text: This DD 254 covers multiple government commands and locations with various levels of required classified access, systems and programs.

While all required access, systems, and programs are listed on this DD-254, not all government sites will require the same level of support identified in blocks 10, 11, 13, and 14 of this DD 2 54 and attachments.

In the performance of this contract, some contractors/subcontractors will be exposed to, and responsible for the safeguarding of documents which contain critical technology and classified information up to the SECRET level. This material may be in the form of hard copy, soft copy resident on LAN systems, and copies on removable magnetic media such as CD, DVD, and hard drives. In all cases, the material should be clearly marked with the appropriate classification. If any unmarked material or equipment is discovered, it should be appropriately marked if the proper classification can be determined. If the classification cannot be immediately determined, the material should be brought to the attention of the Command Security Manager for resolution.

- All DON Contractors with access to NATO programs will be indoctrinated into NATO SECRET.

a. All contractor personnel shall comply with the provisions of DOD 5220.22M " Industrial Security Manual for Safeguarding Classified Information."

b. All classified work shall be performed in secure government locations. Contractor personnel shall comply with all security procedures in effect at the government sites where contractor work is performed.

c. All contract requirements will be performed at approved government locations as designated by the Contractor Officer Representative (COR) or Task Order Requirement Owner (TORO).

d. Contractor personnel shall have no access to classified information until satisfactory completion of required Security investigation.

e. If contract personnel produce classified material in any format it is their responsibility to ensure it is immediately marked with the appropriate classification in accordance with the standard marking procedures.

f. Classified documents, computer media, or other material shall be stored only in GSA approved storage containers or within designated secure rooms per DODM 5200.0 1.

g. Classified material shall not be reproduced without prior approval from the servicing Security Manager (SM).

h. Classified materials, documents, or computer media shall not become the property of the contractor.

i. The contractor shall not release any classified information to a "Non U.S. Citizen" or person holding "Reciprocal Clearances" without written authorization from the government command Security Manager.

j. Contractor personnel accessing classified Information Systems at the government site shall comply with the requirements of the Information System Security Programs as described in DODI 8500.01 available at: https://www.esd.whs.mil/dd/ or current Certification and Accreditation guidelines, and local command policies.

k. All applicable Security Classification Guides will be provided by the local government location security staff.

I. IT Level I positions require a Tier 5 (formerly SSBI) investigation. IT Level II positions require a Tier 3 (formerly NACLC) investigation. The appropriate investigation must be initiated prior to or immediately upon reporting for duty. Once the appropriate investigation is completed and it has been determined that contractor employee fails to meet adjudicated standards_ the contractor employee will not be permitted to continue on the contract unless they are qualified for a different IT Level as approved by client.

m. The Contractor Facility Security Officer (FSO) will send JPAS Visit Request to the host Command Security Office prior to any contract personnel reporting per National Industrial Security Program Operation Manual (NISPOM). A Visitor Authorization Letter (VAL) may be used for contractors performing unclassified work.

n. NATO, Restricted Data, CNWDI, NNPI, or any other special briefing will be conducted by security staff at the government location for all contractors granted those accesses. The government security staff providing the brief will update JPAS or subsequent system with required entries.

o. All contractor employees shall complete training for Privacy Act (PA), Cyber Awareness, Operations Security (OPSEC), Counter Intelligence and any other security training and reporting requirements as required and provided by each command.

p. Technical papers, briefings, presentations, either classified or unclassified to be presented at classified symposia shall be submitted to government representative for approval prior to presentation Specific Block amplifying guidance:

- Block 10.a: Classified COMSEC material is not releasable to contractor employees who have not received a final security clearance at the appropriate level. Cryptologic keying materials and Controlled Cryptographic Items (CCI) are controlled by Department of the Navy, NISPOM, and National Security Agency (N A) guidelines. The contractor shall be guided by N NCSS Policy in the control and protection of COMSEC material/information at their facilities. When access is required at Government facilities, contractor personnel will adhere to COMSEC rules and regulations as mandated by DoD 5520.22-M, CMS I (series), and Command policy. Written concurrence of the Technical Point of Contact/Contracting Officer Representative is required prior to subcontracting.

- Block 10.b and d: Restricted Data (RD) and Formerly Restricted Data (FRD) is not releasable to contractor employees who ha\'e not received a final security clearance at the appropriate level. Written concurrence of the Technical Point of Contact/Contracting Officer Representative is required prior to subcontracting.

- Block 10.g: NATO Access

- Valid Requirement (has requirement for NATO access) : A final security clearance at the appropriate level is required for access to NATO information. Written approval of the Technical Point of Contact/Contracting Officer Representative is required prior to subcontracting.

- No Valid Requirement - Block I 0.g: To facilitate potential access to NATO classified information all contractor personnel who are briefed on their responsibilities for protecting U.S. classified military information shall also be briefed on the requirements for protecting NATO information. Written concurrence of the Technical Point of Contact/Contracting Officer Representative is required prior to subcontracting.

- Block 10.j: Controlled Unclassified Information (CUI) / For Official Use Only (FOUO) information generated and/or provided under this contract shall be marked and safeguarded as specified in DODI-5200.48: Controlled Unclassified Information (CUI), available at: https:// www.esd.whs.mil/dd/, and DoDM 5400.07, Freedom of Information Program, available at: https://www.esd.whs.mil/dd/.
