About this file

This Statement of Work (SOW) details the requirements for an emergency backup generator for the Naval Supply Systems Command Headquarters (NAVSUP HQ) at the Naval Ammunitions Logistic Center (NALC). The generator must have a 250 kW continuous power capacity, capable of supplying 288 kW of standby power for 24 hours, with a dual wall fuel tank, digital display panel, and compliance with EPA Tier 4 emissions standards. Key performance requirements include maintaining voltage and frequency within ±5% regulation, operating at under 70 decibels at 50 feet, and being mounted on a tandem axle trailer with electric brakes.

The contractor must deliver the generator system to NAVSUP HQ in Mechanicsburg, PA within 90 days of contract award, and provide comprehensive deliverables including system specifications, operation and maintenance manuals, training materials, warranty documentation, and emissions testing reports. Additional requirements include conducting a load bank test, providing training to government personnel, ensuring all contractor personnel pass background checks, and complying with security regulations. The delivery driver must have a Pennsylvania Real I.D. or non-expired passport for base access. The contract also includes provisions for potential AbilityOne Program support for contract closeout functions.

Statement of Work

NAVSUP HQ Emergency Backup Generator

1. Introduction/Background:

Naval Supply Systems Command Headquarters (NAVSUP HQ) requires a reliable emergency backup generator to ensure continuous operation of critical infrastructure at Naval Ammunitions Logistic Center (NALC) during power outages. This generator will provide power to essential systems and personnel performing critical ordnance logistics functions including inventory management, transportation/distribution management, operational/contingency planning, and ordnance safety management critical to operational readiness of Navy, Marine Corps, Coast Guard and SOCOM warfighter units using the Ordnance Information System – Wholesale (OIS-W) on the Secure Internet Protocol Routing (SIPR) Network. The current system is inadequate to meet the facility's needs. Without a standby generator, NALC will continue to experience unexpected power outages, resulting in immediate stoppage of processing mission critical ordnance requisitions and movements that cannot be performed at alternate locations (e.g. OCONUS ordnance transportation, Presidential Determination support, and certain FMS applications). During expected or unexpected power outages of extended length NALC cannot function without enacting COOP Plan or renting multiple costly, unreliable, and possibly unavailable commercial high-voltage generators. No other facilities within NSA Mechanicsburg have SIPR terminals available for NALC and OIS personnel located within the open-secret-storage section of building 407.

2. Scope of Work:

The Contractor shall deliver and commission a fully operational emergency backup mobile generator system, including all necessary equipment, materials, labor, and services, as specified in this Statement of Work. The Contractor shall also provide training to designated Government personnel on the operation and maintenance of the generator system. Upon delivery and prior to acceptance, the Contractor shall conduct a load bank test to verify the generator’s performance. The Contractor shall provide the load bank testing results to the designated Government personnel.

3. Performance Requirements:

o A. Generator Capacity and Performance:

The generator shall have a minimum rated capacity of two hundred and fifty (250) kilowatts (kW) continuous power at one hundred and twenty (120) volts, three (3) phase, sixty (60) Hz. The generator shall be capable of supplying two hundred and eighty-eight (288) kW of standby power for a minimum of twenty-four (24) hours.

The generator shall maintain voltage and frequency within +/- five percent (5%) steady-state voltage regulation and +/- five -percent (5%) steady-state frequency regulation under all load conditions.

o B. Fuel System:

The generator shall be equipped with a dual wall fuel tank with a capacity sufficient to operate the generator at full load for a minimum of twenty-four (24) hours at one hundred percent (100%) load, sixty (60) Hz.

The fuel tank shall be leak-free and comply with all applicable environmental regulations.

The Contractor shall provide sufficient fuel additive (e.g., anti-gel additive) compatible with the specified fuel type to treat the generator’s gallons / capacity of fuel. The additive shall prevent fuel gelling and degradation during long-term storage in accordance with the additive manufacturer's recommendations.

o C. Digital Display and Diagnostics:

The generator shall be equipped with a digital display panel (LED) that provides the following information in a clear and easily readable format:

Total run time in hours (non-resettable)

Key diagnostics data, including but not limited to:

Engine temperature

Oil pressure

Battery voltage

Fault codes (with descriptions)

Generator voltage and frequency o D. Noise Level:

The generator shall operate at a noise level not exceeding seventy (70) decibels (dB) at a distance of fifty (50) feet from the enclosure.

Noise levels shall be within the specified limit during generator operation.

o E. Emissions:

The generator shall comply with all applicable federal, state, and local emission regulations, including EPA Tier 4 standards.

Emissions shall be within the regulatory limits during generator operation.

o F. Training:

The Contractor shall provide training to Government personnel on the operation, maintenance, and troubleshooting of the generator system.

o G. Towing:

The generator shall be on a tandem axle trailer with electric brakes.

4. Deliverables:

o Generator system specifications and drawings o Operation and maintenance manuals o Training materials o Warranty documentation o Emissions testing reports o Load bank testing reports

5. Government Furnished Property/Information (GFP/GFI):

The Government will provide escorted access to the site.

6. Security Requirements:

All Contractor personnel shall undergo background checks and obtain the necessary security clearances prior to accessing the facility. The Contractor shall comply with all Government security regulations.

The contractor shall make sure the delivery driver is in possession of a State of Pennsylvania Real I.D. or non-expired passport for base access.

7. Delivery Destination:

Naval Supply Systems Command Headquarters (NAVSUP HQ) 5450 Carlisle Pike, Building 309 Mechanicsburg, PA 17050

8. Delivery Date:

No later than ninety (90) days from the date of contract award.

9. SALES TAX EXEMPTION

The contractor is hereby advised that the United States Government and Agencies thereof are exempt from State and Local Government Tax by virtue of Article 6 of the United States Constitution. No exemption certificate is required.

The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.

By submission of a proposal in response to this solicitation, the offeror and its subcontractor’s consent to release their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.

Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLCN contract.
