DHHS26088 TB Outpatient and Isolation Services RFI Summary

This Request for Information (RFI) was issued by the Utah Department of Health & Human Services (DHHS) on May 8, 2026, with a response deadline of May 22, 2026, at 1:00 PM Mountain Daylight Time. The RFI seeks information from qualified healthcare facilities, hospitals, and specialty clinics within Utah regarding their capability to provide tuberculosis (TB) outpatient and isolation services for infectious, uninsured, or court-mandated patients. The primary objective is to identify alternative service providers and explore cost-efficient care models while ensuring patients with suspected or active TB have immediate access to multi-disciplinary clinical care and isolation facilities to protect public health. No site visits, bidder conferences, or award dates are specified in this RFI, as it is an information-gathering instrument rather than a formal procurement process.

Respondents must provide detailed information regarding facility capacity, including availability of permanent dedicated negative-pressure private rooms; proposed fee-for-service rates for isolation stays, rule-out stays, and outpatient physician services; alternative hybrid care models; and third-party reimbursement expertise. Facilities must demonstrate compliance with Utah Administrative Code Rule R388-804 and maintain a dedicated TB unit with visitor protocols, area surveillance, and security enforcement. Additional operational requirements include multi-disciplinary care coordination, directly observed therapy (DOT) coordination with local health departments, capability for emergency admissions with DHHS approval within 48 hours, real-time notification infrastructure, and transparent billing with detailed service breakdowns. No specific pricing, funding amounts, set-asides, or incumbent information is provided in the RFI, as this is a preliminary information-gathering phase intended to inform potential future procurement activities.

Request for Information (RFI) Project Name: DHHS26088 TB Outpatient and Isolation Services RFI Date Issued: May 08, 2026, 1:00pm MDT Response Deadline: May 22, 2026, 1:00pm MDT

1. Introduction and Purpose The Utah Department of Health & Human Services (DHHS) is seeking information from qualified healthcare facilities, hospitals, and specialty clinics within the State of Utah regarding their capability to provide Tuberculosis (TB) outpatient and isolation services.

The primary purpose of this RFI is to identify alternative service providers and explore cost-efficient models for managing infectious, uninsured, or court-mandated TB patients. DHHS aims to ensure that patients with suspected or active TB have immediate access to multi-disciplinary clinical care and have a place to isolate to protect public health.

2. Information Requested Please describe how you can provide the following:

(A) Facility capacity: Availability of permanent, dedicated negative-pressure private rooms for both suspected and confirmed TB patients.

(B) Cost structures: Proposed fee-for-service rates for isolation stays, rule-out stays, and outpatient physician services. Please indicate if your facility can provide rates competitive with current Medicaid-based structures or fixed-price annual "bed-holding" fees.

(C) Alternative models: Suggestions for hybrid care models, such as transitions from hospital isolation to secure long-term care or home-infusion services, that may reduce the total cost of care.

(D) Reimbursement expertise: Ability to pursue third-party reimbursement (e.g., Medicaid application assistance) prior to billing the State.

3. Technical / Specific Requirements

Please describe how you meet safety and legal standards of the State for the following requirements:

(A) Clinical & facility standards:

(1) Secure TB Unit: Must maintain a dedicated unit with visitor protocols, area surveillance, and security enforcement for non-compliant or court-ordered patients.

(2) Negative pressure infrastructure: Maintenance of no less than two (2) negative-pressure rooms specifically for TB isolation.

(3) Regulatory compliance: Full compliance with Utah Administrative Code, Rule R388-804, "Special Measures for the Control of Tuberculosis".

(B) Operational & care coordination

(1) Multi-disciplinary care: Ability to host care team meetings involving specialists to assess disease acuity and plan treatment.

(2) Directly observed therapy (DOT): Coordination with local health departments to ensure seamless transition to DOT upon patient discharge.

(3) Emergency admissions: Capability to admit patients directly into a secure TB unit and coordinate with DHHS for approval within 48 hours

(C) Reporting & financials

(1) Real-time notification: Infrastructure to notify DHHS and local health departments immediately upon the admission or discharge of any TB patient.

(2) Transparent billing: Ability to provide detailed invoices breaking down service categories, including TB testing, radiology, laboratory tests, and biopsies.
