PURCHASE DESCRIPTION

FOR

21-IRT-013 (a) Construction Mission Camp Paumalu, HI

TRANSPORTATION VEHICLE RENTALS

1.0 General. This document identifies the requirements for transportation rentals.

PoP: 02 MAY 21- 18 AUG 21

2.0 Scope. The Innovative Readiness Training (IRT) Project planners and Officer In Charge (OIC)/Non-Commissioned Officer In Charge (NCOIC) have a requirement for vehicle support for the Camp Paumalu project. Multiple vehicles are required to be delivered to the site in order to support successful mission completion. The transportation vehicles will be utilized to transfer PAX and Cargo to and from the airport and throughout the mission. The vehicles listed below will be delivered to Kalaeloa Airport, 300 Midway St, Kapolei, HI 96707 NLT 1000 CST 02 May 2021.

3.0 Background. IRT will provide a training environment for over 300 individuals. These vehicles are key to completing the CVHI Construction mission.

4.0 Place of Performance. Kalaeloa Airport, 300 Midway St, Kapolei, HI 96707

5.0 Operating Hours. Not Applicable

6.0 Requirements.

6.1 The contractor shall provide all standard commercial vehicle manufacturer warranties and required maintenance on all vehicles during the rental period. Within 48 hours of notification, the contractor shall provide any required repair or replacement of all vehicles shown in the equipment list above during the rental period. The contractor shall agree to any changes of original agreement to include early turn in of rental vehicles and change in vehicle type as long as the original dollar amount allocated is not exceeded.

Delivery Instructions: All rental vehicles shall be delivered and set up shall be complete, with equipment ready for use. All rental vehicles and equipment shall have a full tank of fuel upon initial delivery.

6.1.1 All Vehicles and Equipment (List A): Vehicles shall be delivered by 10:00 AM local time on 2 May 2021 to Kalaeloa Airport, 300 Midway St, Kapolei, HI 96707.

6.2. Rental Vehicle Pick Up: The Contractor shall coordinate with the Government Point of Contact (POC) for the rental vehicle pick up at the end of the Period of Performance (PoP). The Contractor shall pick up all rental vehicle within 48 hours after the PoP. Should vehicles remain in place beyond 48 hours, the Government is not liable for usage, theft, loss, damage or replacement costs due to the Contractor's negligence to take possession of owned items. If for any reason the Contractor is unable to pick up vehicles, notify the Contracting Officer (KO) in writing 24 hours prior to scheduled pick-up date.

6.3 The Government will have the rental vehicles and equipment ready for pick up with any unused fuel remaining. The Government is not responsible for refueling or paying any fees or costs associated with refueling the vehicles at the end of the PoP for each location.

6.4 Rental Maintenance, Repairs, Replacements: The Contractor shall be available by phone to provide 24 hour repair and replacement services for the leased vehicles, including all weekends and holidays, at the Contractor’s expense. Within 24 hours of notification, the Contractor shall repair or replace the vehicles. All repairs and replacement costs are included in the Firm-Fixed Price. All backup units utilized in the event of primary failure shall be at no additional cost to the Government.

6.5 Pre-Inspection Requirements: The Contractor shall coordinate with the Government POC to assure all delivery confirmations prior to arrival. At time of delivery, the Contractor shall complete a joint pre-inspection with the Government POC to verify that items delivered are in the correct location and are operational in accordance with the contract requirements. Contractor must be present until these joint inspections are complete.

6.6 Post-Inspection Requirements: The Contractor shall complete a joint post-inspection with the Government POC verifying that items have been returned in as-delivered condition with only normal wear and tear. The Government will not be responsible for returning the vehicles with full fuel tanks or paying to refuel the vehicles at the end of the PoP.

6.7 Inspection Sheets: All pre- and post-inspection/acceptance sheets shall be provided to the KO and Government POC after joint completion by the Government POC and Contractor.

6.8 A Cost-Reimbursement Contract Line Item Number (CLIN) is included in the contract to pay for fuel consumed by the vehicles during the rental period, and any vehicle damage that may occur during the rental period. All fuel and damages that are to be invoiced against this CLIN shall be submitted to the Government POC for review and approval before an invoice is submitted in Wide Area Workflow (WAWF).
