PERFORMANCE WORK STATEMENT

Air Operations Support Joint Base McGuire-Dix-Lakehurst (JBMDL) Open House 2025

1. SCOPE OF WORK. The Contractor will provide support for the Air Show portion of JBMDL’s Open House 2025. The Air Show portion includes all aerial and ground demonstrations and static displays. The Contractor shall perform to the standards defined in this Performance Work Statement (PWS).

2. CONTRACTOR. Services will include an experienced Air Boss, Air Show Announcer, Sound Provider, and non-standard operations subject matter experts (SME) in addition to equipment, tools, materials, supervision, and other items necessary to execute these services except as noted in this document. The Contractor is responsible for the delivery, movement, and storage of all materials except as specified in this document. Experience is defined as having provided Air Boss, Air Show Announcer, and Sound Provider support to U.S. Military installations that have concurrently hosted the Thunderbirds. All equipment provided must be in good operating condition at all times during the show. Sound system personnel must be provided to set up, break down, and operate the system as requested by the Air Show Director and/or Air Boss from 15 – 18 May 2025. The Contractor shall not use any products that contain ozone depleting chemicals or that are hazardous to personnel or the environment. Contractors providing quotes must submit a capabilities document that supports this experience.

3. DESCRIPTION OF SERVICES

3.1. Air Boss will

3.1.1. Using acts provided, produce an Open House schedule using the time allotted for show.

3.1.2. Execute site layout in accordance with FAA Inspector’s Handbook 8900.1 guidance and regulations.

3.1.3. Capable of coordinating with Crash/Fire/Rescue (CFR), Airfield Management, Security Forces, RAPCON/Tower, Philadelphia/New York airspace authorities and FAA IIC during normal and emergency operations.

3.1.4. Assist in ensuring all regulatory requirements pertaining to air operations are met.

3.1.5. Prepare and conduct the safety and flight sequence briefing materials (PowerPoint and hard copy flight schedule) for the Rehearsal and Fly Days. Briefing must include, at a minimum, a review of safety, timeline deconfliction, and emergency procedures.

3.1.6. Control all flying and ground activities for the Rehearsal and Fly Days with the aircraft provided to the airshow.

3.1.7. Liaison with the FAA Representatives (FSDO) and Emergency Services personnel prior to, during and following the show. Must be an FAA Recognized Air Boss - Multi- Venue (RAB-MV) at the time of the airshow activities. Must provide accreditation certificate in response to the RFQ

3.1.8. Provide Air Show consulting services for all aspects of air show non-standard operations to include, but not limited to logistical issues, performer selection, site preparation, USAFADT issues and interface, and FAA document processing procedures from Contract start date through one scheduled post Air Show debriefing for lessons learned.

3.1.9. Air Boss services including back up in case of emergency, illness, or injury.

3.2. Air Show Announcer will

3.2.1. Obtain, document, and integrate a provided aircraft (flying and static) into a comprehensive narrative for the duration of the Open House. Incorporate all aircraft and ground displays’ statistical data and flight crew information by interview and research.

3.2.2. Coordinate with Air Boss to synchronize Air Boss Flight Schedule with narrative. Minimize breaks in narration. Be prepared to coordinate emergency actions, crowd control, and accident/incident procedures as directed by Air Operations Director with airfield and emergency management personnel.

3.2.3. Attend the safety and flight sequence briefing(s) set for Friday, Saturday, and Sunday of the Open House. At a minimum, the briefing will include daily flight schedule, safety update, and a review of emergency procedures/actions.

3.2.4. Coordinate narrative information with all performers, Public Affairs for all Special Guest/VIP introductions, and community sponsors. Incorporate recognition for community sponsors at the direction of FSS Marketing and Sponsorship Director and Public Affairs representatives. Unless prior coordination is done, the Contractor will provide a copy of the talking points and draft script to the Open House, Air Operations, and Public Affairs Directors a minimum of one week in advance of the Open House.

3.2.5. Incorporate discrete frequency communication between aircraft performer and audience. Monitor emergency frequencies and radio communication for situational awareness and emergency management requirements.

3.2.6. Discuss and provide (if necessary) music to production sound personnel.

3.2.7. Advise Air Show to obtain all music licensing paperwork with BMI, SESAC, and ASCAP for duration of the military aerial event.

3.3. Sound Provider will provide the following minimum capabilities

3.3.1. Full range, high fidelity speakers and sound stations along a 5,000 foot crowd line and one (1) location of show audio broadcasting in the vicinity of B1706 flight line parking lot, allowing for high quality volume and profile for maximum spectator viewing and increased crowd safety.

3.3.2. Provide sound projection to an air show crowd of at least 100,000 people.

3.3.3. Ability to project voice over music.

3.3.4. Safe and fully functional equipment, cables and accessories.

3.3.5. No breaks in sound, voice or music reproduction other than pauses in effect due to schedule of events or due to emergency notifications and/or actions.

3.3.6. Ability to hook-up and hear VHF/UHF air-to-ground radio communication over the Public Address (PA) system.

3.3.7. Two audio outputs for the press to connect and record directly from the sound system.

3.3.8. Wired and wireless microphones.

3.3.9. A minimum of one successful performance test of all sound equipment on Thursday, 15 May, by the 87th Communications Squadron RF Transmissions Systems work center, at commercial phone extension (609)754-0700, in order to verify all equipment works in accordance with all requirements identified in the PWS. Performance test must be completed by 1400 on 15 May. Contractor will also be prepared to support sound system tests as required for performers during the 16 May practice session to verify system operation.

3.3.10. The contractor must provide a runway supervisor Control Point (elevated viewing platform) for the Air Boss, Air Show Announcer, and Air Operations Director.

3.3.11. Provide a sound technician onsite to control the narration, music, and cockpit voice PA system interface.

3.3.12. Provide a primary/secondary VHF air-to-ground radio at the Control Point for use by the Air Boss. This system must be capable of being patched into the PA system for selective projection of pilot and Air Boss air-to-ground voice communications to the audience.

3.3.13. All equipment for this solicitation must be powered by generators supplied by the Contractor. The Contractor will provide a backup generator and all fuel. Planning must include industry standards for ensuring generator noise does not interfere with sound system components, the Air Boss/Air Show Announcer stand, or any of the distinguished visitor areas. Planning should mitigate generator noise by ensuring generators set up in a place with minimal impact to the air show crowd.

3.3.14. All equipment provided must be in good operating condition at all times during the show.

3.3.15. Appropriate background music suitable for Military Open House events.

3.3.16. Must be capable of receiving a balanced line level, from an XLR connector from Thunderbirds communications trailer.

3.3.17. Sound system personnel must be available to set-up, break down, and to operate the system as requested by the Air Show Director(s)/Air Boss from 16 May- 18 May 2025.

4. CONDITIONS.

4.1. This agreement is in force rain or shine. If the Contractor is on site and ready to perform, but cannot perform due to circumstances outside his control, the Contract will be paid 100% of the performance fee or as part of a fee schedule agreed to in the contract. All costs will be inclusive and paid in one lump sum. Payment will be made within 30 days of receipt and acceptance of invoice in Wide Area Workflow.

4.2. FREQUENCY MANAGEMENT. The Contractor will identify ALL frequency requirements to JBMDL Spectrum Manager. Frequencies will not interfere with base mass notification system or any air traffic control frequencies.

4.3. SPONSORSHIP CONTINGENCY. Should the Contractor receive third party sponsorship funds in the full amount of the agreed upon performance fees, the Government compensation will become null and void. This will be done in good faith provided the Contractor supplies the Government full disclosure of all third party sponsorship compensation other than considerations furnished in this document. The Government will not be responsible for any other expenses incurred by the Contractor.

4.4. DONATIONS. Based on Air Force policy, the Contractor shall not solicit donations as additional compensation from the public on an Air Force installation. Air Force shows are free to the public and charge no admission. The contractor may not display or present any signage or person charging for an admission in any way, shape, or form. No signage or persons may block or interfere with entry by the public and displayed as “donations” with no set fee or cost.

4.5. Any temporary structures or visual aids must be removed in their entirety.

4.6. Any pavement or grass areas damaged by the contractor shall be properly repaired by the contractor at no expense to the Government. All debris/trash generated by this project shall be removed and properly disposed of off base by the contractor.

5. OPEN HOUSE DATES. The JBMDL Open House 2025 will take place on 17 - 18 May 2025. Airboss, Narrator and Sound personnel are expected to be available as needed for a pre-event practice focusing on middle-high school students in the morning and DOD ID card holders in the afternoon that will occur on 16 May 2025. The practice day will conclude with the Thunderbirds practice flight and may include practice flights of other performers as desired by the performers and/or JBMDL OHAS team. Due to the 16 May practice day, all set-up will require being completed NLT 1500 on 15 May 2025 and following the OHAS all tear down should be completed no later than 1100 on 19 May 2025. The Contractor will be available a minimum of 30 minutes prior to the daily Flight Safety briefing to set up/publish briefing materials and remain at the airfield until flight operations cease and post-event hotwash is complete.

6. LIABILITY INSURANCE. The Contractor shall maintain personal liability insurance of $1 million dollars for bodily injury and property damage.

7. GOVERNMENT SUPPORT TO CONTRACTOR. Services will include

7.1. Briefing site and facility for daily flight and safety briefing(s)

7.2. Unrestricted, all access to sites, personnel associated with the JBMDL Open House

7.3. Access to the flight line no later than noon 15 May 2025

7.4. The Contractors quote shall be inclusive of all lodging and transportation costs.

7.5. The Contractor will not include a fee for ground transportation. JMBDL will provide two golf carts upon arrival and one of these carts will have cargo carrying capability.

7.6. Military volunteers provided for set-up and tear down of equipment will not be held liable for damage to the equipment.

7.7. The Government will provide breakfast and lunch for up to 6 personnel on 16 - 18 May 2025.

8. GOVERNMENT CONTRACTOR. The Contractor and his employees will perform services under this contract in accordance with the terms and conditions of this contract including the SOW as a contractor and not as a Government agent or employee or joint venture. The Contractor and employees are employed to render professional Air Boss, Air Show Announcer, sound, and non-standard operations SME service only and any payment made by the Government is compensation solely for such services rendered.
