About this file
This is a Request for Information (RFI) issued by the United States Transportation Command (USTRANSCOM) for market research purposes regarding maintenance services for Ship-To-Shore (STS) and Rail Mounted Gantry (RMG) cranes located at three military installations: Military Ocean Terminal Sunny Point (MOTSU) in Southport, North Carolina; Military Ocean Terminal Concord (MOTCO) in Concord, California; and Naval Magazine Indian Island (NMII) in Port Hadlock, Washington. USTRANSCOM plans to award a follow-on contract by July 8, 2027, to provide scheduled and unscheduled maintenance, support services, and spare parts sustainment for these cranes. The contract requires contractor compliance with Original Equipment Manufacturer (OEM) manuals and American Society of Mechanical Engineers (ASME) B30.24 standards, with contractor responsibility for obtaining service manuals, software modernization upgrades, and maintenance access to the Crane Industrial Control System while the Government retains cybersecurity administration functions.
Responses to the RFI are due by 12:00 Central Time on September 18, 2026, submitted via email to the designated contracting officers. The anticipated North American Industry Classification System (NAICS) code is 811310, with a small business size standard of $12.5 million. USTRANSCOM seeks detailed information on respondent experience with both STS and RMG crane maintenance and repair contracts from the past five years; availability of certified electrical and mechanical technicians meeting North Carolina and California licensing requirements; preventative maintenance and corrosion prevention program capabilities; ability to provide Production Control Clerks and G-Army system-trained personnel at two locations; climate-controlled spare parts storage solutions; and similar project references. Respondents are encouraged to include information on subcontracting arrangements with small businesses, available contract vehicles (Federal Supply Schedules, GSA contracts, DoD IDIQs), and innovative solutions or software advancements. This RFI is for market research only and does not commit the Government to contract award; responses will not impact future RFP or RFQ evaluations, and no costs will be reimbursed for participation.
