STATEMENT OF WORK
GENERAL INFORMATION
Title of Project
Tek-Air System Equipment Upgrade
Background
Building 485, located at the Joint Base Anacostia Bolling military installation in Washington, DC, is equipped with a Tek-Air laboratory airflow control system designed to control and monitor air flow and pressures of processing spaces. The Tek-Air system and controls are visible and accessible through the Honeywell Enterprise Building Integrator (EBI). The two systems link together through a software communication interface, with the Honeywell EBI controlling and monitoring the major supply and exhaust systems and the Tek-Air system controlling the workspaces. Tek-Air is now the process of phasing out this legacy equipment and in time will no longer provide support to the equipment. This will make parts difficult to acquire and maintenance of the Tek-Air system difficult to accomplish. The United States Secret Service has determined a need to upgrade all equipment needed to integrate with the Tek-Air system in order to minimize downtime and impact to the facility operations. This equipment upgrade also provides an opportunity balance the building to address pressure alarms and air flow issues within the building.
Purpose
The purpose of this procurement is to develop and implement the plan to remove Tek-Air legacy equipment and install the new equipment that integrates with the existing Tek-Air and Honeywell system for Building 485. After these changes are implemented, it would be beneficial to conduct balancing of the building to address all air pressure alarms and air flow concerns.
Security & Access Requirements
Contract employees shall undergo a favorable Suitability Assessment as determined by the US Secret Service’s Security Clearance Division’s, Clearance and Access Branch (SCD-CAB) prior to performing any work within US Secret Services controlled access facilities or on US Secret Service’s information technology systems.
The contractor shall submit to the COR the following completed documentation for each contract employee requiring access to US Secret Services controlled access facilities, in order to satisfy initial and/or recurring (as requested by the COR) Suitability Assessments:

The contractor shall provide personnel and vehicle information for gaining access to the military installation and facility. Information shall be provided to the Government PM a minimum of three (3) days prior to the site visit.
The contractor shall provide license, registration and insurance information to access the military installation on the day of visit.

Requirements
General Requirements
The contractor shall:
Participate in a mandatory walk-through of the area prior to the commencement of work. Sufficient site investigation should be made during the walk through to obtain pertinent information from the existing Tek-Air system and understand the location and accessibility of equipment to ensure successful execution of the work.
Provide walk-through meeting minutes no later than 72 hours after mandatory walk-through summarizing the discussion.
Provide an execution schedule to be reviewed and approved by the Government PM. The schedule should show distinction between work performed during normal business hours and work requiring system shutdown which must be performed outside of normal business hours.
Provide a plan to minimize/control dust and debris during demolition.
Tek Air Requirements
The contractor shall:
Provide an assessment of the current Tek-Air system and a plan for upgrade of the system.
Remove and dispose of legacy equipment which includes, but is not limited the equipment below. The contractor is responsible for confirming and identifying equipment necessary to facilitate the upgrade.

Provide test plan and test procedures for the performance verification test for approval. Explain in detail actions and expected results to demonstrate compliance with the requirements of this specification and the method of simulating the necessary conditions of operation to demonstrate performance of the system.
Supply, install, adjust, test and guarantee the performance of installed equipment.
Ensure seamless communication with the Honeywell building management system.
Install and connect all equipment required according to manufacturer’s specifications.
Provide management, supervision, labor and equipment to ensure effective performance of mechanical equipment.
Provide a list of replacement parts, supplier, part number and recommended on hand stock. The recommended on hand stock should be provided by contractor at completion of the installation.
Provide laminated, engraved plastic nameplates for control panels. Other equipment devices furnished, including sensors, switches, valves, gages, actuators and all other items furnished shall be identified with plastic embossed labels adhered to the device. Each name plate should identify the function.
Building Air Balance Requirements
The contractor shall:
1.1.1. Examine as-built drawings and documents to become familiar with facility HVAC system features that may impact proper testing, adjusting, and balancing of systems and equipment.
Work with the necessary building system contractors (Honeywell, Booz Allen, etc.) prior to making changes to ensure facility pressure requirements are maintained.
Verify that automatic control devices are functioning.
Plug all holes made in the ducts for test readings in order to prevent air leakage. Disruption of duct, pipe, and/or equipment insulation shall be appropriately repaired by contractor.
Provide testing, adjusting, and balancing reports.
PROJECT MANAGEMENT
The contractor shall:
Designate a Program Manager (PM) who shall possess sufficient corporate authority to manage, direct, execute, obligate, and control all elements of this contract. The PM shall serve as the primary point of contact between the contractor and the government, and shall be responsible for the coordination of all contractor activities related to the contract.
Remain solely responsible for completing all tasks and providing all deliverables required in this SOW.
EXECUTION
The contractor shall:
Coordinate all work with the Government P M, or representative, prior to commencing any work to avoid any conflicts with the operations of the facility.
1.2. Perform each task according to the detailed written work schedule and plan (2.1.3) which is prepared by the contractor and approved by the Government PM, or representative, prior to commencing work.
1.3. Perform all work during normal business hours (0700 – 1700). Any work that has to be completed outside of normal business hours should be documented in the work schedule and shall be coordinated with the Government PM.
1.4. Perform all work that would require loss of equipment and operator interface software outside normal business hours.
1.5. Work with the facility staff and the Government PM to schedule in advance all work/tasks (ex. Replacement of equipment, software installation) that will impact normal building operations.
1.6. Take all necessary precautions to safeguard existing equipment, utilities, and systems which are to remain in place. The contractor shall be responsible for and shall repair, at its expense, any damage to existing installations due to the contractor’s operations or the contractor’s failure to provide proper protection.
1.7. Clean-up, and remove all waste and rubbish created by the work, and leave the job site in a manner acceptable to the Government PM, or representative.
1.8. Place materials that cannot be removed daily in an area specified by the Government PM, or representative.
1.9. Determine and/or confirm the applicable codes and standards for all aspects of the work and ensure compliance with the requirements listed.
1.10. The contractor shall warrant the system against manufacturing defects in materials and workmanship for two (2) years. The warranty shall include parts and labor.
Final Deliverables
1. The contractor shall provide three (3) operations and maintenance manuals in electronic and hard copy form.
1. The contractor shall provide the final test reports in electronic and hard copy form.
1. The contractor shall provide onsite training covering operation, maintenance, and calibration of the system
