About this file

This is a Request for Proposals (RFP) issued by Glendale Town for contractor-provided construction services related to the Hops Well Replacement Project (Engineer's Project Number 2509-020). The project involves well replacement construction work to be performed within town easements. A mandatory pre-proposal informational meeting is scheduled for November 19, 2025, at 10:30 a.m. at Glendale Town Hall (90 E Center Street, Glendale, UT 84729). Requests for clarifications must be submitted by December 2, 2025, by 5:00 p.m. Mountain Time to Kyler Nielsen at kyler.n@jonesanddemille.com. Project approach and contractor qualifications are due December 9, 2025, at 11:00 a.m., followed by cost proposals due December 11, 2025, at 11:00 a.m., with a simultaneous public bid opening. Best value determination and Town Council approval are scheduled for December 18, 2025, with notice of award issued December 19, 2025. The notice to proceed for construction is anticipated for January 12, 2026, with substantial completion targeted for March 13, 2026, and final completion by March 28, 2026. Work may continue during winter months if the contractor manages snow removal and meets project specifications.

Proposals are evaluated on a best value basis using a scoring formula that adjusts price based on project approach evaluation scores (maximum 100 points). The project approach is scored across general project approach (40 points), qualifications (30 points), and schedule and narrative (30 points), with pass/fail requirements for cover letter, executive summary, bonding (5 percent bid bond required), and addendum acknowledgments. The scoring equation is: $PBV = ($PPP - [(PA/100)*($230,000)])+$500,000, where the lowest adjusted proposal price receives award. This is a unit price contract with measurement and payment detailed in project specifications. Contractors must demonstrate continuity of key personnel and subcontractors throughout the construction phase, comply with all applicable state and federal regulations, maintain insurance per project specifications, and achieve both substantial and final completion dates or face liquidated damages. Contact information for inquiries is provided through the project engineer at Jones & DeMille Engineering, Inc.

$PBV = ($PPP – [(PA/100)*($230,000)])+$500,000

b. Where:

$PBV = Adjusted Proposal price (i.e., Proposal Scoring)

$PPP = Sum of the project cost using the Price Proposal

PA = Project Approach Score, a number between 0 and 100

c. The Bidder with the lowest Score ($PBV) will be considered the overall “Best Value”.
