About this file
This is a Technical Evaluation Factors Statement for a federal contract opportunity dated June 2, 2026. The solicitation is for replacement of ceiling tiles at Naval Weapon Station, Earle, and will be awarded using a Lowest Priced Technically Acceptable (LPTA) evaluation methodology. Award will be made to the responsive and responsible offeror with the lowest total evaluated price among proposals that meet all technical requirements.
Technical acceptability is determined on a pass/fail basis using three evaluation criteria: the proposal must address all requirements stated in the Statement of Work (SOW); indicate the offeror will meet or exceed all minimum SOW requirements; and provide a delivery date within the timeframe specified in the SOW. Only proposals receiving "Yes" ratings on all three factors will be considered technically acceptable and eligible for award consideration. Past performance will be evaluated based on information submitted with the solicitation and any relevant previous performance on similar FEMA or DHS contracts, with no separate past performance documentation required. Among technically acceptable proposals, the award will be made solely on the basis of lowest total evaluated price.
