About this file

This document is a justification and approval for other than full and open competition for the delivery of operational vehicles to the U.S. Embassy in Kyiv, Ukraine. Pulsar Expo Prague, Czech Republic was awarded a contract to deliver 60 Jeep Renegade and 59 Jeep Compass compact SUVs within 30 days of contract award for a total price of $402,6920. The justification for other than full and open competition was the urgent need to deliver the vehicles as quickly as possible to the National Police of Ukraine, and Pulsar Expo was the only vendor that could meet the 30 day delivery requirement. The contracting officer determined the anticipated cost to be fair and reasonable based on previous vehicle procurement actions. Other vendors contacted by the INL office in Kyiv were unable to deliver the vehicles within the required 30 day timeframe.
