About this file
This is a Statement of Work and Bidder Response document issued by the Colorado Department of Corrections (CDOC) Colorado Correctional Industries (CCI) Canteen Services under RFQ 2026000006. The RFQ seeks multiple vendors to supply canteen beverages for resale to offenders within correctional facilities. Bidders may submit bids for any or all items listed in Exhibit D—Price Quote for Beverages. Prior to award, all bidders must submit 3–5 product samples at their own expense to the CDOC Central Canteen in Canon City for evaluation by the Canteen Review Committee, which meets monthly. The evaluation process assesses items for security risks, religious affiliations, and nutritional benefits. After award, vendors must provide photographs of awarded items and are prohibited from making product substitutions without prior written authorization from Canteen staff. Awarded vendors must report unavailable items immediately along with expected restock dates; for items experiencing unavailability, allocation transfers to the next lowest bidder. Back orders are not permitted, and any items that cannot be fulfilled are eliminated from the order.
Pricing submissions must include the product full name, unit of measure, item number, and per-item cost. One price change is permitted during the initial Letter of Agreement term, with subsequent annual adjustments limited to two requests annually, one of which must be submitted no later than 60 days prior to award renewal. Justification and written approval from Canteen staff are required for price increases; unapproved increases result in award reassignment to the next lowest bidder. All products must be packaged exclusively in plastic containers (clear packaging preferred), free from glass or metal, alcohol-free, and engineered to withstand high-altitude transportation. Deliveries should be made by truck when possible, otherwise via UPS or FedEx with no additional shipping charges approved. Receiving hours are 8:00 a.m. to 2:00 p.m. MST, Monday through Thursday, excluding specified holidays. All delivery drivers must pass CDOC criminal background checks and sign a Consent to Search Authorization form before accessing facility grounds. Invoicing must be submitted via email with each shipment and include corresponding item numbers for awarded products.

STATEMENT OF WORK, SPECIFICATIONS, BIDDER RESPONSE
COLORADO DEPARTMENT OF CORRECTIONS
RFQ 2026000006
