About this file
This is a Domestic Partnership Act Certification form required by Broward County, Florida for vendors bidding on contracts valued over $100,000. The certification document serves as both a responsiveness requirement and eligibility criterion for the Domestic Partnership tiebreaker provision in County procurement solicitations. Vendors must complete and submit the form either with their initial bid submittal or within three business days of the County's request to remain responsive to the solicitation. For contracts involving the Domestic Partnership tiebreaker evaluation, vendors must submit the completed certification at the time of solicitation submittal to maintain eligibility for this preference consideration.
The form requires vendors to certify their compliance status with Broward County Code of Ordinances Sections 16-150 through 16-165, which mandates that vendors provide benefits to registered domestic partners of employees on the same basis as spousal benefits. Vendors must select one of four compliance options: current compliance, commitment to comply at contract award, non-compliance, or qualification for one of six specified exceptions including employers with fewer than five employees, governmental entities, not-for-profit organizations, religious institutions, those providing cash equivalents, or those unable to comply due to federal or state law conflicts. The form was last updated on September 9, 2024, and applies to the Lost and Found Management Software contract for Broward County Aviation Division and other County agencies.
