PART 1: GENERAL

1.1 BACKGROUND

The Department of Homeland Security (DHS) – Federal Emergency Management Agency (FEMA) maintains a fleet of generators at Distribution Centers (DC) located at both the Continental United States (CONUS) and Other than Continental United States (OCONUS) locations, to support emergency response operations. The agency is currently updating the fleet to meet Tier 4Final EPA compliance.

1.2 SCOPE

The contractor shall provide generators and Generator Sets (and external tanks if applicable) to support Disaster

Relief Operations.

1.3 GENERAL

The generator requirement is to support FEMA’s generator fleet which is maintained to support emergency response operations; and the procurement is to fill shortfalls at identified locations (in IDIQ Delivery Order) within the fleet due to the lifecycle of generators. The generator requirement is set up as an IDIQ which gives

FEMA the ability to place future orders for generators of various type(s) and sizes as described in the specifications below.

The Contractor shall provide primary and alternate (if applicable) Point-of Contact person(s) who will have the authority to commit the company, as required to execute the award. The contractor(s) shall furnish all professional, technical, and clerical services as well as materials, equipment, and facilities to meet the stated specifications and project requirements defined in this Statement of Work (SOW).

PART 2: CONTRACTOR DELIVERABLES

2.1 PRODUCTS

The contractor shall provide generators with necessary fuel tanks and fuel lines (with proper connections and appurtenances as identified in the generator specifications, minimum and maximum kW range for each size, listed in Attachment 3 – Generator Specifications (Nov. 2024) as specified in the individual delivery order. Generators are classified into one category of 401kW and above. Within each category, there are sub-classifications which indicate the required ranges as specified in Attachment 3 – Generator Specifications.

The specific quantities, kW size requirement (minimum-maximum FEMA acceptable range) and delivery locations will be specified within the solicitation for the task orders themselves.

A detailed listing of all the required specifications is in Attachment 3 – Generator Specifications. Therefore, the specifications shall include, but not be limited to:

2.1 (a) - Generators 401kW and Above (CONUS Locations):

➢ Units are to be Chassis Mounted with an air ride suspension trailer

• MUST meet California Transportation requirements – containing air ride suspension and anti-locking braking system

• MUST meet FEMA requirements and be equipped with a) Automatic Tire Inflation System

(ATIS) and b) digital hub-odometer

➢ Units must be a power module in a container (parts MUST be readily available on the open market/off the shelf)

➢ Units MUST BE weather proofed to withstand different climates that they will be deployed and maintained in. This INCLUDES ability for water to drain (avoiding rust)

➢ Rustproof coating OR rustproof system applied

➢ Rated for prime power

➢ Units must be 3-phase switchable 120/240v, 139/240v, and 277/480v

• As per the required specifications, vendors SHALL provide hardware and/or software, manuals, or other documentation (in digital (CD-Disk) or hard copy) that provide

DETAILED directions with allow FEMA mechanics to switch/set output voltages and phase configurations on generator and voltage regulator.

➢ Excitation SHALL be either: brushless with IVR OR brushless with AVR

➢ Load terminals SHALL be bus bar with lugs

➢ Load Terminal SHALL be Cam-lok Connectors

➢ Emissions: Generators 704kW and below (401-704kW requirement):

• MUST BE Tier 4Final emission compliant and meet all EPA regulations; require Ultra Low

Sulfur Diesel Fluid (ULSDF) – meeting California Emissions requirements

▪ Engines MUST meet requirements set-forth by 40 CFR Part 89.102 in order to be

Tier 4F engine compliant (MUST provide documentation indicating such)

▪ As per the required specifications, vendors need to explain how generators would be manufactured with Tier 4Final engines (parts for the engines MUST be readily available on the open market/off the shelf); and they also are required to provide documentation/proof that engines will meet the Tier 4Final engine capability requirements.

➢ Emissions: Generator’s 705kW and ABOVE (705->1mW requirement)

▪ IF a single engine is NOT available to meet the kW output requirement, then the preference is NO MORE THAN TWO engines per unit. (If unit contains TWO engines per unit the NTE 104” is not applicable).

▪ IF modifications are necessary to meet the kW output requirement, then the modification shall NOT affect the manufacture warranty, maintainability and does

NOT change the capability of the requirement

▪ Paralleling multiple engines (no more than 2) is allowed; parallel systems MUST BE demonstrated in detailed drawings of its capability and submitted with proposal

➢ Engine accessories: shall at a minimum meet the requirements in Attachment 3

➢ Battery: SHALL be either: Sealed Gel Cell OR Absorbed Glass Matt (AGM); and must include a master shut-off switch and be equipped with a Solar Charger

➢ Control panel components: shall at a minimum meet the requirements in Attachment 3

➢ Engine shutdown safety specifications: shall at a minimum meet the requirements in Attachment 3

➢ Fuel Tank (24hr requirement):

• Units for this requirement SHALL have 24-hour INTERNAL fuel tank at a minimum meeting the following requirements:

• Integrated into generator

• UL 142 double wall required

• Be equipped with Parker H4 male and female quick disconnects & dust cap – sufficient enough to meet efficient fuel flow.

• Shall contain internal Diesel Exhaust Fluid (DEF) Tank(s)

• Be equipped with an External Fuel Point for both Fuel & DEF

➢ Manufacture warranties for Generator; engine and trailer (if applicable)

➢ Units MUST be parallel capable between other generators – multi mode (island, and utility parallel);

load sharing; manual and automatic paralleling capability; and include ALL BOM and REQUIRED cables needed to run generator(s) in parallel

➢ Units shall have 2ea. Fork pockets integrated into the container (500kW)

➢ Generators when removed from chassis trailer, are NOT to EXCEED (NTE) 104” in height for air transportation mobility – 500kW Requirement.

➢ The 1mW requirement – 40’ High Cube container will be ACCEPTABLE to meet mission requirement(s)

➢ Must meet other requirements as outlined in Attachment 3 – generator specifications

➢ Acknowledge that a delivery plan is included within the proposal submission (as stated in in the RFP)

➢ Capacity plates and a unique 6-digit identification number

➢ Provide to the government at time of proposal submission, detailed specification sheets for each kW size (15 pages per size)

2.1(b) - Generators 401kW and Above (OCONUS Locations):

➢ Unit Mounting (depending on SIZE)

• 401-704kW: Skid Mounted to include 2ea FORK POCKETS

• OPTIONAL – To be determined at time of task order issuance o 401-704kW CHASSIS MOUNTED – Must meet all criteria as the CONUS units do for chassis trailer.

• 705->1mW: Chassis Mounted o MUST meet California Transportation requirements – containing air ride suspension and anti-locking braking system o MUST meet FEMA requirements and be equipped with a) Automatic Tire Inflation

System (ATIS) and b) digital hub-odometer

As part of this requirement, for diagnostic and troubleshooting purposes, the vendor SHALL provide any hardware and/or software, manuals, or other documentation (digital (CD-Disk) or hard copy), to include all diagnostic codes, that will enable FEMA mechanics to perform all diagnostic’s available for the generator(s).

Additionally, as part of this requirement, the vendor SHALL provide one on-site training session at each

Distribution Center for FEMA Mechanics on operational guidance with regards to the equipment. Training shall occur AFTER the delivery of all units to given location; no more than 30 days after receipt of generators.

Training date(s) and time(s) are TBD dependent on generator delivery timeline – to be agreed upon by the contractor and the Government. Training SHALL include how to switch/set the output voltages and phase configuration on the generator and voltage regulators.

2.2 QUALITY

Equipment furnished under this award shall be new, of good quality, in safe operating condition and shall comply with all applicable standards and safety regulations including but not limited to Environmental Protection Agency

(EPA) regulations. All safety devices shall be fully functional; to include all manual and automatic emergency shut-off mechanisms. All safety guards, warning labels, and safety related instruction labels shall be properly affixed at all times.

2.3 INSPECTION/ACCEPTANCE

Prior to delivery of the generator(s), local vendor is to conduct an initial inspection to ensure that the units is in

Fully Mission Capable (FMC) condition. Due to up-tempo at time of delivery, the Government will conduct an inspection within 2 weeks of delivery (10 Business Days). Inspection will be completed by FEMA Technical

Monitors who will be pre-identified at each destination. For all orders, the contractor shall obtain Proof of

Delivery (P.O.D.) including the time of delivery, full delivery address; and the name and signature of the person who accepted the shipment. During the delivery period, the contractor shall have a technical representative ready to be sent to respective delivery location if deemed necessary following any initial troubleshooting upon delivery of any unit that is not in working order. FEMA mechanics will be onsite at time of delivery and will verify the

8 | P a g e mission readiness of each of the units upon acceptance at their respective locations. If the generator fails inspection the contractor will complete repair or replace within 30 days.

2.4 DELIVERY LOCATION AND SCHEDULE

Hours of Performance: Work hours depend on local business practices and time zones. The vendor shall schedule all delivery activities with the appropriate delivery point of contact after award (to be provided after award by the Project Officer).

Delivery is to include door to door transportation as well as any additional requirements for the labor and downloading of the generators/shipping containers (if applicable), to include flat racks and the wrapping/covering of generators if needed to protect the equipment when shipping overseas. Due to the shipping of generators to an

OCONUS locations (when applicable), vendor needs to be prepared to successfully go thru customs inspection at

Pod of Entry (POE), clear customs, and continue delivery transportation to the distribution center and return.

Vendors are to acknowledge that a delivery plan is included within the proposal submission (as stated in the RFP) as part of the requirement on Attachment 3 – Generator Criteria.

2.4.2 Delivery Schedule
