COMBINED SYNOPSIS/SOLICITATION NOTICE

for

Cloud-Based Global Freight Analysis Subscription

70FA4025Q00000046

(i) This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation (70FA4025Q00000046) is being issued as a Request for Proposal. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal.

(ii) Solicitation Number #70FA4025Q00000046 is issued as a Request for Quotations (RFQ) and is

100 percent set aside for small businesses.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-07, effective August 29, 2024, and Homeland Security Acquisition Regulations (HSARS), effective December 26, 2024. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at:

(vi) Description of requirements: The Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) Logistics Analysis Office (LAO) proposes to award a Contract to support to support disaster response, recovery planning, and surge readiness. In recent years, volatility in global and domestic freight markets—driven by disruptions such as pandemics, natural disasters, and geopolitical tensions—has underscored the importance of real-time access to data and predictive analytics. See Attachment A – Statement of Work for a detailed description of the requirements.

Solicitation Number 70FA4025Q00000046 and Outside the Continental United States (OCONUS).

(x) The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial

Items, applies to this acquisition. The Offeror must check or complete all appropriate boxes or blanks in the Representations and Certifications. The Representations and Certifications must be executed by an individual authorized to bind the Offeror. See Section K for full text provision.

Offerors must complete annual representations and certifications online at https://sam.gov/content/home, in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required.

FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and is incorporated by reference.

FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.

(xii) A Defense Priorities and Allocations System (DPAS) rating is not assigned.
