Justification for Sole Source Procurement

This document is a Justification for Sole Source procurement under simplified procedures (FAR 6.103) for Purchase Request/Document Number V45472-6205-ZA98. The sole source contractor is Sherwood Aviation (Cage Code 3EM37), located at 4690 NW 128th Street, OPA-Locka, FL 33054, with primary contact Bryan Farrell (305-477-2994, bryan@sherwoodaviation.com). The requirement is for a fuel nozzle assembly to replace APU fuel manifolds during a 500-hour inspection, with the 31T work center engine shop performing repairs and cleaning, flow testing, and additional repairs as required. The estimated price is $16,700.00 with a performance period from September 15, 2026 to November 15, 2026, and the requiring activity is Assault Craft Unit 4.

The justification establishes that Sherwood Aviation is the only authorized manufacturer qualified to perform repairs to the government's aircraft fuel manifolds. The APU system consists of two small gas-turbine auxiliary engines that provide onboard electrical power and pneumatic bleed air for starting main propulsion engines on LCAC (Landing Craft Air Cushion) vessels. The fuel manifold components are direct replacement parts for existing equipment and are governed by patent, copyright, or proprietary data that limits competition. The document was technically certified by Thomas Tyisha Laquana on September 10, 2026, and approved by Contracting Officer Joscelyn Smith, Hill Heather on behalf of NAVSUP Fleet Logistics Center, Norfolk Contracting Department.

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

This is an aircraft fuel manifold, and Sherwood Aviation is the only manufacturer that is authorized to perform repairs to our manifolds. The APU system is a pair of small gas-turbine auxiliary engines used mainly to provide onboard electrical power and pneumatic bleed air for starting the main propulsion engines. For example, what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?) The following are provided as potential examples of reasons to support soliciting from a single source. If these items do not apply, the check-a-blocks may be deleted from the document. The user should include the appropriate rationale for the selected item(s).

Modify accordingly for other circumstances of the contract action that deem only one source reasonably available (e.g. urgency).

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

A patent, copyright or proprietary data limits competition.

These are "direct replacement" parts/components for existing equipment.
