Statement of Work (SOW)

Columbia, MD Repairs – SOW
1 INTRODUCTION
This is a non-personal services contract to provide Repairs and Renovation services to the Federal Communications Commission (FCC) Columbia, Maryland (MD) Field Office Location.
2 BACKGROUND
The FCC, an independent agency of the United States Government established by the Communications Act of 1934, is charged with regulating non-Government interstate and international communications by radio, television, wire, satellite, and cable. The FCC’s jurisdiction covers the 50 states, the District of Columbia (DC), and U.S. possessions.
The FCC is led by a Chair and up to four Commissioners appointed by the President with the advice and consent of the U.S. Senate. The Commission staff is organized into seven (7) Bureaus (including the Enforcement Bureau (EB)), several offices (including OMD and the Offices of Engineering and Technology (OET), Strategic Planning & Policy (OSP), and General Counsel), and numerous field offices (including the Vero Beach, FL Field Office).
3 OBJECTIVES
The FCC’s objective is to obtain repair and renovation support at the FCC’s Columbia (MD) Field Office location focused on the vehicle garage (behind the FCC Lab), office ceiling and tiles (FCC Lab), and HFDF Center ceiling shown in figure 1. The objective of this project is to 1) Repair ceiling gridwork and tiles that are located in several offices in the lab shown in figure 2. 2) Repair and replace windows located inside the EB vehicle garage shown in figure 3. 3) Repair ceiling in the HFDF center due to leaking from the HVAC as shown in figure 4.

Physical Descriptions of Relevant Buildings:
The FCC lab building is approximately 21,250 square feet, one-story, typical office style building.
Across the FCC lab from the back entrance of the building is the EB 3-Bay Garage that is approximately 644 square feet and has eight (8) windows. The HFDF center which is down the road from the garage is approximately 4,497 square feet.

The 3-bay garage is located near the FCC Lab and needs eight (8) windows replaced.

4 SCOPE OF SERVICES
All work performed on this project shall be done in accordance with applicable State, Federal, and municipal regulations, and laws. The scope of contract encompasses the following construction support service areas:
a. Repair and replace Ceiling Tiles
b. Repair and replace windows
5 GENERAL INFORMATION
5.1 TYPE OF CONTRACT
The Government will award a firm-fixed-price (FFP) contract.
5.2 PERIOD OF PERFORMANCE
The period of performance shall be for two (2) months from notice to proceed. Period and priority of tasks to be determined at site visit.
5.3 PLACE OF PERFORMANCE
The services are to be provided at the FCC’s Columbia Maryland’s Campus at 7435 Oakland Mills Rd, Columbia, Maryland 21046. The specific location of the FCC Lab, 3-bay garage, and HFDF Center can be seen in the satellite image found in figure 1.
5.4 HOURS OF OPERATION
All work shall be coordinated through the COR or COR’s point of contact and must be performed during normal business hours from 8AM to 4PM.
5.4.1 RECOGNIZED HOLIDAYS
Unless expressly required in this SOW or directed by the Contracting Officer (CO), the Contractor shall not perform services on federal holidays, which include:
New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day Washington’s Birthday Veteran’s Day Memorial Day Juneteenth Day Thanksgiving Day Independence Day Christmas Day
In addition, Inauguration Day is a recognized Federal holiday in the Washington, D.C. area every four years as provided under 5 U.S.C. § 6103(c).
5.5 SECURITY REQUIREMENTS
Contractor personnel shall be able to obtain, and maintain throughout the life of the contract, a public trust position. See clause LOCAL-1 Security Requirements Suitability and Security Processing. Contract personnel information must be shared with the FCC 2 weeks prior to arriving at the site and will be vetted by the FCC Security Operations Center before arriving onsite.
5.6 GOVERNMENT-FURNISHED PROPERTY AND EQUIPMENT
None.
5.7 CONTRACTOR-FURNISHED PROPERTY
All supplies, equipment, services, and other items that the Contractor requires to perform the work under this contract are the responsibility of the Contractor and shall be at the Contractor’s expense.
The Contractor shall clearly delineate all proposed supplies to support this effort in their price/technical proposal.
6 PERFORMANCE REQUIREMENTS
The Contractor is responsible for providing all labor, materials, transportation, supervision, tools, equipment, and expertise necessary to execute the required scope at the Columbia, MD location.
The Contractor shall perform a site visit and attend a preconstruction conference or other review meetings necessary to support repair activities. The planned activities associated with this work must have a minimal impact to the ongoing activities. The Contractor shall support meetings and/or teleconferences to discuss technical or regulatory issues and project progress and status.
The Contractor is required to notify the CO and COR of critical issues that may affect the contract performance and/or human health and the environment. The Contractor shall apply for and obtain all Federal, State, and local, and other applicable permits, licenses, and certificates required to perform and execute this contract. The Contractor shall maintain a library of these documents at the Contractor’s site office. The Contractor shall comply with all applicable permit conditions.
6.1 TASK AREA 1
6.1.1 PROJECT MANAGEMENT PLAN
Prepare a project management plan with an overarching project schedule based on the required work which shows the intended sequence of activities, milestones, and expected project completion. The project management plan shall, at a minimum, include a safety plan and schedule.
As such, the work outlined in the SOW and performance requirements are crucial to the ongoing FCC mission. Therefore, it is crucial that the Contractor work closely with the Government to ensure that the organizational objectives are accomplished throughout the period of this contract.
It is also imperative that the Contractor’s staff provide superior customer service, in a spirit of cooperation and accompanied by uniformly positive attitudes.
The Contractor shall obtain and maintain all applicable state and municipal licenses, bonds, insurance, and permits required in order to perform all the services required under the contract.
The Contractor shall provide copies of all licenses, insurance, and permits to the CO and COR and shall be in place three (3) calendar days prior to work commencing.
6.2 TASK AREA 2
6.2.1 FCC LAB
• Repair 2x4 ceilings in rooms 101, 102, 103, 104 and 105.
• Replace broken and/or missing 2x4 ceiling tiles with like kind and quality materials.
• Repair broken and/or sagging ceiling grids.
• Reinstall blinds in room 101.
6.2.2 3-BAY GARAGE
• Repair/replace framing to prepare window rough openings.
• Install new wood, single pane, fixed windows with decorative grids.
• New windows will match the existing windows style as closely as possible.
• New windows will be commercially available sizing. Custom sized windows are not desired.
• Existing windows are approximately 48 in x 30 in size. Vendor is required to verify size of new windows.
• Install exterior mullions, trim, and caulk around new windows.
• Paint window exterior to match existing windows/structure.
6.2.3 HFDF CENTER
• Repair ceiling in men’s restroom.
• Replace broken and/or missing 2x2 ceiling tiles with like kind and quality.
• Repair broken and/or sagging ceiling grids.
6.2.4 DISPOSAL AND CLEANUP:
• The Contractor shall ensure construction debris is separated and disposed of in accordance with all Local, State, and Federal guidelines. Disposal fees are the responsibility of the Contractor. In supporting this effort, the Contractor shall:
o Ensure materials are hauled to a recycler if applicable.
o Dispose of any universal wastes (fluorescent bulbs, ballasts, mercury switches, etc.), hazardous wastes as identified, and environmental waste per Contractor’s disposal plan. All waste streams will be disposed of in accordance with all Local, State, and Federal guidelines. Performance Standard: A signed receipt by the disposal site operator will be returned to the COR within thirty (30) days of disposal. The receipt will indicate the date of receipt, and the quantity of material received. The receipt will also indicate the condition of the materials as delivered to the landfill and the location where the debris will finally rest.
o Execute and maintain the practice of removing and legally disposing offsite all construction debris from site as soon as possible while work is ongoing. Do not allow items and debris to accumulate excessively before disposal.
o Remove and transport all debris in a manner that prevents spillage on streets or adjacent areas. State and local regulations regarding hauling and disposal shall apply.
o Completely clean site of any remaining construction debris. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor’s personnel.
o Be aware that the use of burning at the project site for demolition or the disposal of refuse and debris will not be permitted.
o
6.3 INSPECTION AND ACCEPTANCE
All services rendered to the FCC will be inspected and accepted by the COR or designated representative. Payment for completed services will only be made after the COR accepts the services rendered. After the COR inspects and accepts all required services the Contractor shall submit the invoice so it can be processed for payment within thirty days.
7 PERSONNEL REQUIREMENTS
7.1 GENERAL PERSONNEL REQUIREMENTS
The Contractor shall submit a personnel list to the FCC Security Office and the COR on the first working day of each month. This report shall list all Contractor and subcontractor personnel working at the FCC under all current contract order.
7.1.1 EMPLOYEE SCREENING
The Contractor shall screen all employees and perform background checks on all employees, agents, and subcontractors prior to sending them to work for FCC.
7.1.2 ADEQUATE PERSONNEL
The Contractor shall provide sufficient personnel, both in number and qualifications to perform all the necessary work.
7.1.3 OVERSIGHT OF CONTRACTOR PERSONNEL
The Contractor shall provide sufficient oversight to ensure that all Contractor personnel are functioning in accordance with their assigned duties and at acceptable levels of professional performance; all activities are performed in accordance with contract requirements; and all positions are filled promptly and kept filled with qualified, competent, and trained personnel.
The Contractor shall be responsible for the activities of all Contractor personnel and, if applicable, subcontractor personnel.
7.2 REMOVAL OF CONTRACTOR PERSONNEL
If the FCC finds a Contractor prospective employee to be unsuitable or unfit for duties under the terms and conditions of the contract, the Contractor will be advised immediately that such employee can no longer work under this contract. The Contractor shall remove the employee from performing any work under this contract the same business day that it receives notification from the FCC.
8 DELIVERABLES
All deliverables shall become the property of the FCC and shall not be released by the Contractor or its employees, agents, or assigns to any party outside the FCC. Each service deliverable shall be submitted in electronic format using Microsoft Word and/or PDF. The Contractor is responsible for preparing, reviewing, and indexing documents supporting the required deliverables. All documents shall be reviewed and approved by the COR or designated contact.
8.1 DELIVERABLE FORMAT
The Contractor shall generate, distribute, and maintain the Reports identified below. The Contractor shall submit proposed report formats to the COR for review, remarks, or approval within five (5) calendar days after contract award. The COR will provide a response on revised proposed report formats to the Contractor within five (5) calendar days from receipt. The deliverable documentation is a one-time submission.
Deliverables identified in the table below are reports prepared by the Contractor to reflect Contractor activities and presented to the Government for quality assurance purposes.
Government personnel will review the materials presented and evaluate them for accuracy and completeness. Delivery is stated in Table 3 below. Format will be as proposed by the Contractor and approved by the Government unless otherwise directed in this SOW.
8.2 KICKOFF MEETING AND AGENDA
An initial meeting shall be held with the COR and/or designated contacts to discuss project planning, execution, and contractual matters within seven (7) calendar days after contract award.
To facilitate initial project planning, the vendor shall provide a draft high-level project schedule to discuss during the meeting.
8.3 WEEKLY STATUS REPORT
A weekly status report shall be submitted to the COR no later than 4 p.m. Eastern Time on the last working day of each week. The Contractor shall consult with the COR or designated contact on the format of the report. The report shall include at a minimum:
a. Current contract, deliverable, and services rendered status
b. Progress images
c. Work Scheduled verses Work Actually Completed
d. Explanation of any variance in work scheduled but not completed
e. Budgeted Cost of Work Performed verses Actual Cost of Work Performed
f. Explanation of any variance in cost budgeted and actual cost to perform the work.
g. List of all Contractor and subcontractor personnel working at the FCC under contract in the previous and upcoming week.
8.4 DELIVERABLES TABLE
