The supplies or services described herein are being solicited on a brand name basis and competition is precluded in accordance with FAR 12.102(a) for reasons indicated below. There are no substitutes available for the supplies or services.

The Naval Submarine Medical Research Laboratory (NSMRL) has a requirement for licenses for Microsoft SQL Server 2025 as part of an effort to upgrade our database instances to remain compliant with security policies. This model is the standard edition license and requires that each server have a server license, and requires that a user license be purchased for each person accessing any SQL Server installation. Both the server and personnel licenses exists in perpetuity and require no renewal. Due to NSMRL having two servers with SQL server installed, we will require 2 server. Considering the current access needs now and planning for potential expansion in the future, an estimate of 15 personnel licenses will be required.

Current licenses end 31 Dec 2026. New licenses are required NLT then 31 July 2026 in order to give IT padding for installation/process/security/failures.

In conclusion, the requested supplies or services represent the minimum requirements of the government.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The database software will need to be compatible/installed on the Windows Server 2019 operating systems we currently use and will need to be able to accommodate the backup of a SQL Server database backup file that would be used as part of the installation of the software. It will also need to be compatible with the SQL Server SQL language as all NSMRL’s scripts are written in it.

These are "direct replacement" parts/components for existing equipment.

These licenses will replace the SQL Server 2016 licenses currently in use at NSMRL. There are no other servers that will be compaitable and work with the existing system to upgrade it.

Other information to support a brand name action

The IT team at NSMRL currently utilizes SQL Server 2016, which will reach its end of life this year. SQL Server 2025 provides support for a suite of tools called SQL Server Database Tools that are needed to perform daily functions. SQL Server is superior to other database options for several reasons including: it would take substantial time and expertise to migrate to another system, SQL server comes with regular support and updates and coordinates nicely with the already owned Microsoft Server infrastructure, and productivity tools are provided for free with SQL server licenses.
