About this file

The document is a Bidder Declaration form (GSPD-05-105) issued by the State of California's Department of General Services, Procurement Division. This standard state procurement form is designed for prime bidders to provide detailed information about their business certifications, subcontractor involvement, and compliance with state vendor requirements. The form requires bidders to declare their current California certifications (such as Microbusiness, Small Business, Nonprofit Veteran Service Agency, or Disabled Veteran Business Enterprise), indicate whether subcontractors will be used, and provide specific details about those subcontractors if applicable.

The form includes several key compliance elements, particularly focused on verifying vendor status and ensuring commercially useful function for certified businesses. Specifically, certified bidders (MB, SB, NVSA, DVBE) must demonstrate they provide a meaningful contribution to the contract as defined by California Government Code and Military and Veterans Code. For Disabled Veteran Business Enterprises (DVBEs), additional requirements include declaring whether the bidder is a broker or agent and ownership percentages of equipment or materials. The form requires vendors to verify subcontractors are in good standing, possess required licenses, and are qualified to do business in California, with detailed instructions for completing each section of the declaration.
