Bel Enterprises. Submit product data for new roof davit after award of construction contract.
Use epoxy adhesive bolt securement method for new roof davit.
The new roof davit shall resist a 5,000 lb. load in any direction without detachment or fracture occurring. To avoid deformation under normal usage, the new roof davit shall resist a 1,000 lb. static working load in any direction.
New roof davit height above new roof system shall match height of existing roof davits.
The contractor is responsible for testing the new roof davit.
