About this file
This document is a Sole Source Justification for a software licensing and maintenance renewal for the United States Naval Academy (USNA). The procurement is for renewing Ungerboeck subscriptions, with solicitation number N0018925Q0173, under a Firm Fixed Price contract using FAR 13.501(a)(1)(i) authority. The justification emphasizes that changing the existing system would create significant operational burdens, including integration challenges, staff retraining, and increased costs for system replacement.
The sole source action is primarily justified by the system's critical integration with existing USNA business processes and the need for direct replacement parts/components. The government intends to negotiate directly with Ungerboeck, with Small Business Administration approval, and will consider any submitted proposals or capabilities statements. While this is not a competitive solicitation, interested parties may identify their capabilities or submit responses before the closing date.

Source Selection Information – See FAR 2.101 and 3.104
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
This is a renewal of software licensing and maintenance of a system that is already integrated into the business processes at USNA. Changing systems would put an undue burden on USNA and the government; both on time spent integrating a new system and time spent training the USNA staff on its use. In addition, it would also cost the government more funds as the old system would have to be removed and the new system implemented.
A patent, copyright or proprietary data limits competition.
These are "direct replacement" parts/components for existing equipment.
As stated above, this is a renewal of an already existing system in place at the USNA. The system in place is identical to the one that will be procured by this follow-on requirement.
