STATEMENT OF WORK

INTERNAL REVENUE SERVICE

CRIMINAL INVESTIGATION (IRS-CI)

SHOPPING CART # 5000229262

1. Introduction/Overview

The Internal Revenue Service Criminal Investigation (IRS-CI) requires the purchase of three vehicle light packages for 2025 Chevrolet Suburban’s. These vehicles are assigned to the Commissioner’s Protection Detail (CPD), which is responsible for providing protective services to the IRS-CI Commissioner and Chief Executive Officer.

2. Background

The foremost responsibility of a protection detail is to safeguard the well-being and mobility of the IRS Commissioner/Chief Executive Officer, particularly in urgent or high-risk situations. Installing 360-degree emergency lights, sirens, and vaults in our vehicles is essential to fulfilling this mission. These tools enable the team to signal the need for immediate action and heightened awareness, ensuring that both internal personnel and external agencies recognize the seriousness of the situation and respond appropriately. This capability supports the rapid initiation of security protocols and facilitates swift access to secure areas during emergencies.

Historically, the Commissioner’s Protection Detail has equipped vehicles—including 2022 Chevrolet Suburban’s, 2018 Ford Expeditions, and 2016 Lincoln Navigators—with emergency lighting, sirens, and vaults. This precedent underscores the established operational need and effectiveness of such equipment in enabling safe, efficient, and exigent movements during critical assignments.

Moreover, emergency lights and sirens serve as clear indicators of authority, distinguishing protection vehicles during time-sensitive operations. Their presence enhances coordination with law enforcement and emergency services, streamlining communication and enabling a unified response. Vaults are also required to securely store protective equipment in accordance with policy, including the temporary storage of weapons.

Ultimately, these enhancements enable IRS-CI to carry out its mission effectively, ensure the protection of VIPs, and respond decisively in urgent circumstances.
