About this file
This document is a Memorandum for Record from the Air Force Civil Engineer Center (AFCEC) dated May 13, 2022, approving single manufacturer selections for generators at specific Air Force installations. The memorandum designates Cummins as the standardized generator manufacturer for Offutt Air Force Base (55 Civil Engineer Squadron) and Cummins-Onan for F.E. Warren Air Force Base (90 Civil Engineer Squadron). This standardization decision is intended to streamline procurement and maintenance operations at these installations by establishing consistency in generator equipment.
The memorandum requires that a comprehensive inventory analysis be conducted again five years from the memorandum date to assess each installation's progress in achieving generator standardization, evaluate any changes in underlying decision factors, and identify any external circumstances that might warrant reconsideration of the selected manufacturers. Should the Base Civil Engineer determine that a manufacturer change is necessary, a new Memorandum of Request and supporting analysis will be required. Questions regarding implementation should be directed to Major Pat Grandsaert (DSN 523-6931, patrick.grandsaert.1@us.af.mil) or the AFCEC Reachback Center (AFCEC.RBC@us.af.mil).

MEMORANDUM FOR RECORD
FROM: AFCEC/CO
139 Barnes Drive, STE 1 Tyndall AFB, FL 32403-5319
SUBJECT: Generator Standardization, Single Manufacturer Selection
1. This memorandum serves as AFCEC/CO’s official communication approving the selection of a single manufacturer for generators respective to the following installations:
Installation: Unit: Manufacturer:
Offutt AFB
F.E. Warren AFB
55 CES
90 CES
Cummins Cummins-Onan
2. The comprehensive inventory analysis is to be repeated after five years from the date of this memorandum. The purpose of this secondary analysis is to document the installation’s progress in standardizing generators, consider any changes in the decision facts, and confirm no external factors exist that may drive a reconsideration of the approved single manufacturer. Should the BCE determine that a change in single manufacturer is required, a new Memorandum of Request (MOR) and analysis will be accomplished.
3. Please direct any questions and/or concerns regarding implementation of this guidance to my POC, Maj Pat Grandsaert, DSN 523-6931, patrick.grandsaert.1@us.af.mil or to the AFCEC Reachback Center at AFCEC.RBC@us.af.mil.
