About this file
This is a Bidder Q&A Guidance document for a Line Striping and Pavement Markings project solicitation administered by a Pennsylvania state or local government entity through PennBid.net. The guidance establishes procedural requirements for all bidders submitting inquiries during the bidding process. All questions must be submitted in writing through the PennBid.net platform, and bidders are strongly encouraged to thoroughly review all bid documents before submitting inquiries. The City will respond to inquiries within three to four business days where possible, though complex questions requiring City coordination may need additional time. Bidders are instructed to submit questions early rather than waiting until near the question deadline. Each submitted question must include specific formatting information: the Bid Package Reference Number or Name, the File Name or Title, and the Section Reference, with an example format provided. Additionally, the body of each inquiry should contain the relevant section, drawing, or page number; a clear and concise question or request for clarification; and any supporting information necessary for the City to provide an accurate response.
The guidance document emphasizes that bidders must submit unrelated questions separately by subject and avoid combining multiple questions or packages within a single submission. The City will not accept or respond to questions posted together and may request additional context if a question is unclear or lacks required references. Responses and any resulting addenda will be issued collectively to all bidders to ensure fair and transparent communication. The solicitation documents note that bids containing omissions resulting from industry assumptions will be deemed non-responsive, and all bidding requirements are contained within the bid solicitation and PennBid profile. Interested prime and subcontractors are required to log into the project profile and indicate their intent to bid on this line striping and pavement markings work.
