About this file
This is a Commercial Only One Source Justification (NTE SAT) in accordance with FAR 12.102(a) for a procurement by NAVSUP Fleet Logistics Centers (FLC).
The requirement is to purchase new pilot boarding, embarkation, and debarkation ladders for the USNS Washington Chambers (T-AKE-11). The specific products required are: 39 FOOT COMAR/MARK/I PILOT LADDER, P/N: PLS-1039 (quantity 2) and 50 FOOT COMAR/DEBARKATION LADDER, P/N: SDL-1050 (quantity 6). Delivery is required to BATS Warehouse San Diego. Competition is restricted to a single source: Coast Marine and Industrial Supply Inc., a Small Business Concern (Veteran Owned) classified according to NAICS standards.
The justification for single-source procurement is based on a brand name requirement for Original Equipment Manufacturer (OEM) Coast Marine and Industrial Supply Inc. pilot boarding ladders. The government has determined that only Coast Marine can provide the equipment because the vessel currently utilizes these ladders and carries spare components for repairs during active use. Coast Marine provides custom manufacturer certificates and Product Design Assessment (PDA) certificates issued by the American Bureau for Shipping, maintaining OEM warranties, fire detection reliability, and compliance with ABS USCG regulatory requirements and Safety of Life at Sea (SOLAS) approvals. Current stock of spare parts and maintenance knowledge for these specific ladders reduce overall life-cycle costs for the government. Market research identified no additional small businesses capable of providing Coast Marine and Industrial Supply Inc. pilot boarding ladders.
