Justification for Sole Source (Simplified Procedures – MPT to ≤ SAT)

This is a sole source justification document for a service contract with Sports Network International Inc. (SNI), a women-owned small business located at 388 Muddy Creek Lane, Ormond Beach, FL 32174-4895. The contractor point of contact is Justin Gates (386-274-1919, sni@thenationals.net), with CAGE Code 02DL9. The period of performance extends from the date of award through June 30, 2026.

SNI will provide comprehensive event management services for the 2026 United States Navy Junior Reserve Officers Training Corps (NJROTC) Academic, Athletic, and Drill National Championship. Services include event planning, promotional materials development, competition execution and scoring, event decoration, team registration management, production of unit awards and medallions, t-shirt design and production, Standard Operating Procedure development, website maintenance, competition area setup, judge assignment and training, material transportation, trophy production and display for top five placements, commendation letter distribution, and compilation of team and individual cadet performance statistics for future events. The justification for sole source selection centers on SNI's proprietary scoring database system featuring optical character recognition and live-feed scoring capabilities with historical monitoring of Navy Nationals data (representing an estimated $50,000-$100,000 investment). SNI also maintains proprietary patents on trophy components, possesses specialized expertise in military drill competition hosting, and serves as the point company for rule interpretations and questions. The document emphasizes that no authorized entities can provide SNI's integrated scoring and competition services, and no other private or governmental company is capable of hosting military drill competitions at the required scale and quality. The justification was certified on March 5, 2026, by the NSTC-Citizenship Development Program Support Supervisor, with contracting authority vested in NAVSUP Fleet Logistics Center, Norfolk Contracting Department–Regional Directorate.

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

A patent, copyright or proprietary data limits competition.

Sports Network International Inc. (SNI), a women owned small business, maintains a proprietary scoring database that is a custom programmed scoring system with optical character recognition. SNI’s database maintains live-feed scoring checks that monitor historical norms and past scores in the Navy Nationals that involve the review and compilation of hundreds of thousands of past scores by previous judges. The live-feed scoring is required during the event to have immediate results available for the awards ceremony and if changes are desired to the annual event format.

SNI does not have any authorized entities that can provide their services to include the required scoring database that is used for scoring the Navy National Competition.

Currently, there is no other private or governmental company capable of hosting military drill competitions.

While other contractors are capable of recreating the scoring database it is neither cost effective nor efficient to duplicate the cost already invested in the existing scoring database estimated between $50,000 and $100,000.

SNI also constructs trophies from scratch with several proprietary patents on parts to make them unique, transport and pre-set event trophies at the Awards Ceremony at the conclusion of the event and produces detailed scoring reports for HQ, Area Managers and Schools immediately following the competition.

These integrated services are essential to the government's minimum requirements as the unique trophies provide the nationally recognized prestige appropriate for a championship of this caliber, while the immediate and detailed scoring reports are a critical tool for program oversight, validation of training effectiveness, and ensuring the fairness and transparency of the competition for all participating units.

Other information to support a sole source action:

These events directly support statutory program objectives and require specialized expertise and continuity, securing SNI’s services is essential to ensuring safe, consistent, and mission-aligned execution.

SNI is the only known provider with the established infrastructure, proprietary scoring systems, experienced personnel, and proven capability to deliver these events at the scale, standardization, and quality required by the NJROTC program. SNI has the technical expertise to interact within all pre-event rules discussions and to make all required changes to rules, score sheets, and other event materials. SNI also serves as point company for all rule and drill manual questions/interpretations and has established contacts with dozens of military bases and hundreds of the sharpest military minds involving the military manuals in use for the Navy Nationals.

This services and supplies for this important event are needed immediately required to facilitate the Navy National Academic, Athletic, and Drill Championship, an event that represents the absolute culmination of the Navy JROTC program and the primary hands-on application of training mandated by the accredited curriculum and Cadet Field Manual. This championship is not merely an extracurricular activity but a foundational component of the JROTC experience, serving as the ultimate test of the comprehensive instruction cadets receive throughout the year. For the individual cadets, who dedicate countless hours to honing their skills, this national competition is the pinnacle of their efforts, offering an unparalleled opportunity to demonstrate their discipline, precision, leadership, and teamwork before a national audience of senior military leaders, representatives from sister services, their families, and the public. The sense of personal accomplishment and pride derived from competing at this level is transformative and directly supports the JROTC mission of building character and fostering successful citizens. For the Navy JROTC program at large, this event is the most significant public venue to validate the effectiveness of its training methodologies, showcase the outstanding caliber of its cadets, and affirm the program's value to the Department of the Navy and the nation.

Denying cadets this capstone experience would be profoundly detrimental to the JROTC mission, leaving their extensive year-long preparation without its culminating validation, failing to meet established regulatory requirements, and creating a disservice to the considerable commitment shown by thousands of dedicated young men and women. Given that this event is scheduled annually with a fixed timeline, immediate action to secure these essential services is imperative to ensure its successful execution.
