About this file

This Invitation for Bids (IFB) document pertains to two Job Order Contracts (JOC) for federally funded projects issued by the City and County of San Francisco. The IFB covers Contract No. 1331 (JOC20) and Contract No. 1332 (JOC21), both designed to support federally funded construction and related projects. The document serves as the primary bidding mechanism through which interested contractors can obtain detailed bid documents and submit their proposals in response to the City and County's solicitation for these job order contracts. Prospective bidders must register as vendors in the City and County's system to access the complete IFB and associated bid documents; bids will not be accepted through the Supplier Portal website and must be submitted according to the specific instructions contained within the IFB itself.

The contracts represent a federally funded procurement requiring bidders to demonstrate capability to execute job order work as defined in the scope of work. Interested parties should note that registration as a bidder or vendor is a prerequisite to obtaining the detailed bid documents and instructions for proposal submission. The specific pricing terms, contract duration, renewal options, set-asides, and other salient bidding requirements are contained within the complete IFB documentation that becomes available only to registered vendors. Potential bidders are directed to follow the registration and bidding procedures outlined in the IFB to ensure compliance with the City and County of San Francisco's procurement requirements for these federally funded job order contracts.

Contract No. 1332 Job Order Contract for Federally Funded Projects – JOC21 4921-0025-3132, v. 1

Contractors bid an adjustment factor to pre-set unit prices, which includes all of the contractors’ profit, overhead, and indirect costs. The Contracts, if awarded, will be awarded to the responsible Bidders that submit the two lowest responsive Bids, based on the Award Criteria Figure as set out in the Schedule of Bid Prices, and as determined under Special Provisions, SP-1.

The maximum Contract Amount for each Contract will not exceed $5,000,000. The Minimum Contract Amount for each Contract is $50,000. Payment and performance bonds in the amounts of 25% of the maximum Contract Amount are required for each Contract. The term of each Contract will not exceed five years. Work is accomplished by issuing Task Orders to the JOC contractors during the five years of the contract term. No new Task Orders will be issued under any circumstances after four years from the Effective Dates of the Agreement.

Both Contracts are being advertised simultaneously, utilizing the same General Provisions, Gordian® Unit Price Book or UPB, and Technical Specifications with the same contractor’s license requirements and bid opening dates and times.

Bidders may bid on either one or both of the Job Order Contracts. However, in accordance with San Francisco Administrative Code Section 6.62(j), no one bidder shall be awarded more than one of the federally funded Job Order Contracts.

In accordance with San Francisco Administrative Code Section 6.62(j), a contractor currently in contract with the SFMTA under an existing JOC Contract is not eligible to submit a Bid in response to this Invitation for Bids, except in the following circumstances:

1. The contractor’s existing JOC Contract will expire within 120 days from the Bid Date for this advertisement;

2. The SFMTA has issued Task Orders under the existing JOC valued in an amount equal to or exceeding 90% of the Maximum Contract Amount for the existing JOC Contract; or

3. The existing JOC Contract is funded by a different source of government funds (i.e., federal, local or state funds) than the JOC Contracts advertised under this Invitation for Bids.

D. Requirements of Bidders

1. Bids will not be accepted from any entity that has not been prequalified to bid and listed above.

2. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
