About this file

This document comprises procurement portal instructions for the City of Charlotte's Bonfire electronic solicitation platform, specifically for the Charlotte Water/Storm Water Request for Qualifications (RFQ) process. The City of Charlotte is soliciting Statements of Qualifications from qualified engineering companies to provide Construction Administration and Inspection Services for the Mallard Creek Wastewater Reclamation Facility (WWRF) Solids Handling Improvement Project in North Carolina. The project encompasses solids treatment infrastructure improvements including spiral heat exchangers, recirculation pumps, sludge transfer pumps, feed pumps, hot water feed pumps, gas treatment systems, a new waste biogas flare, a new electrical house, new boiler building and boilers, digester building improvements such as trench drains, doors, guardrails, handrails, hoists, and concrete repairs, as well as HVAC, water piping, and vents. The construction phase is scheduled to be bid in the summer of 2026. Specific response deadlines, site visit dates, bidder conferences, and award dates are not detailed in this instruction document.

All interested vendors must register through the Bonfire Procurement Portal at https://charlottenc.bonfirehub.com to access solicitations and participate in submission activities. Statement of Qualifications submissions must be uploaded, submitted, and finalized through the portal prior to the posted project deadline, with the City recommending vendors allow several days before the deadline to complete the submission process. The Bonfire portal is accessible via Microsoft Edge, Google Chrome, or Mozilla Firefox with JavaScript and browser cookies enabled. All solicitation questions must be submitted electronically through the Vendor Discussions section on the portal. Technical support is available through Bonfire's help forum at https://vendorsupport.gobonfire.com/hc/en-us, via email at Support@GoBonfire.com, or by telephone at 1-800-354-8010. A five-minute training video on vendor registration and submission is available on the Bonfire support website.
