PERFORMANCE WORK STATEMENT (PWS)

Rev 3, Dated 30 May 2025

NMUSAF Static Aircraft Renovation and Repainting Service

Part 1

GENERAL INFORMATION

1. GENERAL: This is a non-personnel services contract to provide conservation and restoration on three

(3) macro artifacts: NKC-135 (S/N 55-3123) and F-104A (S/N 60-879) with a C-17A Globmaster III (S/N 87-0025) as an option as funding becomes available. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform renovation and restoration services as defined in this Performance Work Statement except for those items specified as government furnished property and services.

The contractor shall meet the standards in this contract.

1.2. Background: The objective of service is to paint and protect the exterior of up to three (3) static aircraft residing on the National Museum of the United States Air Force (NMUSAF) at Wright Patterson AFB, Ohio. This work is to prevent further deterioration and to positively portray the US Air Force heritage.

1.3. Scope: This scope of work and basic contract covers the painting of the following aircraft: NKC-

135 (S/N 55-3123), F-104A (S/N 60-879), and C-17A Globmaster III (S/N 87-0025). Each aircraft has its own contract line item (CLIN) which will be individually executed or collectively at USG discretion and dependent on available funding.

The contractor shall provide all management, tools, supplies, equipment, parts, and labor necessary to accomplish inspection, repair, cleaning, preparation, priming, painting, and marking of the aircraft and missiles. The contractor shall properly repair surface damage, strip, clean, fill, coat with a corrosion preventative, and paint the aircraft static displays. For aircraft, this work includes landing gear and propellers as applicable. The aircraft are located at NMUSAF, Wright Patterson AFB, Ohio, where all work shall be performed. Work will be restricted during the USAF Marathon September 13th – 22nd. Work must occur on the grounds of the NMUSAF, Wright Patterson AFB, Ohio and during normal operating hours.

The Program Manager (PM) will furnish the contractor with paint color specifications and diagrams showing color application locations on aircraft displays. The Program Manager will also provide locations for tail number stencils as well as proper locations for all other external markings. The contractor will be responsible for compliance with all environmental regulations and the proper use, care, and disposal of hazardous materials and coordinate with 88th Civil Engineering Group (CEG) and the State of Ohio Environmental Protection Agency (EPA).

Each step of the following process will be subject to in-process inspections (IPIs) by the PM or representative. The contractor may not proceed to the next step or deviate from the process without the approval of the PM or representative indicating that the current process step has been successfully accomplished.

i. Inspection: Inspect and document each aircraft’s surface for flaws (paint deterioration, corrosion and dents) and provide a copy to the PM or his designee for review. Understand and mutually agree to the work expected by the PM for each aircraft.

ii. Washing: The contractor shall wash all aircraft/missiles and ensure that dirt deposits, residual oil/hydraulic fluid, biological soils, and insect/bird nests are removed from the aircraft.

Surface contamination shall be removed through the use of environmentally approved high-pressure wash cleaner and thorough rinsing. Care shall be taken by the contractor during tasks to protect ground underneath and around aircraft from negative environmental impact.

Contractor shall not take longer than ten (10) days to wash each aircraft/missile except for weather delays.

iii. Corrosion Repair: Aircraft shall be inspected for sheet metal damage, corrosion and composite repairs for each aircraft. All corrosion and composite repair processes shall be approved by the PM or representative. Any required repair shall produce a smooth, flush appearance similar to the original surface. The contractor shall ensure all fuselage, wing, and empennage drain holes are clear of obstructions.

iv. Paint Preparation: The contractor is responsible for painting preparation functions as necessary, i.e. scraping, sanding, surface washing, and priming. The entire aircraft surface, landing gear and propellers, if applicable, will be completely prepared for painting as recommended by the paint manufacturer to ensure the best possible adhesion of the paint for durability and appearance. All surfaces must be free of paint chalk prior to primer and paint application. Aircraft canopies and windows will not be painted unless specified in the Colors, Markings and Insignia (CMI) instructions referenced below in para vii.

v. Paint Primer Application: Each aircraft paint primer must be approved by the program manager or his representative and applied to the entire aircraft as recommended by the paint manufacturer to ensure the best possible adhesion of the paint for durability and appearance.

vi. Painting: The contractor shall paint the selected aircraft static displays. Prior to painting, contractors shall secure the work area using temporary fencing. All equipment shall be placed inside the secured area at the end of the workday. All paint used must be approved by the project manager or designated representative. Painting shall be performed so there are no runs, drips, sags, light spots, excessive “orange peel” or bubbled paint. If any marking is obliterated or unreadable, or color scheme/camouflage pattern is undetermined, the contractor shall contact the PM to determine correct marking or color. Any paint used shall have an expected lifespan of at least five (5) years. Spraying operation shall be accomplished with approved low emissions equipment. The contractor shall coordinate with the PM prior to painting any aircraft. The corrosion repair and painting processes combined shall not exceed twenty-two (22) weeks in duration for any aircraft/missile. The aircraft tires and other “non-paint” areas shall be covered to prevent overspray onto these areas.

vii. Marking: The contractor is responsible for exact reproduction of all paint schemes including tail and other specific markings. If any marking is faded or unreadable, or color scheme/camouflage pattern is undetermined, the contractor shall contact the PM to determine correct marking or color. All marking applications will be painted on the aircraft. No vinyl decals are permitted. The PM will provide detailed Colors, Markings and Insignia (CMI) packages for each aircraft if the requirement deviates significantly from the existing markings already on the aircraft.

During renovation performance, for all CMI deviation requests, questions, or concerns regarding each static aircraft, contractor will contact the POC listed in contract for instructions/guidance.

viii. Maintenance: The performance of the contract shall be performed in stages of washing, corrosion repair, preparation, priming, painting and marking. The contractor shall, to the best of its ability, protect all landscaping adjacent to aircraft. The contractor shall prevent ruts in the turf caused by equipment. All damage by the contractor to the ground and landscaping shall be repaired or replaced by the contractor at no additional cost to the government within ten (10) days after identification/notification. All repairs must ensure air vehicles are impervious to water leaks and work must be guaranteed from defects for five (5) years.

1.4. Period of Performance: Prior to the start of work, the vendor SHALL contact POC listed in the

Contract to establish the working start date and project timeline.

1.5. Place of Performance: National Museum of the United States Air Force (NMUSAF) at Wright Patterson AFB, Ohio.

1.6. PHSYICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.7. Special Qualifications: The contractor must demonstrate successful experience repairing, preparing, painting, and marking historical museum aircraft for the purpose of conservation, preservation, and authenticity. Past performance history is required and must include the successful completion of at least six separate previous USG contracts performing this type of work. The contractor must clearly show a demonstrated understanding of the historical aircraft restoration process, standards and integrity in the preservation of irreplaceable national aviation treasures. Past performance references should include USG contract number, location, contracting officer contact information, type of aircraft involved, and contract amount and sample photographs of the finished product. Contractors without successful past performance will not be considered for this contract.

PART 2

SERVICE DELIVERY SUMMARY

2. SERVICE DELIVERY SUMMARY (SDS): The contractor service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service for each requirement. The SDS provides information on contract requirements and the expected level of contractor performance. These thresholds are critical to mission success. Procedures set forth in FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

PART 3

GOVERNMENT FURNISHED SERVICES

3. GENERAL: The government will furnish or make available to the contractor all Department of Defense, Department of the Air Force, and local forms, operating memoranda, regulations and technical orders as applicable/requested.

3.1. Utilities: The government will furnish existing utilities to include electricity, water and sewer within 1000’ feet of the work area.
