About this file

This is a Commercial One Source/Brand Name Justification document submitted by NAVSUP Fleet Logistics Centers (FLC) in accordance with FAR 12.102(a). The procurement seeks OEM mechanical seals manufactured by AES Seals for the ship's installed Central Seawater (CSW) pumps, required to support maintenance and continued operation of the pumps. The required delivery date is 6/26/2026. The estimated cost is redacted in the document.

The justification restricts competition solely to AES Seal, the Original Equipment Manufacturer of the currently installed mechanical seals. The basis for the one-source determination centers on AES Seal's proprietary engineering data, material specifications, dimensional tolerances, and manufacturing processes specific to the installed seal configuration. The seals must be direct replacement components that match the OEM configuration in form, fit, and function, including fitting the existing seal chamber correctly, matching existing shaft and housing dimensions, maintaining proper tolerances and sealing surfaces, and being compatible with the installed pump configuration and operating conditions. The document emphasizes that non-OEM seals could result in leakage, premature wear, shaft damage, or pump failure, and that procurement of OEM direct replacement seals minimizes installation risk, maintains equipment reliability, and supports safe operation of the Central Seawater system. Use of non-OEM seals is identified as introducing unacceptable risk to equipment reliability, watertight integrity, and mission readiness.

NAVSUP FLEET LOGISTICS CENTERS (FLC) COMMERCIAL ONLY ONE SOURCE/BRAND NAME

JUSTIFICATION (NTE SAT) IN ACCORDANCE WITH FAR 12.102(a)

Purchase Request Number:

Required Delivery Date/POP: 6/26/2026

Estimated Cost (Including Options):

Description of Supply/Service

Procurement of OEM mechanical seals manufactured by AES Seals for the ship’s installed Central Seawater (CSW) pumps. These seals are required to support maintenance and continued operation of the pumps.

Competition Will be Restricted to the Following Source

AES Seal

Basis For Decision That Only One Brand Name Is Available

AES SEAL maintains proprietary engineering data, material specifications, dimensional tolerances, and manufacturing processes for the installed mechanical seals utilized in the Central Seawater pumps.

AES SEAL is the Original Equipment Manufacturer (OEM) of the currently installed mechanical seals. The seals are specifically designed for the operating pressures, shaft tolerances, seawater service conditions, and pump configurations installed onboard. Only OEM seals can ensure compatibility with the existing equipment configuration.

Per existing system configuration and maintenance standardization, AESSEAL mechanical seals are currently installed onboard. Use of alternate brands would introduce compatibility concerns and potential reliability issues.

The requested seals are direct replacement components for the existing installed seals and must match the OEM configuration in form, fit, and function. The seals must:

Fit the existing seal chamber correctly Match existing shaft and housing dimensions Maintain proper tolerances and sealing surfaces

Be compatible with the installed pump configuration and operating conditions Non-OEM seals may not properly interface with the existing equipment and could result in leakage, premature wear, shaft damage, or pump failure.

Existing Equipment: Central Seawater Pumps Compatibility Requirement: Replacement seals must be dimensionally identical and fully compatible with the installed pump configuration and seal chamber arrangement.

The requested AES SEAL components are required to preserve operational reliability and prevent unnecessary modifications to the existing pump configuration. Procurement of OEM direct replacement seals minimizes installation risk, maintains equipment reliability, and supports continued safe operation of the Central Seawater system.

Use of non-OEM seals introduces unacceptable risk to equipment reliability, watertight integrity, and mission readiness.
