About this file

This is a Justification and Approval for Other Than Full and Open Competition using Simplified Procedures under FAR 12.102, establishing the rationale for a sole source procurement.

The Naval Supply Systems (NAVSUP) Fleet Logistics Center Puget Sound, acting on behalf of Military Sealift Command (MSC), seeks to procure OEM replacement parts for Leistritz pumps, specifically Main Diesel Engine Lube Oil Pre-Lube Pump, Main Fuel Transfer Pump, Cargo DFM Stripping Pump, and Aux Cargo DFM Fuel Pump components. The parts include various sealing rings, gaskets, O-rings, lip seals, circlips, mechanical seals, spacer rings, keys, bearings, snap rings, valve springs, and rotors for four pump models (LANG 106/180 ISOGIA-G, LANG 116/51 ASOGIA-G, LANG 150/59 ASOGIA-G, and LANG 106/180 ASOGIA-G) with specific serial numbers. The Government intends to award a sole source purchase order to 17 Machinery (Cage Code 3FEG7), a Small Business Concern identified as the only authorized distributor capable of supplying these parts to the required delivery location.

Leistritz Advanced Technologies Corp. (Cage Code 0Z799), the OEM and Small Business Concern, retains all design rights and proprietary manufacturing information. Only Leistritz and authorized distributors can provide compatible replacement parts for these critical safety items supporting main propulsion diesel engines. The work qualifies as critical shipboard safety equipment under COMSCINST 4490.1C, requiring only qualified sources per MSC's Design Control Activity. Market research conducted between March 23, 2026, and April 28, 2026, confirmed no alternative sources meet the requirements. Non-OEM parts would void warranties and compromise equipment reliability, potentially resulting in total loss of propulsion and electrical power. The fair and reasonable price determination is based on cost/price analysis. The Government will post a combined synopsis/solicitation on SAM.gov with reasonable response time. This is characterized as a one-time buy for MTA 2026 GFM Leistritz Pump Parts with no current plans for future competition, though MSC will continue evaluating non-brand name contractor submissions for qualification as acceptable alternatives.

4. Authority: Simplified Procedures, 41 U.S.C. 1901.

5. Describe how the proposed contractor(s) unique qualifications or the nature of the acquisitions requires using the authority cited

The OEM, Leistritz Advanced Technologies Corp. (Cage Code 0Z799), a Small Business

Concern, is the OEM for these replacement parts. Only Leistritz and their “Authorized

Distributors” are able to provide direct replacement parts for currently existing critical safety equipment, which must be compatible in terms of form, fit, and function with existing equipment

The work contemplated in this contract is on the following critical safety items: #1 Main propulsion Diesel Engines, as the central cooling water system is a component of the this Main

Diesel Engine. Per COMSCINST 4490.1C, MSC N7, the Design Control Activity, has determined that only qualified sources may produce and service these critical safety items. Only authorized field service technicians have access to necessary technical data and have the expertise to identify and provide direct replacement parts for existing equipment, which must be compatible in terms of form, fit, and function with existing equipment or configurations. This ensures equipment reliability. Improperly installed or deficient parts could cause system failure and loss of the affected system or equipment while at sea. Interested contractors/vendors can go to the

MSC website for more information about how to be qualified as a non-OEM to provide these services. https://www.msc.usff.navy.mil/Business-Opportunities/Contracts/Qualification-for-

Items-Critical-to-Shipboard-Safety-on-MSC-Vessels/

Additionally, sourcing directly through the authorized distributor ensures traceability and authenticity of the supplied parts. The primary ramification if these OEM parts are not procured is total loss of propulsion and/or electrical power. Improperly installed or deficient parts will cause system failure and loss of the affected system or equipment while at sea.

6. Describe the efforts made to ensure that offers are solicited from as many potential sources as possible:

17 Machinery (Cage Code 3FEG7), a Small Business Concern, has been identified by Leistritz as the only Authorized Distributor who can procure these OEM parts. Due to the geographical constraints put in place by the OEM due to distributor locations, 17 Machinery is the only vendor that is capable of providing a quote to meet the terms and conditions of the solicitation, specifically the delivery location.

The Government intends to post a combined synopsis/solicitation on the Government Point of

Entry (GPE) SAM.gov with a reasonable response time. Future requirements will continue to be evaluated for competitive opportunities when feasible.

7. Fair and Reasonable Cost Determination:

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable. The Contracting Officer's determination of fair and reasonable price will be based on cost/price analysis.

8. Market Research:

Market research was conducted between March 23, 2026 and April 28, 2026. This requirement cannot be fulfilled via any required and/or recommended sources of supply. This is not a

Coordinated Acquisition in accordance with DFARS 208.7003-2(i) Items directly related to a major system and which are design controlled by and acquired from either the system manufacturer or a manufacturer of a major subsystem.

The OEM, Leistritz Advanced Technologies Corp., a Small Business concern (Cage Code

0Z799), is the OEM for these replacement parts. The Contract Specialist, verified by email with

Leistritz and by an internet search which is in the contract folder that Leistritz is the manufacturer for the following models of pumps:

-L2NG 106/180 ISOGIA-G

-L4NG 116/51 ASOGIA-G

-L4NG 150/59 ASOGIA-G

-L2NG 106/180 ASOGIA-G

Only the OEM or their Authorized Distributors are able to provide direct replacement parts for currently existing equipment due to proprietary rights which must be compatible in regards to form, fit, and function with existing equipment and configurations for the main diesel engines and

As stated in section 6 above, 17 Machinery is the only entity that is authorized to procure these OEM parts and deliver

MSC does not have the manufacturing and technical information required to reverse engineer nor manufacture the parts, and procuring alternative replacement parts will compromise the required reliability and effectiveness of the pumps installed. Any other "like parts" would void any warranties associated with the pumps.

Leistritz Advanced Technologies Corp (OEM) retains the rights to all design drawings, tolerances, and original parts for the requested parts on board TAO class ships. The manufacturing, special tools, and equipment required to manufacture the parts used for these pumps is not known to MSC. MSC does not have the manufacturing and technical information required to reverse engineer nor manufacture the parts, and procuring alternative replacement parts will compromise the required reliability and effectiveness of the pumps installed. Any parts provided by sources other than the OEM or authorized/qualified vendors could void any and all warranties on this equipment.

Sole Source has been found to be the proper method of procuring these OEM parts. 17 Machinery is the only authorized entity who can procure these OEM parts and delivery to the required delivery location. They are also a small business.

10. Actions to Remove Barriers to Future Competition

This is a one-time buy for MTA 2026 GFM Leistritz Pump Parts. For the reasons set forth in

Paragraph 5, NAVSUP FLCPS has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP

FLC will assess whether competition for future requirements is feasible. Furthermore, MSC should continue to accept and review submissions from non-brand name contractors for consideration of qualification as an acceptable alternative to brand name. If another potential requirement emerges, FLCPS will assess whether the limitations outlined in paragraph 4 still apply.

11. Any Other facts supporting the use of other than full and open competition.
