Summary of 2026 Bituminous Concrete Paving Materials Bid Specifications
This bid specifications document solicits sealed proposals for pre-mixed bituminous concrete and related paving materials from a consortium of Pennsylvania municipalities including the Borough of Hanover, Hanover Borough Council, Conewago Township, McSherrystown Borough, Penn Township, Manheim Township, West Manheim Township, Germany Township, Oxford Township, Heidelberg Township, and Union Township. The solicitation requests materials in strict accordance with Pennsylvania Department of Transportation specifications, including pre-mixed bituminous stockpile material (445 tons), bituminous concrete base course (3,010 tons combined), superpave surface courses in 9.5mm and 19mm designations (5,810 tons combined), 25mm superpave base course (1,800 tons combined), and 19mm fine material (1,500 tons combined). The bidding documents are available through PennBid, with sealed bids to be opened electronically on February 4, 2026, at 3:00 p.m. The contract period extends from April 1, 2026, through March 31, 2027. Bidders may submit proposals under two alternates: Alternate #1 for FOB plant delivery and Alternate #2 for FOB job delivery within a three-mile radius of Hanover Center Square, with provisions for additional mileage charges beyond that radius.
Bids must be accompanied by a bid bond or certified check equal to ten percent of the total bid price, payable to the Borough of Hanover, with successful bidders required to furnish performance bonds within twenty days of award listing all municipalities. The successful bidder must complete Pennsylvania Department of Transportation Form MS-963 and furnish daily bituminous mixture certification forms (TR-465) for each shipment. Unit prices are subject to escalation clauses based on documented material cost increases occurring after the bid opening date, provided such increases are submitted in accordance with Publication 408, Section 110.04(a). The quantities specified are estimates representing approximate requirements with no penalty to municipalities if actual quantities prove lower than estimated. All materials must conform to Pennsylvania Department of Transportation testing requirements and must be delivered free of excess loose stone or unprocessed material. The municipalities reserve the right to reject any or all bids or award contracts individually for each alternate or as a combined bid of both alternates.

MEMO
RE: December 19, 2019 Memo from the Pennsylvania Department of Transportation Melissa J. Batula, P.E., Acting Director Bureau of Project Delivery
SUBJ: Update to Asphalt Mix Design Descriptions in ECMS
The Bureau of Project Delivery’s Highway Delivery Division is updating the descriptions of all Asphalt Mix Designs to be in line with national standards.
Item numbers for Sections 409, 411, 309 and 311 will be deactivated and replaced with new Sections 413 and 313 in Publication 408, Specifications, with the release of the next update. The new sections will no longer carry a Hot or Warm Mix descriptor.
Along with removing HMA and WMA from the descriptions, the Performance-Graded (PG) Asphalt Binder nomenclature is changing to reflect the use of the Multiple Stress Creep Recovery (MSCR) Test, AASHTO M 332, from the previous ASSHTO M 320. The following additional sections will be affected: 316, 410, 412, and 419.
AASHTO M 320 (OLD) AAShTO M 332 (NEW)
PG 58-28 PG 58S-28
PG 64-22 PG 64S-22
PG 76-22 PG 64E-22
These changes will go into effect at the same time as Publication 408, Specifications Initial Edition 2020, on all projects being let on or after April 10, 2020. A Microsoft Excel Spreadsheet has been developed to help with this transition and can be located in the ECMS File Cabinet, titled “New Item Number Search Tool.”
