Bidders are required to submit multiple supporting documents including anti-collusion affidavits, workmen's compensation affidavits, and Act 127 E-Verify verification forms. The contract will be awarded to the bidder whose proposal is in the best interests of the owner based on compliance with requirements, qualifications, and experience. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder.

19.02 More than one Bid for the same Work from an individual or entity under the same or different names will not be considered. Neither Owner nor Engineer profess any knowledge or expertise relative to the applicability of State sales tax on purchases associated with this contract.

ARTICLE 23 – PREVAILING WAGES

23.01 The project is subject to compliance with the Pennsylvania Prevailing Wage Act.
