About this file
This document is a Sole Source Justification for maintenance and support services for two GlobalSim, Inc. crane simulators, issued by the Navy Expeditionary Logistics Support Group (NAVELSG) and NAVSUP Fleet Logistics Center (FLC) Norfolk. The contract includes a 12-month base period from 30 September 2025 to 29 September 2026, with four additional 12-month option periods. The Navy has determined that GlobalSim, Inc. is the only source capable of providing these services due to their full intellectual property rights of the simulator software, hardware designs, and documentation.
The justification notes that the proposed contract was synopsized on SAM (System for Award Management) on 18 August 2025, with only GlobalSim, Inc. expressing interest. The contract will be funded through FY25 Navy Operations & Maintenance (O&MN) appropriations, with the Contracting Officer determining the anticipated costs to be fair and reasonable. While no additional market research was conducted, NAVSUP FLC Norfolk indicates they will assess potential competition for future requirements if another source emerges.
