About this file

This is a Commercial Only One Source/Brand Name Justification document submitted by NAVSUP Fleet Logistics Centers (FLC) in accordance with FAR 12.102(a) for a sole-source procurement.

The procurement covers twelve (12) distinct Purchase Requests for specialized heavy-duty mechanical transmission components manufactured by Trident Maritime Systems, Inc. (doing business as Lake Shore Systems Inc., Heavy Equipment Group). The required items consist of six component types: two pinions (low speed), two low-speed intermediate gears, two low-speed shafts (04.750), two intermediate pinion shafts, two high-speed gears, and two high-speed pinions—totaling 12 units. These components are critical spare parts required to repair and maintain heavy-duty deck equipment to ensure continuous, uninterrupted logistical and port operations. The required delivery date is January 2, 2027. The manufacturer is located at 2141 Woodward Avenue, Kingsford, MI 49802 (CAGE Code: 7DZK0; UEI: MP5UJMHEHFV1) and is classified as a large business under NAICS code 336611.

The justification for sole-source restriction is based on three primary grounds: (1) Trident Maritime Systems is the sole designer and OEM of the heavy-duty machinery with proprietary technical data, engineering drawings, manufacturing tolerances, and metallurgical specifications that are not owned by the Government; (2) the gears, pinions, and shafts are highly specialized mechanical parts operating under extreme load-bearing conditions where only genuine OEM parts are certified to fit and function safely within the existing proprietary system configuration, with reverse engineering introducing severe operational and safety risks; and (3) market research indicates no alternative commercial items or manufacturers capable of supplying compatible substitute components meeting the exact physical and functional parameters, and Trident Maritime Systems has no authorized third-party distributors for these specific parts.

Basis For Decision That Only One Source Is Available

In accordance with FAR 13.106-1(b)(1)(i), purchases under the Simplified Acquisition

Threshold (SAT) may be solicited from a single source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available.

This requirement is a sole-source procurement restricted to Trident Maritime Systems, Inc. based on the following technical and regulatory justifications:

1. Original Equipment Manufacturer (OEM) Proprietary Data: Trident Maritime

Systems is the sole designer, original developer, and OEM of the heavy-duty machinery

The technical data, engineering drawings, manufacturing tolerances, and metallurgical specifications required to produce these high-precision shafts, pinions, and gears are proprietary to Trident Maritime

Systems. The Government does not own the technical data package (TDP) necessary to solicit this requirement competitively.

2. Technical and Mechanical Compatibility: The gears, pinions, and shafts requested are highly specialized mechanical parts that operate under extreme load-bearing conditions.

Only genuine OEM parts from Trident Maritime Systems are certified to fit, interface, and function safely within the existing proprietary system configuration. Reverse engineering or attempting to integrate third-party non-OEM components is technically unfeasible and introduces severe operational risks, including catastrophic equipment failure, safety hazards to personnel, and voiding of system certifications.

3. No Alternative Commercial Equivalents: Market research indicates that there are no alternative commercial items or alternative manufacturers capable of supplying compatible substitute components that meet the exact physical and functional parameters of the heavy machinery. Trident Maritime Systems has no authorized third-party distributors for these specific parts; they must be procured directly from the OEM’s

Heavy Equipment Group.

I CERTIFY THAT STATEMENTS AND INFORMATION PROVIDED ABOVE, ARE
