Specification 5. The streets listed on pages 26-41 are to be swept four times a year. The first sweep to begin in April, the second sweep to be started the third week in June, the third sweep to be started the second week in September, and the forth sweep to be started after the conclusion of Fall leaf collection. Street sweeping will occur daily between 7:00 AM and sunset.

Specification 6. The City of Westerville will provide removal of approximately 90% of the fallen leaves from the streets. The Contractor will coordinate with the Street Maintenance Supervisor to work closely with leaf crews for optimum service to the City.

Specification 7. The City of Westerville will provide water through the bulk water station at the Westerville Water Plant at 312 W. Main St. The Contractor will keep an accurate account of water used for the City's record. Contractor shall provide back-flow protection on all vehicles to ensure the safety of the City’s water system. When the Bulk Fill Station is closed a hydrant at the Service Department Complex may be used for filling.

Specification 8. The Contractor shall provide all equipment and personnel to perform the work proposed or as directed by the City.

Specification 9. The Contractor shall provide a list of equipment that includes a combination of air and mechanical sweepers in fleet. Sweepers must be dual side broom to sweep medians and curbs. Sweepers used must be high dumps. Air sweepers must be used for all streets required to be swept weekly (see Specification #1 and Specification #2), to reduce fugitive dust.

Specification 10. The Contractor shall furnish a cell phone for the operator to use. This will be used with an app named ETCH. This is a service that the City currently uses for snow and leaf removal. This app will be set up for the Contractor to use to track the progress of the street sweeping. The app is at no cost to the Contractor; however, the Contractor will need to supply the phone and service for the phone.

Specification 11. The Contractor shall provide on-call service within two (2) hours of a phone call for emergency spills or other occurrence (such as sweeping of a specified parking lot before or after a City-sponsored event). Contractor must also provide an after-hours phone number in case of an emergency.

Specification 12. The Contractor shall be responsible for posting of all Uptown District streets twenty-four (24) hours prior to cleaning of the streets to be swept. For the purposes of this contract, the boundaries of the Uptown District Shall be Old County Line Rd (North), Vine Street (East), Walnut Street (South) and West Street (West).

Specification 13. The Contractor shall provide, on the Bid Schedule, prices for the following:

1. Sweeping City Parking Lots four times a year - bids to be recorded under Item 7: Uptown Parking Lot Sweeps and Item 8: City Facility Parking Lot Sweeps (Refer to “Street Sweeping Parking Areas” for locations of parking lots). Parking lots shall be swept starting the first week in April, the third week in June, the first week in September, and the final sweep the week before Thanksgiving.

2. Cleaning sidewalks on designated Thursday PM prior to sweeping State

Street from West Home Street to Walnut Street - bids to be recorded under Item 9: Sidewalk Sweeps (South bound State Street 2nd week of each month, North bound State Street 3rd week of each month).

Specification 14. The Contractor shall dispose of all collected debris and shall provide any needed temporary dump site or staging facility. This is currently at 350 Park Meadow Road. All dumpsters shall be covered when not in use to comply with NPDES permitting requirements.

Specification 15. The Contractor shall report the following information for NPDES reporting;

curb miles swept and volume of debris collected on roadways, acres of parking lots swept and volume of debris collected.

Specification 16. The Contractor shall provide on-site supervision to check work in progress and to follow up on any complaints within twenty-four (24) hours.

Specification 17. The Contractor shall bill the City for service rendered within ten (10) days following the end of the month and the City shall pay the Contractor on a Net 30 basis. Such billing and payment shall be based on the rates and schedules set forth in the Contract Documents and Specifications. The Contractor shall be entitled to payment for services rendered irrespective of whether or not the City collects from the customer for such service.
