Statement of Work

PR# 20142276

U.S. Customs and Border Protection Office of Field Operations, San Diego

TITLE: ARJIS and eSUN/CLETS Access

1. BACKGROUND:

The U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO) in San Diego, Los Angeles, and San Francisco utilizes a variety of systems and databases to analyze information collected during intelligence operations. The Automated Regional Justice Information System (ARJIS) and the San Diego Users Network/California Law Enforcement Telecommunications System (SUN/CLETS) are two systems that are critical to SDC intelligence operations.

ARJIS was created to share information among justice agencies throughout San Diego and Imperial Counties. It has evolved into a complex criminal justice enterprise network used by 80+ local, state, and federal agencies in the California counties that border Mexico. Its data-driven approach streamlines investigations, enhances officer safety, and promotes collaboration between law enforcement agencies.

2. SCOPE:

OFO San Diego, Los Angeles, and San Francisco require continued access to ARJIS.

Access allows LE agencies access to regional, State, and Federal LE systems and applications, including SDLaw (the Sheriff’s suite of services). It includes 24/7 system monitoring and network maintenance as required.

OFO San Diego also requires continued access to eSUN. The County of San Diego Public Safety Group and the San Diego County Sheriff’s Department created the eSUN system as a re-hosting of the legacy SUN/CLETS system. eSUN is a statewide computer network used by law enforcement and criminal justice agencies throughout California. It provides authorized users access to databases maintained by California DMV, FBI, and other criminal history systems.

3. APPLICABLE DOCUMENTS:

N/A

4. SPECIFIC TASKS:

Access to applications include:

1. COPLINK – Connects databases on the national level and aids in criminal investigations using historical and current law enforcement data. Allows LE agencies to share and access information across jurisdictions. The system can analyze data from various sources, including police records, to uncover patterns, SOW CBP OFO San Diego - ARJISNET Page 2 of 4 connections, and potential leads in investigations. Allows law enforcement to search for information using natural language terms.

2. State, Regional, Federal Enterprise Retrieval Systems (SRFERS) – Regional system using real-time incident and operational information designed to improve information sharing between law enforcement agencies across different jurisdictions. Offers quick access to data during investigations. Allows officers to simultaneously search databases from multiple agencies eliminating time-consuming individual searches. Types of data provided include photos of suspects, arrest records, criminal histories, gang intelligence, and information on stolen property.

3. Officer Notification System (ONS) – Tool used by LE agencies to keep officers safe. Officers enter information into the system about individuals or situations that might pose a threat. Other officers are alerted when encountering a person, location, or vehicle matching the ONS entry. The notification provides officers with critical information, allowing them to approach situations with greater caution and preparedness. Providing officers with advanced warnings about potential dangers help officers make more informed decisions in the field.

4. eQuery – Allows for a radius search and returns local LE incidents.

5. ‘Law Enforcement Only’ Mapping System – A geo-based system that maps local incidents. Can create graphs, charts, and reports.

6. ARJIS portal – Offers links to other LE systems such as Cal-Photo, Megan’s Law, etc. Has information regarding ARJIS and features a recent local BOLO photo and bulletin. Allows quick search for finding names, phone numbers, and email addresses of 6,000+ law enforcement professionals in the San Diego region.

7. Regional Email distribution lists – Users can subscribe to receive bulletins of interest by groupings – 211, Fraud, Sex Crimes, etc. Can send bulletins to lists that reach hundreds of LE professionals in the region.
