About this file
This document outlines a special notice federal contract opportunity for preventative maintenance services on firearms training simulator systems. The Navy seeks to award an annual contract to provide preventative and corrective maintenance to eight InVeris Training Solutions FATS systems and all associated M4 rifle and M18 pistol simulators located at ten Navy regions. As InVeris is the sole manufacturer of the proprietary components, software, and firmware that comprise the simulator systems, only InVeris certified technicians are qualified to service the equipment to ensure continued mission readiness. The contracting officer will determine price reasonableness by cost analysis and comparison to previous pricing in accordance with FAR 15.404-1.

Governing references: OPNAVINST 3591.1F. This system is vital to the training of our security forces & requires regular maintenance to ensure mission readiness is maintained. This request is for a maintenance service contract for equipment already in use by Navy Region Southwest Force Protection.
InVeris Training Solutions is the only manufacturer that can properly service the Virtual Law Enforcement Training System, M240 Weapon Simulator, Bluefire M17/18 Weapon Simulator, and the Bluefire SRS Carbine (M4) Weapon Simulator. These firearms are highly modified and reengineered, and contain numerous proprietary compounds and configuration electronics in order for them to interact with the computer software/firmware associated only with these simulator systems.
All repair parts or components that are needed to perform repair/replacement are proprietary and must be procured from InVeris Training Solutions. Additionally, the source code for the software and firmware that controls both the computer system and the firearm simulators is also proprietary to InVeris Training Solutions. As a result, any changes, modifications, updates, or fixes to the software can only be performed solely by InVeris Training Solutions certified service technicians.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable:
Market Research was conducted on similar like products and services offered on the open market as well as on similar purchases for preventative maintenance and warranty solutions for InVeris Training Solutions products across the enterprise and no results were found to indicate other vendors are capable of servicing this effort. As reasons stated above, InVeris Training Solutions reserves the right to sell and service their equipment.
7. Determination of Fair and Reasonable Cost:
A determination of fair and reasonableness of price will be based on the Contracting Officer’s cost and price analysis of the contractor’s proposal and a comparison of previous pricing history in accordance with FAR 15.404-1.
8. Actions to Remove Barriers to Future Competition:
Under the current restrictions imposed by the AEL and sanctioned by CNIC, regarding the specific training simulator that has been approved across the enterprise. If another potential source displays interest and capabilities, NAVSUP Fleet Logistics Center San Diego will assess whether competition for future requirements is feasible.
