About this file
This Statement of Work and Offeror Questions document is issued by the Colorado Department of Corrections (CDOC) as Exhibit A to RFP 2026000185 for the procurement of three Class 7 and Class 8 Battery Electric Vehicles (BEVs). The CDOC seeks qualified offerors to provide: one Class 8 Day Cab Tractor-Trailer for food and perishable goods transport, one Class 7 Medium-Duty Box Truck with refrigerated van body and liftgate for similar transport operations, and one Class 7 Rollback Tow Truck equipped with hydraulic dolly and winch for vehicle recovery and transport. Offerors may submit proposals for all three vehicles or for individual vehicles. The procurement supports Colorado's "Greening Government" initiatives and the CDOC's operational need to recover inoperable vehicles and relocate equipment at minimal operational cost. All vehicles must operate effectively across Colorado's weather conditions, including winter temperatures as low as -20°F, on highways and improved graveled roads. Delivery must be made to the CDOC Fleet Services at East Canon City Prison Complex following successful pre-delivery inspection at the vehicle build site. Offerors are required to provide operator training (4 hours) and technician familiarization training (8 hours), with emphasis on regenerative braking, charging protocols, high-voltage safety, and lockout/tagout procedures.
The RFP requires offerors to demonstrate that proposed vehicles meet or exceed comprehensive technical specifications for chassis, electric powertrains, battery systems, charging capabilities, safety systems, winter performance packages, and specialized equipment. Pricing must be submitted on a fixed-price basis with total cost of ownership (TCO) calculated over a 10-year period using the formula: Acquisition Price + (150,000 miles × kWh/mile efficiency × $0.11/kWh) + Scheduled Maintenance 10-year cost. Offerors must provide evidence of chassis production or build slot availability within 60 to 90 days following contract execution, including OEM-issued production numbers, build week assignments, or VIN allocations. Additionally, offerors must furnish comprehensive warranty documentation detailing coverage periods, mileage limitations, covered components, exclusions, claims processes, and authorized service center locations within 100 miles of Canon City, Colorado. Offerors must submit manufacturer history, references from current customers (preferably government or cold-chain logistics fleet operators), financial documentation if requested, and certification of compliance with Colorado accessibility standards, insurance requirements, and debarment and suspension disclosures.
