STATEMENT OF OBJECTIVES
CHARTER HIGH SCHOOL, NELLIS AFB
BACKGROUND AND PURPOSE. The 99th Air Base Wing, Nellis AFB, Nevada requires comprehensive education program services (grades 9 through 12) for the installation. Interested parties must be willing to locate to Las Vegas, Nevada and construct school facilities on Nellis Air Base installation premises. Attached to this announcement is the Statement of Objectives. This statement includes the general requirements that will be expected of the selected school.
1. SCOPE OF WORK. The charter high school shall provide all necessary labor, services, administration, supplies, operation and maintenance, and equipment to construct a new facility and administer a comprehensive educational program in accordance with applicable local, state, and federal laws and regulations. The school shall provide the required educational program for a minimum of 800 students. The school shall be authorized by the state of Nevada Secretary of Education to operate schools, grades 9 through 12. The school shall ensure that safety and security policies and practices are in place to comply with all local, state, and federal laws and regulations.
1.1 Architectural Standards. The facility must meet all Clark County school building codes.
2. PERIOD OF PERFORMANCE. Not less than twenty five (25) years from the date of award, with the option to extend at the Government’s discretion. The school shall be open and ready for the ______________ school year.
School Year Calendar. Complies with all regulatory guidance.
Place of Performance. The school shall design, construct, and maintain facilities for grades 9 through 12 on an selected enclosed portion of Nellis AFB located in Area III near base housing.
3. TECHNICAL REQUIREMENTS. The school shall:
State Recognition. Be recognized by the State of Nevada to operate schools and provide educational services for grades 9 though 12.
Educational Program. Be capable of providing educational services for grades 9 through 12 based on a Science, Technology, Engineering, and Math (STEM) model that are similar to those provided to students in comparable Nevada state public school districts and are consistent with local, state, and federal laws and regulations.
Safe and Secure Environment. Provide a safe and secure environment and professional staff for the students that complies with local, state, and federal laws and regulations.
4. TASKS TO BE PERFORMED. The school shall:
4.1 Participate in Meetings.
4.1.1 Post-Award/Transitional Meetings. Participate in a post-award conference and/or transitional meeting(s) after contract award, as coordinated by the Real Property Officer/Representative.
4.1.2 Review Meetings. Upon request, participate in review meetings scheduled by the Real Property Officer/Representative.
4.2 Provide Educational Program Services. The school shall provide comprehensive educational program services, grades 9 through 12.
4.2.1 Pupil-to-Teacher Ratio shall comply with local, state, and federal laws and regulations.
4.2.2 The school shall conduct a Placement Examination for all new enrolling students in accordance with local, state, and federal laws and regulations.
4.2.3 Special Education Services shall comply with local, state, and federal laws and regulations.
4.2.4 Gifted and Talented Programs. The school shall submit a plan for providing appropriate and challenging programs to serve gifted students, in accordance with local, state, and federal laws and regulations.
4.2.5 Curriculum Electives. The school shall offer a minimum of three (3) optional program electives, i.e., band, orchestra, art, drama, foreign language, shop, etc. for students to choose.
4.2.6 Guidance Counselor(s). Shall be available for on-site counseling assistance to students during school hours. Counselor(s) must have at least a Bachelors degree and a minimum of 24 months counseling experience that complies with local, state, and federal laws and regulations.
4.2.7 Computer Lab. The school shall provide a computer lab with reasonable accommodations for all students.
4.2.8 Science Lab. The school shall provide a science lab with reasonable accommodations for all students.
4.3 Provide Student Food Service Program. The school shall provide and manage a student food service program for students, which is comparable to that provided in local public schools and complies with local, state, and federal laws and regulations.
The school may offer a subsidized free lunch/reduced lunch program so long as it complies with local, state, and federal laws and regulations.
4.4 Curriculum Planning Cycle. All educational programs, curriculum and accompanying textbooks used shall be periodically reviewed by the school to ensure compliance with local, state, and federal laws and regulations. The review should also ensure that national educational standards and regulations are met.
4.4.1 The school shall ensure computer hardware and software is up to date with the latest versions and encourage the use of technology to the maximum extent practicable in support of education programs for students and faculty.
4.5 Additional Options:
4.5.1 After-School Activities and Athletics. The school may provide proposed organized, on-site activities, to include but not limited to sports teams, academic clubs, and/or volunteer organizations.
4.5.2 Gymnasium. The school will provide plans for a proposed gymnasium, to include a basketball court, locker rooms with showers, and/or expandable bleachers.
4.5.3 Dress Code. The school shall enforce a school dress code in accordance with local, state, and federal laws and regulations.
4.5.4 Lockers. The school may provide and install school lockers for student use.
5. POSITIVE RELATIONSHIP WITH NELLIS AFB EDUCATION
REPRESENTATIVE. The school shall establish and maintain a cooperative relationship with Nellis AFB officials and education representatives. This relationship will ensure community input for the general education programs and assist in a smooth transition for newly arriving families.
5.1 The school shall ensure consistent two-way communication with parents regarding student performance (academically and socially), school activities, meetings/conferences, etc.
6. MAINTENANCE OF SCHOOL FACILITIES. The school shall provide maintenance of all school grounds, including preventative maintenance of mechanical systems and facilities.
7. PROVIDE CUSTODIAL SERVICE AND GROUNDS MAINTENANCE
SERVICES. The school shall provide and manage all custodial support and grounds maintenance requirements (i.e. trash pick-up, grass-cutting, weed removal, and other various landscaping requirements) for school facilities and grounds.
8. FAIR MARKET VALUE. Nellis AFB is required to charge fair market value (FMV) of the property to be leased. The FMV for the ___ acre proposed school site is $26,000 annually. If the entire _____ acre site is not needed the lease amount may be prorated.
In-kind consideration is also an option if the lessee can provide Air Force mission use and is negotiated with Nellis AFB.
