Naval District Washington Fire & Emergency Services requires preventative maintenance services and repair of existing defibrillator equipment at all Government sites listed below.

a) NSA Annapolis,MD

b) NSA Bethesda, MD

c) NSA Washington, DC

d) NSF Indian Head MD

e) NSF Dahlgren VA

The equipment includes cardiac monitor/ defibrillators, including automatic defibrillators, semi-automatic defibrillators, and manual cardiac monitors/defibrillators manufactured by Physio Control Inc. (Fifteen (15) LifePak 15 Monitor/Defibrillators). The estimated cost is $26,001.00 for the base year and $104,004.00 for four option years. The required delivery date is 30 days after award of the contract.

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Stryker’s Medical division certifies that it is the original equipment manufacturer (OEM) or sole source distributor of parts for Stryker’s Emergency Care products. All parts are manufactured at Stryker or supplied to Stryker by approved vendors.

All devices, hardware and software are proprietary. Stryker provides on-site inspection, preventive maintenance, repair services and battery replacement programs at all Navy Region Mid-Atlantic fire station locations at a flat rate. All batteries and parts must be OEM equipment.

To ensure defibrillators continued operation, fewer repairs, and manufacturer’s warranty validity, generic parts or substitutions are not authorized. Preventative maintenance in the resulting contract will include one-for-one battery replacement. Any services and/or parts replacement performed by other entities outside of the Stryker company will void the equipment’s warranty, greatly degrade or damage the equipment, and could potentially compromise the safety of government personnel that utilize it.

Market research indicated that most defibrillator OEMs do not authorize third-party service groups to work on their brand name equipment. Stryker is not an exemption to this industry standard, and has reiterated the same.

Stryker only uses OEM parts for repairs and has exclusive use of certain proprietary tools for diagnostic and repair, aside from owning the proprietary rights to software updates for the Lifepak defibrillators.

Stryker employs its own field service team (known as ProCare Services) to service its products. Stryker only uses OEM parts for repairs and has exclusive use of certain proprietary tools for diagnostics and repairs. Stryker Emergency Care products that require the use of such proprietary tools include, but are not limited to:

• LIFEPAK 15 monitor/defibrillator

• LIFEPAK 20e monitor/defibrillator

• LIFEPAK 1000 defibrillator

• LIFEPAK CR Plus / LIFEPAK CR2 defibrillator
