About this file

This document is a Justification for Sole Source procurement issued by SRF-JRMC (Ship Repair Facility - Japan Regional Maintenance Center) for Microsoft Power Platform training services. NobleProg Japan will provide three instructor-led training sessions at Fleet Activities Yokosuka: two 5-day "Mastering MS Power Platform" sessions (one in Japanese, one in English) and one 5-day "Advanced MS Power Platform - Enterprise Practitioner" session in Japanese. The training is targeted to support SRF-JRMC's digital transformation initiatives, enabling personnel to develop Power Apps, Power Automate workflows, Power BI reports, and Dataverse-enabled solutions.

The sole source justification is based on the continuity of training, as SRF-JRMC personnel have previously completed NobleProg's introductory course and these follow-on courses directly build upon the established proprietary instructional framework, terminology, and lab environments. The training is anticipated to take place between 13 March 2026 and 3 April 2026, with the procurement executed under 41 U.S.C. 1901(e)(2) and FAR 13.501(a). The action will result in a firm-fixed-price purchase order for delivering comprehensive, enterprise-level Power Platform training on-site at the Yokosuka facility.

X Description of the item or service required, the estimated cost, and required delivery date.

X Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

SRF-JRMC personnel previously completed NobleProg’s introductory Microsoft Power Platform course, and the required “Mastering MS Power Platform” and “Advanced MS Power Platform – Enterprise Practitioner” courses are the next steps in NobleProg’s sequential training pathway.

These courses build directly on NobleProg’s proprietary instructional framework, terminology, and lab environments.To continue personnel development without repeating prior training or creating learning gaps, SRF-JRMC requires follow-on instruction from the same provider. As such;

NobleProg Japan is the only responsible source capable of providing the required follow-on training, and a sole-source award is justified under 41 U.S.C. 1901(e)(2), as implemented by FAR 13.501(a).

This action will result in a firm-fixed-price purchase order for the delivery of three (3) Microsoft Power Platform training sessions for SRF-JRMC personnel at Fleet Activities Yokosuka. Training includes two (2) “Mastering MS Power Platform” 5-day sessions (one in Japanese and one in English) and one (1) “Advanced MS Power Platform - Enterprise Practitioner” 5-day session delivered in Japanese. Other information to support a sole source buy:

SRF-JRMC personnel previously completed NobleProg’s introductory Microsoft Power Platform course, which established a proprietary instructional framework. To maintain continuity and avoid training gaps, the required follow-on courses;“Mastering MS Power Platform” and “Advanced MS Power Platform – Enterprise Practitioner”, must align with this existing framework. NobleProg Japan is the only provider capable of offering these courses, as they directly build on the previously delivered training. A sole-source award is justified under 41 U.S.C. 1901(e)(2), as implemented by FAR 13.501(a).

N/A

The required training is a direct continuation of NobleProg’s proprietary course sequence already delivered to SRF-JRMC personnel, and no other vendor can provide the next courses in this established progression. Only NobleProg can satisfy the Government’s minimum needs for continuity of training and curriculum compatibility, soliciting offers from additional vendors would not have produced any responsible or technically acceptable alternatives.
