B.1 Services

The U.S. Coast Guard is responsible for managing the training, education, and development programs to meet the needs of its active duty, reserve, and civilian workforce. The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to obtain

Contractor instructional, training, and assessment support services for the U.S. Coast Guard. Contractor support services include performance analysis, instructional systems development (analysis, design, development, implementation, and evaluation), training support services and training delivery.

See Section J Attachment I and SF33 for detailed information and requirements.

B.2 Transition Services

The Contractor shall commence transition activities as soon as possible after the award of the contract. The Contractor shall finalize the Transition Plan 5 business days after the Post Award meeting (Kick-Off) that details transition plan for phase-in operations at the

Training Centers. The transition services shall minimize disruption and be accomplished within 30 days or less. The transition plan shall cover all requirements in accordance with the PWS, including work force planning, identifying the status of critical-skills, and the strategy for the recruitment and/or retention of those skills.

B.3 Discount Labor Rates

Contractor may offer discounted rates for task orders. Task Order labor rates shall not exceed rates specified in Labor Category Rates

(Attachment II).

B.4 Labor Category Descriptions

Aviation C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, & Reconnaissance) Instructor

* Three (3) years of professional teaching experience in the field of C4ISR, or aviation related technology.

* Three (3) years experience as a U.S. Coast Guard (or U.S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force, or other government equivalent) surveillance systems operator or communications system operator, preferably with experience aboard a variety of shore, afloat and/or aviation units

* Two (2) years experience in assessing and analyzing upgraded and newly fielded systems to determine impacts, if any, to existing operational technical data and tactics, techniques and procedures (TTP), change recommendations to existing equipment Technical

Manuals and TTP Manuals, and SME assistance in updates and/or development of new courseware to C4ISR Division ISD points of contact.

* Shall have experience in performing Instructional Systems Development tasks IAW USCG and Division SOPs (PWS 1.3, 5.0)

Examples include, but are not limited to: Presentations, Student Guides, Instructor Guides, Job Aids, Training Aids (Visual aids, job sheets, homework), Student Knowledge and Skill Evaluation

* Shall have experience using computer based training aids, simulators, on aircraft systems, and providing instructor led training, as well as complete post course critique assessment for course improvements.

* SECRET clearance required.

Aviation Survival Technician (AST) Instructor

* Must possess experience as Aviation Survival Technician, Aviation Survivalman or military or civilian equivalent.

* Three (3) years instructional experience in aviation life support equipment, including inflatables, parachutes, flight gear, rigging, dry suits, survival suits, signaling devices, and water survival.

* Graduate of Instructional Development Course or equivalent.

* Qualified as CG instructor or civilian equivalent.

* Physically capable of performing all tasks in a traditional classroom setting or on a pool deck for 6-8 hours per day, year round.

* No security clearance required.

Boatswain's Mate (BM) Instructor

* Must possess U.S. Military qualification as Quartermaster of the Watch, Deck Watch Officer, Coxswain, or civilian equivalent.

* Must possess a minimum of three (3) years experience directing, instructing and coaching break-in boat coxswains or shipboard conning officers.

* Physically capable of instructing while underway on a Coast Guard vessel for 6-8 hours per day, year round in all meteorological conditions.

CBRN Instructional Systems Designer (ISD)

* Must possess either a Master's degree in Instructional Systems, Instructional Systems Technology, Instructional & Performance

Technology, or Education (with a concentration in Educational Technology). Five years documented experience in a related field may be substituted for the educational requirement.

* Must possess a minimum of 5 years experience as a military, law enforcement, of government public health CBRN-D Subject Matter

Expert, OR have 5 years experience in an equivalent Military Occupational Specialty (MOS), OR equivalent experience in the private sector with a B.S. and 7 years of documented experience either instructing or developing instruction for CBRN-D training.

* Must possess a minimum of two years experience using the Instructional Systems Development (ISD) process in the development of courses and training interventions.

* Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, & PowerPoint.

* No Security Clearance required; e-QIP background check/fingerprints required.

Communications Instructor

* Five (5) years of experience as a radio operator or maintainer to include but not limited to the PRC-152 and PRC-117.

* Three (3) years of experience in the Command, Control and Communications field including:

- Proper handling of sensitive and classified materials and spaces

- Configuration of voice circuits: HF, VHF, UHF and SATCOM

- Configuration of data circuits: PDA-184, HPW, etc.

- Advanced radio operations and function: ANW2, SCM, etc.

* Two (2) years of previous Instructor experience

* Expeditionary experience is preferred to include Field operations and Gear configuration

* Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments.

Emergency & Disaster Management School Instructor

* Three (3) years’ experience as a primary classroom instructor.

* Seven (7) years of field or operational experience working for DHS, DOD or other agency that deploys the Incident Command

System.

* Operated under the National Incident Management System/Incident Command System (ICS) during a Type III incident as an

Incident Commander, Safety Officer, or General Staff Position.

* Completed a FEMA-compliant Incident Commander-, Safety Officer- or General Staff Position-specific course.

* Participated in an HSEEP-compliant Exercise.

* Demonstrate an understanding of the HSEEP Exercise Cycle.

* Must possess working knowledge of Area Command and MACS principles.

* Experience in emergency response to all-risk/all-hazard missions, related to the USCG, DHS, Federal Emergency Management

Agency, Department of Defense, Environmental Protection Agency, National Oceanic and Atmospheric Administration and all supporting federal, state, and local agencies operating under the National Response Framework.

* Must possess practical knowledge of regional and port level committees including: Regional Response Teams, Regional Interagency

Steering Committees, Area Maritime Security Committee, Area Committee, Port Readiness Committee, and Harbor Safety Committee.

* Must possess practical knowledge of USCG regulatory authorities: SAR Mission Coordinator, Captain of the Port, Federal On-

Scene Coordinator, and Federal Maritime Security Coordinator.

* Must possess practical knowledge in the application of USCG and DHS response policy and guidance related to environmental and disaster response management.

* Ability to prepare for and deliver technical ICS course material as prescribed in the Instructor Guide, including content, sequence, timing, audiovisual presentation and instructional methodology in a traditional classroom setting and/or Facilitated Online Training

(FOT)/Virtual Training (VT).

* Ability to manage team dynamics; identify, assess and minimize limitations to course success.

* Ability to plan, coordinate, and implement training schedule with numerous adjunct instructors and host unit contacts.

* Ability to maintain effective communication and working relationships with host contacts, adjunct instructors and schoolhouse.

* Must conduct both resident training and Facilitated Online Training (FOT)/Virtual Training (VT) at TRACEN Yorktown and/or

CONUS/OCONUS exportable courses. Must facilitate high fidelity Incident Command System (ICS) scenarios to provide realistic, performance-based training.

* The government desires, but does not require:

- Completion of the following training: ICS-300, ICS-400, and one or more FEMA compliant position-specific Incident Command

System (ICS) courses (e.g., Logistics Section Chief, Planning Officer, Liaison Officer);

- Type 3 Incident Command System (ICS) qualification from an agency with a National Incident Management System (NIMS) compliant ICS certification program in a Command or General Staff Position;

- Experience using National Incident Management System (NIMS) Incident Command System (ICS) at Type 1 or 2 incidents or

National-level exercises; such exercises or incidents shall have been in preparation for or respond to a National disaster, or hazardous material spill or other large-scale, all-risk incident; and

- Experience using the HSEEP Exercise Cycle during all phases.

Culinary Specialist (CS) Instructor

* Two (2) years experience teaching adult education courses in the field of food service

* Two (2) years experience as a professional cook, manager, or baker

* Experience as a U.S. Coast Guard (or U. S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force equivalent) Food Service

Specialist rated at E-6 or above, preferably with experience aboard a variety of shore and afloat units or equivalent institutional food service management experience.

* Must pass an approved medical screening for contagious disease provided by the Contractor.

Electricians Mate (EM) Instructor

* Must possess a minimum of three years experience as a primary classroom instructor.

* Seven (7) years field experience or a journeyman certification as an electrician, preferably experienced with Navy/Coast Guard shipboard electrical systems.

* Must possess subject matter knowledge and expertise in one or more of the following areas: AC/DC circuit theory; AC/DC generators and motors theory; electronic circuit theory; Boolean algebra; installation, maintenance, and repair of shipboard and shore power distribution and distribution systems; shipboard navigation systems; signal lights; interior communications systems; and small-boat electrical systems.

Emergency Medical Technician (EMT) Instructor

* Education: High School diploma or equivalent.

* Education (Desired): Bachelor’s Degree in Allied Health or in educational practices

* Certification: CPR and National Registry EMT

* Certification (Desired): National Registry Advanced EMT or Paramedic preferred. Pediatric Advanced Life Support (PALS), Advanced Cardiovascular Life Support (ACLS), Prehospital Trauma Life Support (PHTLS), Tactical Combat Casualty Care (TCCC) certifications and CG PERJC.

* Experience: 5 years of field experience as a practicing EMT or paramedic.

* Experience: Must possess a minimum of 3 years experience as a primary classroom instructor providing training.

* Experience (Desired): Work experience aboard a variety of afloat and shore units.

Health Services Technician (HS) Instructor

* Education: High School diploma or equivalent.

* Education (Desired): Bachelor’s Degree in Allied Health or in educational practices or Licensed Practical Nurse credential.

* Certification: CPR certified

* Certification (Desired): National Registry EMT and CG PERJC.

* Experience: Five (5) years of clinical experience in direct adult primary care setting.

* Experience: Three (3) years teaching experience of adult education courses in allied health professions.

High Risk Training (HRT) Instructor

* Two (2) years experience as a primary classroom instructor.

* Must be capable of executing HRT safety policy and procedures as outlined in Volume 14 of the Coast Guard Training System SOP, the NASTP SOP and JQR Manuals.

* Capable of standing and instructing for 6-8 hours per day.

* Must possess and maintain qualifications in CPR and Basic First Aid.

* Prior experience with any of the following is desired, but not required:

- Aviation flight operations.

- Boat operations.

- Instructional delivery of Red Cross or American Heart Association First Aid, CPR, and Automatic External Defibrillator courses.

Information Systems Technician (IT) Instructor

* Certification in either a CompTIA A+ or CompTIA Network+

* Must possess subject matter expertise in the following areas:

- Data networks software and hardware;

- Client/server environments;

- Microsoft products;

- COMPTIA A+ and Network+;

- Disaster recovery;

- Helpdesk management;

- Use of test equipment in the maintenance and repair of computer related equipment;

- Troubleshoot and follow system administration/network maintenance procedures;

- Electrical safety;

- Cardiopulmonary Resuscitation (CPR).

Information Systems Technician (IT) Telephony Instructor

* Must possess subject matter expertise in the following areas:

- Public Address Systems;

- Public Branch Exchange (PBX) programming;

- Voice Over Internet Protocol (VoIP) fundamentals;

- Data Networks;

- Network Hardware;

- Client/Server data networks;

- Network hardware;

- Client/server environments;

- Microsoft products;

- Telephony network diagrams;

- Troubleshooting series circuits;

- Test equipment used to troubleshoot cabling;

- Layout of network and telecommunication closets.

- Fiber optic cable inner duct work;

- Install both ST and SC style cleave-and-crimp connectors;

- Install UniCam connectors;

- Install both ST and SC style pre-loaded epoxy connector (Hot Melt);

- Install both ST and SC style epoxy connector;

- Test and document cable installation for loss using an Optical Power Meter (OPM);

- Repair a cable using a mechanical splice (FiberLok II);

- Repair a cable using a fusion splice;

- Retest and document loss after repair;

- Use of an Optical Time Domain Reflectometer (OTDR) and Visual Fault Locator (VFL) to troubleshoot a fiber cable installation.

* All instruction shall be for systems IAW CG CI 5200.16 and DoD Directive 8570.

Instructional Systems Designer (ISD)

* Must possess either a Master's degree in Instructional Systems, Instructional Systems Technology, Instructional & Performance

Technology, or Education (with a concentration in Educational Technology). Five years documented experience in a related field may be substituted for the educational requirement.

* Must possess a minimum of two years experience using the Instructional Systems Development (ISD) process in the development of courses and training interventions.

* Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, PowerPoint and Adobe

Suite software applications (e.g. InDesign).

* For Special Missions Training Center only: e-QIP background check/fingerprints required.

* Task Orders under this contract may include physical requirements related to the work to be conducted, especially those at

Government facilities or on vessels and platforms, persons conducting the task orders must be able to physically observe performance and climb ladders and/or other physical requirements associated with the work environment.

* May require SECRET clearance (per task order).

Instructor Development Course and Course Developer Course (IDC/CDC) Instructor

* Must possess a Bachelor's degree in Education, Human Resource Development, or similar fields, or a minimum of Five

(5) years experience working in a similar field as a substitution for the Bachelor degree.

* Three (3) years experience as a primary classroom instructor.

* One (1) year experience developing or updating courses using Instructional Systems Design.

* Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, PowerPoint and computer graphics programs.

Marine Science Technician (MST) Instructor

* Must possess a minimum of three (3) years’ experience as a primary classroom instructor, or graduate of an Instructor Development Course or civilian equivalent.

* Must possess a minimum of seven (7) years as a Marine Science Technician, or relevant marine safety field experience or civilian equivalent.

* Required experience/knowledge:

- Incident Command System (ICS 100, 200, 700, & 800);

- Risk-Based Decision Making;

- Confined Space Entry;

- Occupational Safety & Health;

- Pollution Response & Investigation;

- Waterfront Facility Inspections;

- Marine Transportation Security Act;

- Cyber Security;

Port Safety & Commercial Vessel Examinations;

- Port Security & Multi-Mission Patrols;

- Hazardous Material Container Inspections;

- National Contingency Plan (NCP);

- Federal Water Pollution Control Act (FWPCA);

- Comprehensive Environmental Response and Compensation Liability Act (CERCLA);

- Inspections of designated waterfront and bulk liquid facilities;

- Investigations of reportable marine casualties;

- International Maritime Organization regulations;

- Examinations of foreign commercial vessel in accordance with the Coast Guard's Port State Control Program; and

- Multi-mission patrols to identify environmentally sensitive areas, cargo operations, anchorage areas, limited access areas and threats and or vulnerability to maritime security.

* Desires, but does not require, at least two of the following Coast Guard qualifications:

- Pollution Responder;

- Facility Inspector;

- Container Inspector; and

- Port State Control Examiner.

Maritime Law Enforcement (ME) Instructor

* Must meet the physical fitness standards semiannually set in the Boarding Officer/Boarding Team Member Law Enforcement

Competency Qualification Instruction. Requires physical exertion by teaching defensive tactics and allowing the students practice their techniques on the instructor in protective gear.

* Three (3) years Maritime Law Enforcement Training experience.

* Instructional experience/knowledge required:

- Coast Guard Use of Force Policy;

- Defensive Tactics;

- Use of Oleoresin Capsicum (OC)/Pepper Spray;

- Use of Deadly Force;

- Weapons Safety;

- De-escalate and Survive a Hostage Situation;

Boarding Officer is strongly desired.

* Must be able to effectively facilitate mock boarding scenarios including the physical requirement to climb ladders and move through small compartments.

* Must possess a favorable, current National Agency Check with Inquiries (NACI) background investigation.

Operations Specialist (OS) Instructor

* Two (2) years experience as a primary classroom instructor

* Have at least 5 years of rated/commissioned operational experience as a qualified CIC Watch Supervisor and Operations Unit

Controller in the U.S. Coast Guard or equivalent in the U.S. Navy

* Three (3) years experience in the Command, Control, and Communications field including:

- Proper handling of sensitive and classified material and spaces;

- configuration of voice circuits;

- radio operating procedures;

- Coast Guard mission areas;

- policy and operations of Coast Guard C3 equipment; basic understanding of geo-location coordinates;

- managing and coordinating resources during a search and rescue (SAR) case prosecution;

- specific duties in a Combat Information Center (CIC) environment;

- configuring and operating specific C4I systems;

- tracking and displaying contacts on RADAR systems;

- production and execution of situation reports and communications plans;

- provide accurate shipping and navigation picture;

- policy and operations of Coast Guard C3 equipment;

- understanding of geo-location coordinates.

Pilot H-60 Instructor

* Military aircraft standardization Instructor Pilot or military Flight Examiner designation obtained within the past ten (10) years in aircraft type per task order.

* Five (5) years experience as a U.S. Coast Guard (or U.S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force, or other government equivalent) MH-60T or equivalent H-60 Instructor Pilot.

* Two (2) years experience providing formal classroom instruction in concepts, principals, and methods relating to flight instructional systems.

* Two (2) years experience providing instruction, demonstration, and evaluation of pilot performance in a military aircraft environment, including radio communication procedures, VFR/IFR flight techniques, Air Traffic Control operations, FAA military rules and regulations, emergency procedures, night vision goggle flight procedures, Coast Guard airframe weight and balance systems, and airframe system nomenclature and operation.

* Shall have experience in performing ISD tasks IAW USCG and Division SOPs (PWS 1.3, 5.0) Examples include, but are not limited to: Presentations, Student Guides, Instructor Guides, Job Aids, Training Aids (Visual aids, job sheets, homework), Student Knowledge and Skill Evaluation.

* Shall have experience using computer based training aids, including those for simulators and cockpit procedures trainers, and providing instructor led training using those systems, as well as complete post course critique assessment for course improvements.

Pre-Deployment Training (PDT) Instructor

* Must have all of the following experience:

- (2) Years of tactical operations or tactical training experience in military, civilian police / swat or USCG training command (SMTC, MLEA, TACLET or equivalent)

- (2) Years of experience as firearms or law enforcement instructor/trainer for Coast Guard, DOD or civilian police force

* Within 90 days of hire, PDT Instructors must:

- Meet and maintain weapons certification requirements for the M4, M870, M2HB and current USCG PDW (personal defense weapon), and specified courses of fire.

- Meet and maintain Tactical Combat Casualty Control: All Combatants (TCCC-AC) qualification

- Complete assigned course Core Unique Instructor Training requirement (includes successfully explaining and delivering all assigned course lessons of instruction).

- Must successfully complete TRASYS Instructor PQS, and successfully pass periodic evaluations to meet TRACEN established currency requirements.

- Must meet Lautenberg Amendment criteria to carry firearms.

Program Manager Program Manager is designated as Key Personnel by the Government.

* Must possess a Master's degree in an Education, Business, Administration, or Management related fields.

* Must possess a minimum of 4 years of management experience including supervising supervisors.

* Must possess a minimum of 10 years of program management experience.

* Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, & PowerPoint.

* The government desires, but does not require the Program manager to have a Project Management Professional (PMP), or a Six

Sigma Green Belt Certification.

Range Safety Officer

* Must be currently, or previously certified as a Range Officer in Charge or Range Safety Officer DOD facility.

* Five (5) years of DOD firing range facilitation experience, including flat ranges, shoot houses, water training tanks, fast rope/ rappel tower, and small arms weapons systems including rifle, shotgun and pistol.

* Specific experience with the MK18, M870 SIG P229, Glock 9MM, M2HB, M240 and MK19 are preferred.

* Must be able to lift and carry 50lbs, work in extreme weather elements, and wear full protective gear weighing up to 40lbs for full work days.

* Upon hire, will be required to become familiar with all Marine Corps and Coast Guard range safety regulations/policies to include successfully obtaining Range Safety Officer certification.

* Must possess/maintain a valid state driver license and company insurance, with no negative impacts that would prevent them from driving a government vehicle.

* Within three months must certify to drive government vehicle and trailer PQS.

* Within six months must successfully complete the SMTC Range and Weapon Simulator PQS and certifications.

- Must meet Lautenberg Amendment criteria to carry firearms

Site Team Leads Site Team Leads are further designated as Key Personnel by the Government.

* Must possess a Bachelor's degree in an Education, Business, or Management related field.

* Must possess a minimum of 1 year supervisory experience.

* Must possess a minimum of 1 year of project management experience.

* Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, & PowerPoint.

* Must possess Six Sigma Greenbelt Certification (Yorktown)

Tactical Operations Instructional Systems Designer (ISD)

* Must possess either a Master's degree in Instructional Systems, Instructional Systems Technology, Instructional & Performance

Technology, or Education (with a concentration in Educational Technology). Five years documented experience in a related field may be substituted for the educational requirement.

* Must possess a minimum of three (3) years experience working with military, law enforcement, or government tactical operations to include close quarters combat content, OR have three (3) years experience in an equivalent Military Occupational Specialty (MOS), OR equivalent experience in the private sector.

* Must possess a minimum of two (2) years experience using the Instructional Systems Development (ISD) process in the development of courses and training interventions.

* Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, & PowerPoint.

* No security clearance required; e-QIP background check/fingerprints required.

Tactical Operations Instructor

* Must have all of the following experience:

- Four (4) years of Tactical Operations experience, to include close quarters combat training at a Tier I or Tier II level, or equivalent (CG MSRT/TACLET, SF, SEAL, MARSOC, FBI HRT, CBP-BORTAC, large metro-area SWAT, etc);

- Four (4) years of experience as a close quarters combat instructor/trainer for a Tier I, Tier II level or equivalent (CG

MSRT/TACLET, SF, SEAL, MARSOC, FBI HRT, CBP-BORTAC, large metro-area SWAT, etc.);

* Within 90 days of hire, Tactical Operations Instructors must:

- Meet and maintain weapons certification requirements for the MK18, M870, and USCG PDW (personal defense weapon), and specified courses of fire.

- Complete assigned course Core Unique Instructor Training requirement (includes successfully explaining and delivering all assigned course lessons of instruction).

- Must successfully complete TRASYS Instructor PQS, and successfully pass periodic evaluations to meet TRACEN established currency requirements.

- Must meet Lautenberg Amendment criteria to carry firearms.

Training Performance Analysts

* Must possess a Master's degree in Instructional Systems, Instructional Systems Technology, Instructional & Performance

Technology, Human Resource Development or Education (with a concentration in Educational Technology). 5 years documented experience in a related field may be substituted for the educational requirement.

* Must possess a minimum of two (2) years experience conducting performance analyses or Front End Analyses.

* Must possess a minimum of five (5) years experience in Government or industry human performance analysis initiatives such as Harless

Accomplishment Based Curriculum Development (ABCD) methodology.

* Must demonstrate proficiency in using the following software applications: Microsoft Word, Outlook, Excel, & PowerPoint.

* Task Orders under this contract may include physical requirements related to the work to be conducted, especially those at

Government facilities or on vessels and platforms, persons conducting the task orders must be able to physically observe performance and climb ladders and/or other physical requirements associated with the work environment.

* May require a secret clearance or higher (per task order).

Training Technical Writer

* Must possess a Bachelor's degree in English, Instructional Systems, Instructional Systems Technology, Instructional and

Performance Technology, and Education or be a certified Master Training Specialist.

* Must possess a minimum of 7 years technical writing experience. Including drafting written documents and briefing materials, studies and analysis documentation, conducting document review

* The government desires, but does not require the Technical Writer to have experience performing technical writing experience in US

Coast Guard, the Department of Defense, or the Department of Homeland Security.

* Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, PowerPoint & Adobe Suite software

(e.g. InDesign).

* Prior experience with all or most of the following is desired:

- Proficiency in developing written documents and briefing materials expected

- Experience supporting working groups, studies and analysis, document reviews as it pertains to curriculum development, and coordinates meetings as directed

- Experience in the creation of document templates and style guides.

- Experience with user guides for software applications, security plans, test plans, etc.

- Experience in following style guides and Data Item Descriptions

- Experience in recognizing grammatical and formatting errors in client document deliverables

- Experience in working with developers and engineers in the support of technical documentation

- Understanding of Data Communications Technology

- Understanding of Department of Defense (DoD) and Department of Homeland Security (DHS)

B.5 Labor Categories Requiring Clearances

Contractor access to classified information is not currently required for the majority of positions under this contract. However, the

Government may require Contractor personnel to have a secret clearance at a later date. Therefore, all Contractor employees provided for this requirement must be eligible for a secret clearance.

Aviation C4ISR Instructor: May require Secret (dependent on assigned C4ISR systems)

Instructional Designer (ISD): May require secret (dependent on location &/or work)

B.6 Labor Categories with Unique Requirements

The following labor categories possess unique requirements:

Aviation C4ISR Instructors: Delivers aircrew training device training in specialized aircraft operations either individually or in conjunction with pilot instructors both in the classroom and while in flight. This instruction includes programmed simulator exercises and requires extensive and unpredictable travel with unscheduled overnights due to aircraft operational capability and mission readiness.

Emergency & Disaster Management School Instructors: Delivers resident, Facilitated Online Training (FOT)/Virtual Training (VT), and exportable training courses across the continental United States with occasional travel OCONUS

The contract number and task order number shall be placed on or adjacent to all exterior mailing or shipping labels of deliverable items called for by the contract.

SECTION E - Inspection and Acceptance

E.1 Inspection and Acceptance

E.l ACCEPTANCE

The performance and quality of work delivered by the contractor, including services rendered and any documentation or written material compiled shall be subject to inspection, review, and acceptance by the Government.

E.2 FAR 52.246-4, INSPECTION OF SERVICES - FIXED-PRICE (AUG 1996)

E.3 CONTRACTOR QUALITY CONTROL (QC).

(1) The Contractor shall establish and maintain a Quality Control Program in accordance with the FAR 52.246-4, "INSPECTION OF

SERVICES - FIXED PRICE" clause, to ensure that the work performed under the contract conforms to the contract requirements. The

Contractor shall submit to the Contracting Officer and Contracting Officer's Representative, 5 business days after the Post Award meeting (Kick-Off).

(2) The Contractor's QCP shall provide top Contractor management with an effective and efficient means of identifying and correcting problems throughout the entire scope of operations.

(3) The QCP shall include:

(a) A description of the Contractor's quality control system.

The system must cover all contract services, specify work to be inspected on either a schedule or unscheduled basis, and describe how inspections are to be conducted.

(b) The name(s) and qualifications of the individual(s) responsible for performing the quality control inspections, and the extent of their authority.

(c) Provisions for recording the results of inspections and for recording corrective action taken.

(d) Provisions to update and revise the QCP during the performance of the contract.

(4) A file of all Quality Control inspections both performed and scheduled, inspection results, and dates and details of corrective actions taken shall be maintained by the Contractor through the term of this contract. The file shall be the property of the Government and made available to the Contracting Officer during regular working hours.

The file shall be turned over to completion/termination of the contract.

E.4 GOVERNMENT QUALITY ASSURANCE (QA).

In accordance with the FAR 52.246-4, "INSPECTION OF SERVICES - FIXED PRICE" clause, Section E, each phase of the services rendered under this contract is subject to Government inspection, during the Contractor's operations and after completion of the tasks.

The Government's Quality Assurance Surveillance Program is not a substitute for Quality Control by the Contractor. All findings of unsatisfactory or non-performed work will be administered in accordance with the "CONSEQUENCES OF CONTRACTOR'S

FAILURE TO PERFORM REQUIRED SERVICES" clause, Section E.

All costs associated with rework are the responsibility of the Contractor. The Government reserves the right to choose the inspection methods to be used in implementing its Quality Assurance Surveillance Program and to vary the inspection methods utilized during the work, without notice to the Contractor.

E.5 PERFORMANCE EVALUATION MEETINGS.

(1) The Contractor shall meet (via teleconference) with the Government's representative monthly during the first 12 months of the contract. Thereafter, meetings will be as often as necessary at the discretion of the Contracting Officer, but not less than quarterly. A mutual effort will be made to resolve all problems identified. The written minutes of these meetings, prepared by the Government, shall be signed by the Contractor's representative and the Government's representative.

Should the Contractor not concur with the minutes, the Contractor shall state, in writing, to the Contracting Officer any areas of disagreement within 5 calendar days.

(2) The Government will periodically assess the Contractor's overall performance on this contract by using the Contractor

Performance Assessment Report System (CPARS), at a minimum an interim report is required every 365 days, completed at the end of a contract year and a final report upon completion of the entire contract

The Government may use CPARS evaluate the Contractor more frequently if it becomes necessary. The Contractor has 60 calendar days to respond to CPARS ratings.

SECTION F - Deliveries or Performance

F.1 Deliverables

The Contractor shall send all contract deliverables to the Contracting Officer Representative (COR) via e-mail. The Contracting

Officer (KO) and the Contract Specialist (KS) shall be copied on e-mail correspondence. Contact information for the COR and KS shall be provided under separate cover at time of award. As an alternative, only if e-mail is not available, the Contractor may mail contract deliverables to the below address:

F.1.1 Performance Requirements Summary

Task orders issued under this contract will be performance based and will include a Performance Summary Requirements (PRS) table in each task order. The PRS table in attachment III defines the metrics determined to be important for the successful performance of task orders. Performance requirements set forth the expected outcomes, the service(s) required of the Contractor to attain the objectives, a performance standard per outcome, and a plan for a reduction in payment in the event the Contractor does not meet the performance standard. It is the intent of the Government to maintain consistency in standards and associated reduction schedules for same or similar outcomes from task order to task order. The PRS is not an exclusive remedy and inclusion of the PRS does not preclude the Government from using any other remedy available by law or contract terms, including reductions in payment in accordance with any clause for inspection of services or supplies.

F.1.2 Status Meetings

The Project Manager shall be responsible for keeping the COR informed about Contractor status on task orders awarded under this contract, and ensure Contractor activities are aligned with USCG objectives.

F.1.2.1 General Report Requirements

The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with the USCG Standard Workstation. Additional report requirements or electronic daily progress reports may be provided in each task order awarded under this contract.

F.1.3 Monthly Reports

The Program Manager shall provide a monthly report using MS Word, MS Excel, or Adobe PDF to the COR(s), KS, and KO via electronic mail.

At a minimum, the following information shall be included in each monthly report:

Progress during the period.

Separated by task order

Status of all sub-tasks (with attached copies of meeting minutes, point and working papers).

Indication that the delivery date is being met or if not, description of new delivery dates. The monthly report must include the reasons for a change in date and identify the impact of the change on the project.

What is needed from the Government in order to meet the delivery date.

Activity planned for the next reporting period. Planned supporting activities, as well as the status of all products/working papers, including planned delivery date and actual or anticipated delivery date.

Problems encountered in this period. Identification of any problems, issues or delays and recommendations as to their resolution concerning the problems submitted during the interim, and any corrective action that was taken to correct identified problems.

The Contractor shall include staffing and travel for each task order under this contract.

F.2 Location

The work shall be located throughout the USCG Training Center (TRACEN) System nationwide, and at, but not limited to, the following locations:

The primary place of performance will be defined in each Task Order awarded under this contract; the place of performance may be at the Contractor's facilities or a Government facility. Furthermore, alternate work sites or trips to USCG facilities in Washington D.C. or throughout the United States may be required.

F.3 Period of Performance of Contract

This contract shall consist of a twelve (12) month base period from the effective date of the contract and four (4) twelve (12) month option periods.

SECTION G - Contract Administration Data

G.1 Ordering

All Warranted Contracting Officers of the United States Coast Guard are authorized ordering officers. IAW FAR 52.216-18, services to be furnished under this contract shall be furnished at such times as ordered by the issuance of Task Orders by the Contracting

Officer.

All orders are subject to the terms and conditions of the contract.

All orders will be negotiated, and orders issued against this contract shall be firm-fixed price; and may have a cost CLIN for travel per schedule.

This contract shall control in the event of conflict with any order.

G.2 Resume Review

The contractor agrees to assign only personnel who are qualified for the applicable labor category. The contractor shall submit the resumes of proposed contractor personnel to the Government, the Contracting Officer’s Representatives (COR). The Government will review the resumes to determine if the proposed contractor personnel meets the qualifications of the respective labor category.

Unqualified proposed contractor personnel will be rejected.

G.3 Administration

G.3.1 Contractor Furnished Property and Resources

The Contractor shall furnish all facilities, materials, labor, equipment and services necessary to fulfill the requirements of task orders awarded under this contract, except for the Government Furnished Information and Resources specified in each task order. The contractor shall maintain their ISO 9001:2008 compliant program for the management of Government Furnished Property (GFP) and

Government Furnished Equipment (GFE).

G.3.2 Government Furnished Information and Resources

The Government will furnish the following: workstations, materials, facilities, equipment, and CGOne account (the USCG unclassified network) for contractor employees assigned to work at Government sites.

G.3.2.1 Use of GSA Fleet Vehicles

Compliance IAW FAR Subpart 51.1, and FAR Subpart 51.2; Contractors authorized to use GSA Fleet vehicles and related services shall comply with the requirements of 41 CFR 101-39.202, 41 CFR 101-38. 301-1 and the operators packet furnished with each vehicle.

Contractor must verify contract employees have a valid driver license, provide liability insurance, and comply with all IDIQ and task order references relating to GSA Fleet vehicle use.

G.3.3 Post Award Meeting

The Contractor shall attend a Post Award meeting with the KO and the COR not later than five (5) business days after the date of award of the IDIQ contract. The purpose of the Post Award meeting, which will be chaired by the KO, is to discuss technical and contracting objectives of the task order and review the Contractor's project plan. The KO reserves the right to hold a Post Award meeting at the issuance of task order(s). The Post Award meeting will be held at the Government’s facility or remotely via tele-conference.

G.3.5 General Management

The Contractor shall provide program management in support of activities outlined in each task order under this contract. Examples of required program management support include: on-site liaison and management interface between the Coast Guard and Contractor personnel; function as the single point of contact between the Coast Guard Training Task Order CORs and Contractor Program

Management Coordinators; function as Services Coordinator for all contracted tasks; participate in individual course curriculum reviews and provide suggestions and recommendations to the Coast Guard for enhancements; and provide periodic deliverables and ensure project milestones are reached and goals are realistic and attainable.

G.3.5.1 Program Manager

The Program Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer's Representative

( COR). The Program Manager shall be one of the senior level employees provided by the Contractor for this work effort. During any absence of the Program Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The name and resume of any alternate(s) who shall act for the contractor in the absence of the Program

Manager, shall be provided to the Government. The Contractor shall not replace the Program Manager without prior approval from the Contracting Officer.

The Program Manager shall be available to the Contracting Officer (KO) or COR via telephone between the hours of 0800 and 1730

Eastern Time, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within three

(3) hours of notification.

The Program Manager may be a Site Team Lead, provided they meet the requirements for both positions.

Site Team Leads (per site). The Contractor shall provide a Site Team Lead per site who shall be responsible for Contractor work performed under orders against this contract. The Site Team Leads shall be a single point of contact for the Task Order Contracting

Officers Representatives (COR). The Task Order CORs are designated by the Contracting Officer for specific aspects of the contract, in accordance with DHS Management Directive (MD 0780.1). The name and resume of Site Team Leads shall be provided to the

Government.
