1. GENERAL

Furnish all necessary labor, equipment, and materials to construct various types of public services infrastructure projects as outlined in Part I General Requirements, 1. Introduction.

Tasks may involve milling existing asphaltic concrete surfaces to specified depths. Excess milled material should be transported to an asphalt reprocessing plant. The streets specified should be surfaced with Superpave asphaltic concrete mix. Additionally, tasks include necessary adjustments or replacements of existing structures, traffic control, sweeping, cleanup, placement of painted and thermoplastic pavement markings, and installation of curb, gutter, and sidewalks.

2. MOBILIZATION

A. The Contractor is solely responsible for providing security for all materials stored on- site during the construction activities.

B. The Contractor shall provide ten (10) calendar days notification to the Engineer prior to initiating mobilization to the site and initiating work. The Contractor will also provide copies of all permits that have been obtained to the engineer prior to initiating work associated with such permits.

C. The Contractor shall restrict their operations to the designated work area and ensure that construction activities do not disrupt normal operational activities of the City’s services.

D. The Contractor is responsible for visually inspecting the site to note obstructions or access difficulties.

E. The Contractor is responsible for providing and/or maintaining access to the work site to facilitate all construction, inspection and testing activities.

F. The contractor shall deliver/post notifications to affected citizens and business owners seven

(7) calendar days prior to construction. A form of the notification must be approved by the City prior to distribution.

3. MILLING

A. Furnish all necessary labor, equipment and materials to mill pavements as specified, and haul the milled material to the reprocessing plant.

B. The methods used for milling shall meet all applicable portions of Section 327 - Milling of Existing Asphalt Pavement, Florida Department of Transportation Standard Specifications for Road and Bridge Construction, latest revision.

C. All manhole castings and water valve boxes shall be adjusted and/or replaced by the Contractor, as specified, after milling is completed.

D. When the full street is required by these documents to be milled, the desired finished cross slope is to be 2%.

E. The unit price per square yard (SY) shall be full compensation for all work required to perform the milling, loading, hauling, sweeping, clean-up, and all incidentals necessary to complete the work specified in this section.

F. Milling of existing asphalt speed humps and speed tables is required as specified in the plans.

4. CONCRETE CURB AND GUTTER (INSTALLATION)

A. All Concrete Curb and Gutter work shall conform to the requirements of Section 520, “Concrete Gutter, Curb elements and Traffic Separator,” of the FDOT Standard Specifications and placed in conformity with the lines, grades, dimensions and notes shown in the contract plans.

B. Forms for this work shall be made of either wood or metal and shall have a depth at least equal to the Plan vertical dimensions for the depth of the concrete being deposited against them. They shall be straight and free from warp or bends and of sufficient strength and rigidity, when staked, to resist the pressure of the concrete without deviation from line and grade. If wooden forms are used, they shall be of a cross-section approved by the Project Manager and shall have a flat surface on top. The Contractor shall use flexible forms for all curb and gutter constructed on a radius.

C. Excavation shall be to the required depth, and the foundation material upon which these items are to be placed shall be compacted as specified in Section 120-9, "Compaction Requirements" of the FDOT Standard Specifications.

D. The concrete shall be placed in the forms and tamped and spaded in place so that all honeycombs will be eliminated, and sufficient mortar brought to the surface. The top of the section shall be floated smooth, and its edges rounded to the radius shown on the plans. No concrete shall be placed during unfavorable weather conditions.

E. Except for machine placed concrete, at the option of the Contractor, joints may be formed by the use of dummy joints (either formed or sawed) or by the use of sheet metal templates. If sheet metal templates are used, they shall be at least as long as the depth of the curb section.

They shall be set perpendicular to the top and face of the curb form and shall be held firmly in place during the placing of concrete. Templates shall remain in place until the concrete has set sufficiently to hold its shape, but shall be removed while the forms are still in place.

For machine placed concrete, unless an alternate method is approved by the Project Manager, contraction joints shall be sawed. The joints shall be sawed as soon as the concrete has hardened to the degree that excessive raveling will not occur and before uncontrolled shrinkage cracking begins.

Contraction joints shall be spaced at intervals of ten feet (10') except where a lesser interval is required for closure, but no section shall be less than four feet (4') in length. On medians and traffic separators, cuts shall align across from each other. Cuts shall also align with contraction joints of sidewalks adjacent to the curb.

Expansion joints shall be constructed at all structures, at all ends of curb returns, except that expansion joints shall not be constructed within twenty (20) feet of an island nose. They shall be located at intervals of 500 feet between other expansion joints or ends of a run. The expansion joint filler shall be ½ inch in width and shaped to the cross section of the curb.

F. The forms shall be removed within twenty-four (24) hours after the concrete has been placed, and minor defects then filled with mortar composed of one part of Portland cement and two parts of fine aggregate. Plastering will not be permitted on the face of the curb or the gutter.

Any rejected curb and gutter shall be removed and replaced at no additional cost to the City.

All exposed surfaces shall be given a brush finish while the concrete is still green. For any surface areas, however, which are too rough or where other surface defects make additional finishing necessary, the Project Manager may require that the curb be rubbed to a smooth surface with a soft brick or wood block, with water used liberally. Also, if necessary further to provide a suitable surface, the Project Manager may require additional rubbing, using a thin grout or mortar, either of which additional rubbing shall be at no additional cost to the City.

G. When surface finishing is completed, the curb and gutter shall be cured per applicable paragraphs of Section 520-8, of the FDOT Standard Specifications.

H. After the concrete has set sufficiently, but not later than three (3) days after pouring, the spaces in front and back of the curb and gutter sections shall be refilled to the required elevation, with suitable material, adequately compacted. In sections where sidewalk is to abut the curb, the backfill shall be placed and compacted to a suitable depth for the placing of sidewalk forms. In all other sections of the work, the back of the curb shall be backfilled to the required elevation with suitable material, which shall be placed and thoroughly compacted in layers of not more than six inches (6") in thickness.

I. Where a base is to be constructed adjacent to a curb and gutter, the curb and gutter shall be properly backfilled and shall set for a period of not less than seven (7) days before any base material is placed against it.

J. The top and face of the finished curb and gutter shall be true and straight, and the top surface of curbs shall be uniform width, free from humps, sags, or other irregularities. When a straightedge ten feet (10') long is laid on the top or face of the curb or on the surface of gutters, the surface shall not vary more than 0.01 foot from the edge of the straightedge, except at grade changes or curves.

K. Full compensation for conforming to the requirements of this Section shall be considered as included in the unit price paid per linear foot (LF) for constructing concrete curb, curb and gutter, or valley gutter, complete in place and accepted, and no additional compensation will be allowed therefore.

5. CONCRETE SIDEWALKS (INSTALLATION)

A. All Concrete Sidewalk work shall conform to the requirements of Section 522, "Concrete Sidewalks and Driveways", of the FDOT Standard Specifications and these Special Provisions and placed in conformity where so ordered by the Project Manager.

B. Forms for this work shall be made of either wood or metal and shall have a depth at least equal to the Plan vertical dimensions for the depth of concrete being deposited against them.

They shall be straight, free from warp or bends, and of sufficient strength and rigidity, when staked, to resist the pressure of the concrete without deviation from line and grade. If wooden forms are used, they shall be of cross-section approved by the Project Engineer and shall have a flat surface on top. The Contractor shall use flexible forms for all headers constructed on a radius.

C. Tree roots within the sidewalk area shall be removed to a minimum depth of one foot (1') below the specified subgrade surface. If a contractor must cut tree roots, sharp cuts shall be made. All roots greater than 2” shall be cut clean with a hand saw. The contractor shall hand dig near the roots and saw the roots, heavy mechanical equipment shall not be used. Broken roots shall be sawed 2” behind the ragged end. Roots smaller than 2” may be cut with a sharp-edged hand tool. Crushed or torn roots are more likely to allow decay. Sharply cut roots produce a flush of new roots helping the tree to recover from its injury. If tree roots larger than 6” must be cut, the Contractor shall inform the City Engineer or his representative prior to cutting for field direction. All boulders, organic material, soft clay, spongy material and any other objectionable material shall be removed and replaced with material approved by the Engineer.

Before placing the forms for sidewalks, the surface upon which they are to be built shall be brought to the specified line, grade and elevation and uniformly compacted to a minimum 85 percent of AASHTO T-99 density. The materials shall be compacted at a moisture content such that the specified density can be uniformly attained. If necessary to attain the specified density, water shall be added to the material, or the moisture content shall be lowered by manipulation or allowing the material to dry, as is appropriate.

Fill areas including cut areas under the sidewalk which have been excavated more than six inches (6") below the bottom of sidewalk shall be compacted to a minimum of 95 percent of AASHTO T-99 density. The area to be compacted is defined as that area directly under the sidewalk and one foot (1') beyond each side of the sidewalk when right-of-way allows.

D. Transverse expansion joints shall be placed at intervals not exceeding eighty feet (80'), and at all places where a walk intersects or abuts a curb, driveway, building, other sidewalk or fixed objects. Expansion joints shall be constructed at each side of structures and at ends of curb returns, except that expansion joints shall not be constructed within twenty feet (20') of an island nose. Expansion joints shall be filled with ½ inch thick premolded joint filler conforming to the provisions in Section 932 of the Standard Specifications. The joint filler shall be shaped to the cross section of the sidewalk, shall extend from the surface to the subgrade, and shall be at right angles to the sidewalk surface.

Contraction joints shall be sawed and shall be at intervals of four (4) to six (6) feet, or as shown on the plans. A slot approximately 3/16 inches wide and not less than 1 ½ inches deep shall be cut with a concrete saw after the concrete has set, and within twenty-four (24) hours of concrete being poured. Open type joints shall not be allowed.

E. Just prior to placing the concrete, the subgrade shall be moistened. The concrete shall be placed in the forms and tamped and spaded in place so that all honeycombs will be eliminated and sufficient mortar brought to…
