PERFORMANCE WORK STATEMENT
Wing Removal and Scrap Components removed from
MC-130H, Aircraft Tail # XX-XX25
Remove T56-15 engines from HC-130P, Aircraft XX-XX59 and Scrap Engine and Propeller Components
13 September 2022
1.0 Background. The 58 TRS is converting the cargo compartments of both aircraft into MC-130J fuselage-training platforms for Air Force Special Operations Command (AFSOC). Prior to the conversion process, both wings require removal, the center wing box requires modification on aircraft XX-XX25, and the engines require removal from aircraft XX-XX59 to allow transportation over interstate highways.
1.1 Description of Services (Scope). The contractor shall furnish parts, material, labor, tools, supervision, equipment and non-personal services necessary to modify and tow two aircraft as specified in paragraphs 1.2 and 1.3, and scrap the components specified in paragraph 1.4.
1,2 Aircraft XX-XX25 (An MC-130H). The contractor shall remove both aircraft wings without damage to the fuel cells, remove and dispose of the aux tank fuel cell bladders and cap hydraulic lines, reduce the length of the center wing box, cap the ends of the center wing box, tow the fuselage into its final parking location, and scrap the components specified in paragraph 1.4.
1.3 Aircraft XX-XX59 (An HC-130P). The contractor shall remove two Allison T56-15 engines, and scrap the components specified in paragraph 1.4.
1.4 Scrapping. The contractor will transport and then scrap the following components at an off-base local (Albuquerque area) recycling facility. This portion of the requirement shall be accomplished at no additional cost to the government. The contractor is authorized to retain all proceeds from sale of the scrapped components to the off-base scrapping facility.

1.5 Period of Performance. The period of performance will be eight days. One additional day may be used if necessary.
1.6 General Information.
1.6.1 Recognized Holidays. The contractor is not required to perform services on holidays.

1.6.2 Hours of Operation. The contractor is responsible for conducting business between the hours of 07:00 and 20:00 Monday through Saturday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the government facility is not closed for the above reasons.
1.6.3 Place of Performance. The work specified under this contract is performed on aircraft XX-XX25 and aircraft XX-XX59 located at Hanger 482, Kirtland AFB, NM. The contractor staging area will be located at Hanger 482.
1.6.3.1 State of the Aircraft XX-XX25. The engines, props, flaps, vertical tail, elevators and external tanks are removed. The aux tanks have been drained and de-foamed. Bladders are still in the aux tanks and will be removed and disposed of by the contractor. Main wing tanks and externals have been drained, but not de-foamed.
1.6.3.2 State of the Aircraft XX-XX59. The outer wings are removed. The aircraft is positioned on cradles to support its total weight. Two T56-15 engines are installed in the #2 and #3 positions. It is believed that none of the electrical or hydraulic connections and mechanical linkages are attached to the engines. The prop blade length is approximately 4.0 feet.
1.6.4 Physical Security. The contractor shall be responsible for safeguarding all aircraft parts removed from the aircraft, and any property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.4.1 The contractor shall obtain a vehicle pass for each vehicle used on the base during the performance period;
vehicle drivers shall be properly licensed and insured.
1.6.4.2 Personnel Identification. Contractor employees shall wear a conspicuously displayed company identification badge and any government-issued identification badge above the waist for easy identification as contractor employees while in government facilities.
1.6.4.3 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
1.6.4.4 Photography. Photography of the Kirtland AFB aircraft-parking ramp is prohibited.

1.6.4.7 Restricted Area Access. The contractor will not be granted access to the flightline or other restricted area on Kirtland AFB.
2.0 GOVERNMENT FURNISHED ITEMS AND SERVICES:
2.1 Facilities. The Government will provide the necessary workspace on the parking ramp outside hangar 482 and access to restrooms located in hanger 482. The contractor will provide their own telephones and computers as required.
2.2 Utilities. The Government will provide the contractor with access to utilities available in hangar 482 that are necessary for the performance of this contract. Note: Due to the distance to the aircraft from hanger 482 it is advised the contractor use portable generators to provide electrical power to power tools and portable lights.
2.3 Fuel Cart. The site will provide a fuel cart for captured fuel. No other fluids will be deposited in the fuel cart. If the fuel cart is contaminated with other fluids by the contractor, the contractor is responsible for defuel of the cart, disposal of contaminated fuel and cleaning of the inside of the fuel cart. Fuel cart will be tested by USAF personnel for contamination.
3.0 CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
3.1 General. The contractor shall furnish C-130 maintenance manuals, tools, heavy equipment, C-130 towbar, materials and services required to perform work under this contract that are not listed under Section 2 within this
PWS.
3.2 Materials. Line caps shall be installed on all hydraulic lines left open at the center wing box. Sheet metal covers shall be fabricated and secured with fasteners on the ends of the center wing box after modification on aircraft XX- XX25. The sheet metal covers will completely enclose the open ends of the wing box.
3.3 Fluid Spill. A fluid spill kit is required to be present during the wing removal process. The contractor will provide the appropriate measures to ensure all hydraulic fluid present within hydraulic lines is captured. In the event that hydraulic fluid contacts the parking ramp a spill kit will be used to clean up the fluid. All hazardous waste will be disposed of in accordance with Federal and State directives.
3.4 Maintenance Manuals. The contractor shall furnish C-130 maintenance manuals applicable to the work tasks required within the PWS.
3.5 Heavy Equipment. The Contractor . The Contractor shall furnish transport vehicles, forklifts, scissor lifts, and to meet the requirements within the PWS.
3.6 C-130 Towbar. The contractor must furnish a C-130 towbar. If the contractor does not own a C-130 towbar, the contractor shall provide documentation that a C-130 towbar will be available onsite based on the contractor’s scheduled tow date of aircraft XX-XX25 for final parking position.
3.7 Worksite cleanup. The disassembly area will be broom swept to ensure no metal material is present on the parking ramp. The local POC will inspect the area prior to final completion of the project.
3.8 Travel/Costs. The Contractor is responsible for all travel costs.
4.0 PERFORMANCE OBJECTIVES:
4.1 Service. The Contractor shall provide an experienced aircraft disassembly team to remove both wings, remove aux tank fuel bladders, remove engines, cut the center wing box at the specified rib, cap required hydraulic lines, dispose of hydraulic fluid, fabricate with sheet metal end covers for the center wing box and transport components listed in (ref 1.4.1) to a local recycling facility.
4.1.1 Fuselages on aircraft XX-XX25 and XX-XX59 will not be damaged. The contractor will be responsible for repairing damage done to either the aircraft fuselage or center wing box. If a fuselage or wing box is damaged the contractor will notify the onsite government POC before accomplishing a repair.
4.1.2 Center Wing Box Modification on aircraft XX-XX25. The center wing box will be cutoff outboard the armpit.
The cut line will be between OW STA 18.0 to OW STA 36.0. The local Government POC will verify cut location with disassembly team prior to cutting the center wing box.
4.1.3 The contractor will ensure the vertical tail and wings are reduced in size to allow transport to an off-base recycling facility to accomplish the final scrapping of the components. The reduction in size must allow for transport not considered “oversized” by DOT regulation. The main fuel cells must remain intact. Wing tip, leading and trailing edges of the wings can be removed to reduce the width. Open flame cutting methods are not allowed to reduce component size. The contractor shall provide a descriptive planto reduce the size of the wings, vertical tail and rudder within the bidder’s proposal.
4.1.4 The listed components (ref 1.4.1) will be scrapped by such methods as metal blade cutting, crushing or shearing to preclude feasible repair to ensure the components are unfit for their intended purpose.
4.1.5 Component Data Plates. The contractor will remove the data plates from both T56-15 engines and flight control surface components that have data plates and provide them to the onsite government POC before scrapping the components. Data plates must be provided intact.
4.1.6 A designated government representative must be present at the recycling facility used by the contractor to witness the scrapping process. Prior coordination with the recycling facility and with the government representative will be accomplished prior to commencement of work.
4.1.7 The contractor will provide a scale weight receipt for the total amount of scrap.
4.1.8 No funds are expected to be returned to the Government from the scrap.
4.1.9 Final Parking Position for XX-XX25. After all work has been completed, the aircraft will be towed by the contractor using a C-130 towbar to a new parking position approximately 25 feet from the disassembly position.
Final parking position will be determined prior to aircraft tow.
5.0 Applicable Publications:
5.1 The Contractor must abide by the Kirtland AFB visitor access requirements, obtained during processing at the Truman Visitor Gate.
